Monday, June 10, 1974
Mayor Coen called the adjourned regular meeting of the City Council of the City of
Huntington Beach to order at 6:30 P.M.
ROLL CALL

SURVEY FOR REFUSE SERVICE ADJUSTMENT
The City Administrator addressed Council regarding the feasibility of employing a
consultant firm to conduct an evaluation of a refuse collection service. Discussion
was held by Council, however, no action was taken on the matter.
PRESENTATION OF PLAQUE - JANES SHEPARD - RECREATION AND PARKS COMMISSIONER.
Mayor Coen presented a plaque to Mr. James Shepard, Recreation and Parks Commissioner
in appreciation of his service on the Commission from September, 1972 to June, 1974.
PUBLIC HEARING - 1974-75 CITY BUDGET
The City Administrator presented a resume' of the proposed 1974-75 City 'budget. A
slide presentation was made which included a comparison survey of the City to other
comparable size, information relative to department budgets, possible sources of
revenue including the establishment of a real property transfer tax and items which
constitute major budgetary costs. Innovative programs, grants and other sources of
revenue derived by the City were also reported on by the City Administrator.
Discussion was held between the Council, City Administrator and staff concerning
supplemental items to the proposed budget.
Mayor Coen declared the hearing open.
Mr. H. Slattery, 17171 Westport Drive, City, addressed Council and requested that no
reductions be made in the proposed library budget.
Mr. Shirley Commons, President of the Huntington Beach -Fountain Valley Board of Realtors,
addressed Council and presented reasons for the organization's opposition to a pro-
perty transfer tax.
Mr. Leon Stricitas, 10261 Jon Day Drive, City, addressed Council in opposition to a
property transfer tax.
Mr. Steve Dowd, 20921 Skimmer Lane, City, Real Estate Appraiser, addressed Council
regarding what he believed would be the impact of a property transfer tax upon the
City, and discussion was held between the Council and Finance Director regarding the
estimated assessed valuation of the city.

Mr. Jerry Gillespie, member of the Huntington Beach -Fountain Valley Board of Realtors ,
and City resident, addressed Council in opposition to a property transfer tax.
Mrs. Phyllis Saylus, President, addressed Council in opposition to a property trans-
fer tax as she believed it would discourage industry from locating in the City.
Mrs. Melba Geer, City, addressed Council and stated her opposition to a property
transfer tax and requested that alternate sources of revenue be considered.
Miss G. Brown, resident, addressed Council and requested that the city make every
possible effort to reduce the deficit in the proposed budget.
Mr. Ted Ray, 9431 Tiki Circle, City, addressed Council regarding what he believed
would be the impact of the property transfer tax on property sold through veterans
administration loans.
Mr. W. E. Foster, President of the Huntington Beach Chamber of Commerce addressed
Council and spoke regarding the position of the Chamber of Commerce on the proposed
budget. He stated that they believed that user charges were most equitable and that
each segment of the community should be tax proportionately.
Mr. Mike Ferry, resident, addressed Council regarding the procedure used to determine
budget spending and the matter was clarified by the Mayor.
Mrs. Jeri Sturges, resident, addressed Council and gave reasons why she believed an
increase in the oil barrel tax might be discriminatory.
Mr. David Diamond, President of the Home Council, addressed Council in opposition
to a refuse collection tax or an increase in the utility tax. He stated that the
Home Council would be in favor of an increase in the oil barrel tax and that they
were opposed to the elimination of library annexes.
Mrs. Rhoda Martyn, resident, addressed Council and stated that she believed libraries
and parks should be set high on the list of priorities.
Mr. Charles Dirkmeyer, addressed Council and urged that steps be taken to lower the
budget deficit.
Mr. Hal Tobin, President -of Tobin Realty, addressed Council regarding the taxes
which are derived by the City from developers.
Mr. George Williams, Library Board member and resident, addressed Council and compli-
mented the Council and former Councils on the development of the City, and stressed
the unparalleled growth which the City has experienced. He requested that the pro-
posed library budget be approved.
Mr. Richard Altimari, Library Board member, addressed Council and spoke regarding
the importance of using the city's facilities to the greatest advantage.
Mr. David Wickersham, Library Board Chairman, addressed Council and gave reasons why
he believed the library budget should be approved.
Mrs. Carmelita Luskey, addressed Council and stated that she believed alternate sources
of revenues should be established to relieve the homeowner's tax burden.
Mr. W. E. Foster, again addressed Council and stated that he believed there was a
need to revise the procedure relative to budget preparation and spoke regarding the

cost of hiring additional employees. He submitted a communication from the Huntington
Beach Chamber of Commerce, dated June 10, 1974, regarding the 1974-75 City budget.
Discussion was held by Council.
Mr. Steve Holmes, representing the Huntington Beach Music Man Band, addressed Council
and displayed the trophies awarded to the band on behalf of the City of Huntington
Beach. He requested that a City Flag be provided to the band. Mr. Doug Thompson,
Director of the Huntington Beach Music Man Band, addressed Council regarding the
expenses which are incurred by the band in representing the City and asked if it
were possible for the City to share in costs relating to such items as transporta-
tion expenses.
Discussion was held and the Mayor stated that the Council would take their organiza-
tion's request under consideration.
Discussion was held between the Council and President of the Chamber of Commerce
regarding the portion of the supplemental budget relating to Civic Promotion.
Mr. Jack Hannigan, resident, addressed Council and was given clarification relative
to the method by which the new civic center facilities and parks were funded.
Mr. Wesley, realtor and resident, addressed Council and requested that the budget
hearing remain open.
Mrs. Saylus, again addressed Council and requested that the budget hearing remain open
and requested that all efforts be made to reduce spending.
Mr. Vince Caterino, 20293 Harbor Isle Lane, addressed Council regarding the need for
more tennis facilities and was informed that such were under the jurisdiction of the
school districts.
Mrs. Ida Feerer, resident and member of the Allied Arts Commission, addressed Council
and complimented them for their far-sightedness in attempting to improve the quality
of life in the City.
RECESS
Mayor Coen called a recess of the Council at 10:25 P.M.
RECONVENE
The meeting was reconvened at 10:40-P.M, by the Mayor.
Mr. Jerry Gillespie, again addressed Council and stated that he believed the estab-
lishment of priorities was essential and urged that the paramedics program be
expanded.
On motion by Wieder, Council continued the budget matter to Monday, June 24, 1974
for further consideration and possible adoption. The motion was passed by the fol-
lowing vote:

1921 - FAILED - MORATORIUM
- SUNSET HEIGHTS AREA
The City Clerk presented Emergency Ordinance No. 1921 for a reading in full - "AN
EMERGENCY ORDINANCE OF THE CITY OF HUNTINGTON BEACH IMPOSING A MORATORIUM ON THE
ISSUANCE OF BUILDING PERMITS BY THE DEPARTMENT OF BUILDING AND COMMUNITY DEVELOPMENT
WITH RESPECT TO CERTAIN REAL PROPERTY WITHIN THE CITY."
Mayor Coen stated that a letter had been received from Mr. Franklin J. Buccella
requesting permission to address Council regarding the proposed moratorium,
Councilwoman Wieder submitted a petition listing approximately 733 signatures of
residents in the City and persons residing within the Sunset Heights District urging
the Council to declare an emergency moratorium on construction in the quarter sec-
tion of land bounded by Warner, Algonquin, Heil and Bolsa Chica, to allow the problem
of density and traffic flow problems to be studied and to determine the need for
schools and to locate and purchase a park site. Councilwoman Wieder also submitted
a letter from Assemblyman Burke stating that he had requested that the Division of
Mines and Geology to expedite a preliminary report delineating special study zones
of the Newport -Inglewood fault zone. She stated that Council had received a ten-
tative outline of the Sunset Heights Study which the Planning Department is conduct-
ing and which should be ready within ten days, and that the Coastal Commission had
also commented informally regarding the need to study means by which the area can
best be developed,
Following a reading in full of Emergency Ordinance No. 1921, a motion was made by
Councilman Duke to adopt said ordinance.
In response to a question by Councilman Bartlett, the City Administrator read a
communication which had been received from John T. Ganahl, the City's legal counsel
in assessment district matters, stating that such action would not affect the City's
power to form, or refuse to form the assessment district either prior to, during or
after the period of the moratorium, and informing Council of the work which may have
to be redone, should the formation of the district be delayed for a substantial
amount of time.
Discussion was held between the Council and Director of Building and Community
Development concerning building permit procedures in the Sunset Heights area.
Following discussion, a motion made by Councilman Bartlett to hear comments from
the audience on the matter was passed by the following vote:
AYES: Shipley, Bartlett,.Gibbs, Matney
NOES: Wieder, Duke, Coen
ABSENT: None
Mr. Frank Buccella, 1866 Rhodes Drive, Costa Mesa, addressed Council regarding the
proposed moratorium and stated that he did not believe the situation warranted imposing
a moratorium in the area.
Mrs. Susan Newman addressed Council regarding the need to provide adequate facilities
in the Sunset Heights area.
Mrs. Dorthea Kelly, 17052 Green Street, City, addressed Council regarding the history
of the area's development and stated that she believed the new building developments
were an asset to the area.

Mr. David Diamond, President of the Home Council, addressed Council and gave reasons
why he was in support of the proposed moratorium.
Mrs. Korleen Bogdanovich, 4192 Branford Drive, addressed Council in favor of the
proposed moratorium.
Mr. Kennard Olson, resident, addressed Council and gave reasons why he believed the
proposed moratorium was unnecessary.
Mr. Hal Tobin, resident of the Huntington Harbour area, addressed Council regarding
the proposed moratorium and spoke regarding factors pertaining to the development of
the area.
The motion made by Councilman Duke to adopt Ordinance No. .1921 failed to pass for
lack of a 4/5 vote, as follows:
AYES: Shipley, Gibbs, Wieder, Duke, Coen
NOES: Bartlett, Matney
ABSENT: None
EXECUTIVE SESSION CALLED
Mayor Coen called an Executive Session of Council to discuss pending litigation and
personnel matters.
RECESS
The Mayor called a recess of the Council at 11:52 P.M.
RECONVENE
The meeting was reconvened at 12:25 A.M. by Mayor Coen.
ADJOURNMENT
On motion by Bartlett, the regular meeting of the City Council of the City of Huntington
Beach adjourned at 12:25 A.M., to Monday, June 17, 1974 at 5:30 P.M. in the Council
Chamber. The motion was passed by the following vote:
