The conceptual plot plan and elevations received August 28, 1974 shall be the approved layout, subject to the modifications described herein. a. The parking area to the rear will be revised to reflect parking spaces parallel to the alley, including a six foot wide inside dimension landscape planter and indi- cation of a thirty-two inch (32") screening wall. b. Plans for such system shall be submitted to the Fire Departnent and shall be subject to approval by the Departments of Fire and Public Works. 5. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material should be disposed of at an offsite facility equipped to handle them. 6. The project should be constructed with full insulation to '! reduce the burden upon any one energy source. B. TO BE CDMPLETED PRIOR TO FINAL INSPECTION: Pacific Coast Highway and Alley shall be improved to the center line of such right-of-way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions in full compliance with the City of Huntington Beach street standards and requirements. The Chairman informed the Board that this application was granted Exemption Declaration No. 74-105 on August 6, 1974 by the Environmental Review Board. Discussion regarding the Exemption Declaration ensued. Rick Annigoni, representing the applicant, presented an overview of the proposal and explained the revised plot plans recently submitted. The Board discussed the proposal and the Conditions of Approval. The Chairman closed the Public Hearing. ON MOTION BY EADIE AND SECOND BY CROSBY, USE PERMIT NO. 74-30 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERAITS: 1. The revised conceptual plot plan and elevations received August 28, 1974 shall be the approved layout. 2. A plan for screening of the open parking space facing Delaware Street shall be submitted to the Planning Department; said plan shall be subject to approval by the Secretary of the Board. 3. Soil and campaction reports shall be submitted by a certified soils engineer. Said report shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler systems, fire hydrants, fire alarms, and any required fire protection devices shall comply with the specifications of the Uniform Fire Code. Plans for such systems shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 5. If the developer proposes to provide air conditioning, the insulation in the exterior ceilings should be a minimum of R-19 and that in the exterior walls should be a minimum of R-11; if no air conditioning is to be provided, the insulation in the exterior ceilings should be a minimum of R-13 and that in the exterior walls should be a minim n of R-7. 6. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material should be disposed of at an off -site facility equipped to handle them. 7. A soils engineer and/or geologist familiar with local seismic conditions should be engaged to indicate the g-factors due to earth movement for this location. 9. A structural engineer should be engaged to compile calculations for footings and structural monbers of the facility to with- stand these g-factors. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. Delaware shall be improved to the center line of such right-of- way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions in full compliance with the City of Huntington Beach street standards and require- ments. 2. A reciprocal agreement for ingress/egress and circulation shall be submitted to the Planning Department. The form and content shall be subject to approval by the City Attorney. The establishment, maintenance and operation of the use will not be detri- mental to: 1. The general welfare of persons residing or working in the vicinity. 2. Property and improvements to the vicinity of such use or building. 3. The granting of a Use Permit will not adversely affect the Master Plan of the City of Huntington Beach. The applicant, Rick Annigoni, presented an overview of his proposal, indicating that the lot line would be deleted and the property would be developed under R2 zoning. Conditions of Approval were discussed. The applicant, Mr. Carl Wieland, was present and questioned the necessity of the Environmental Review Board's recommendation regarding double -paned windows; the Board concurred that this recommendation should be deleted. The Chairman opened the Public Hearing. Mr. Wieland addressed the Board and presented an overview of his proposal. The Board discussed the proposal and unanimously concurred that the plan was deficient in many areas, i.e. parking layout, traffic circulation, inconsistency with apartment standards, and failure to meet open space requirements. The following plan shall be submitted to the Secretary of the Board: Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. 3.
