BOARD MEMBERS PRESENT: Eadie, Spencer, Crosby BOARD MEMBERS ABSENT: None OTHER CITY DEPARTMENT Captain Vanderlaan MEMBERS REPRESENTED Fire Department REGULAR AGENDA ITEMS: CONDITIONAL EXCEPTION NO. 74-41 (Cont. from 7/3/74) Applicant: A & E Melven Genser Outdoor To permit the relocation of an existing temporary directional sign in lieu of S.9763.1.5.2 (c) (3) of the Huntington Beach Ordinance Code located on the east side of Goldenwest Street, approximately 150 feet south of Deep Harbor Drive in an R-1, low density residential district. This application is a categorical exemption, class 5, California Environmental Quality Act, 1970. The public hearing was opened. Mr. George Dickason, representing the applicant, was present. The Chairman stated that this item had been continued in order for staff to obtain more information regarding the original location of the sign. Mr. Spencer stated that he had determined that the sign was legal at time of original installation. Board discussion followed. The public hearing was closed. ON MOTION BY SPENCER AND SECOND BY CROSBY CONDITIONAL EXCEPTION NO. 74-41 WAS APPROVED WITH THE FOLLOWING CONDITIONS, FINDINGS, AND REASONS BY THE FOLLOWING VOTE: REASONS: 1. There is an existing locational hardship at the present site of the sign. Exposure of advertising a copy to southbound traffic is not possible. Minutes: H.B. The relocation of the existing sign would not hinder or would not be detrimental to existing homes on either side of Goldenwest Street. CONDITIONS OF APPROVAL: 1. Said Conditional Exception No. 74-41 shall become null and void in one year from the date of approval or upon sale of the last dwelling unit of Beachwalk Townhomes. Bolstad To permit the consolidation of three parcels into two parcels pursuant to S.9811.3 of the Huntington Beach Ordinance Code located on the east side of Computer Lane, approximately 248 ft. south of McFadden Avenue in a 100 Ml-A 20,000 restricted industrial district. The Chairman informed the Board that this application meets Environmental Review Board requirements due to the adoption of Environmental Impact Report No. 73-16, adopted by the City Council on March 18, 1974. The applicant was not present. The Chairman advised the Board that a field check of the property hod been made and no building is situated on the site. Conditions of approval were discussed. ON MOTION BY CROSBY AND SECOND BY SPENCER DIVISION OF LAND NO. 74-23 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: I. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL FOR ANY PURPOSE: 1. This Division of Land shall not be effective until a covenant and agreement furnished by the Huntington Beach Planning Department is signed and recorded with the Orange County Recorder agreeing to these conditions of approval. 1 Minutes: H.B. The tentative parcel map received by the Planning Department on June 27, 1974 shall be the approved layout (with amendments as noted thereon). 3. A copy of the recorded parcel map and covenant and agreement shall be submitted to the Planning Department. 5. Water supply shall be through the City of Huntington Beach's water system at the'time said parcel is developed. 6. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcel is developed. 7. All utilities shall be installed underground at the time said parcel is developed. AYES: Eadie, Crosby, Spencer NOES: None ABSENT: None USE PERMIT NO. 74-29 Applicant: J. J. Byron To permit an enclosed loading facility facing a public street pursuant to S.9518 of the Huntington Beach Ordinance Code located on the west side of Industrial Lane, approximately 480 ft. south of McFadden Avenue in a 100-M1-A, 20,000 industrial district. The Chairman informed the Board that this application meets the Environmental Review Board requirements due to the adoption of Environmental Impact Report No. 73-16, adopted by the City Council on March 18, 1974. The public hearing was opened. Mr. Byron, the applicant, was present. The Chairman stated that the applicant should be aware of Section 9518 of the Code relating to criteria of de.sign. Landscaping requirements were discussed. The public hearing was closed. ON MOTION BY CROSBY AND SECOND BY EADIE USE PERMIT NO. 74-29 WAS APPROVED WITH THE FOLLOWING FINDINGS AND BY THE FOLLOWING VOTE: Minutes: H.B. Board of Zoning Adjustments Wednesday, July 17, 1974 Page 4 FINDINGS: 1. The location of the loading dock in relation to the existing street scene is compatible at this time as development in the area is minimal. AYES: Eadie, Spencer, Crosby NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 74-90 Applicant: Lions Ltd. To permit the construction of an eight (8) unit apartment building pursuant to S.9231.6 of the Huntington Beach Ordinance Code located on the northeast corner�of 7th Street and Walnut Avenue in an R-4, high density residential district. The Chairman noted that the Environmental Review Board granted Exemption Declaration No. 74-87 on July 16, 1974 with the following additional information: 1. If the developer proposes to provide air conditioning, the insulation in the exterior ceilings should be a minimum of R-19 and that in the exterior walls should be a minimum of R-11; if no air conditioning is to be provided, the insulation in the exterior ceilings should be a minimum of R-13 and that in the exterior walls should be a minimum of R-7. 2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, should be disposed of at an offsite facility equipped to handle them. 3. Natural gas and electricity should be stubbed in at the location of clothes dryers, and natural gas only should be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 4. A soils engineer and/or geologist familiar with local seismic conditions should be engaged to indicate the G- factor due to earth movement for this location. 5. A structural engineer should be engaged to compile calculations for footings and structural members of the facility to withstand these G-factors. Mr. Rex Hoover and Mr. Ron Montgomery, representing the applicant, were present. The Board noted that the plan meets the Ordinance Code requirements. Conditions of approval were discussed. ON MOTION BY SPENCER AND SECOND BY CROSBY EXEMPTION DECLARATION NO. 74-87 WAS ADOPTED BY THE FOLLOWING VOTE: 1 Minutes: H.B. Board of Zoning Adjustments Wednesday,'July 17, 1974 Page 5 AYES: Eadie, Spencer, Crosby NOES: None ABSENT: None ON MOTION BY SPENCER AND SECOND BY CROSBY ADMINISTRATIVE REVIEW NO. 74-90 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE FOLLOWING VOTE: A-. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received 6/10/74 shall be the approved layout. 2. Elevations of the proposed plan shall be submitted to the Planning Department for approval action. 3. In accordance with the City's master plan of streets, highways and alleys, an additional 2.5 feet of right- of-way on Alleys and radius dedication on the corner of 7th Street and Walnut Avenue shall be dedicated. 4. Soil and compaction reports shall be submitted by a certified soils engineer. Said report shall be sub- mitted to the Department of Building and Community Development and shall be subject to approval by that Department. 5. Fire protection systems, including automatic sprinkler systems, fire hydrants, fire alarms, and any required fire protection devices shall comply with the speci- fications of the Uniform Fire Code. Plans for such systems shall be subject to approval by the Department of Fire and Public Works. B. TO BE COMPLETED PRIOR TO RELEASE FOR OCCUPANCY: 1. 7th Street, Alley and Walnut shall be improved to the center line of such right-of-way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions in full compliance with the City of Huntington Beach street standard and requirements. GENERAL: 1. Revised plan shall be submitted to the Building Department to reflect conformance with Article 979. 2. Copy of the revised plan shall be submitted to the Planning Department for their files.
