Boutwell To permit the establishment of a Christmas tree lot, pursuant to S.9730.16 of the Huntington Beach Ordinance Code, at the southeast corner of Slater Avenue and Gothard Street, in an M1-CD, Light Industrial - Civic District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Ferrell Boutwell, the applicant, addressed the Board and presented a brief overview of his proposal for a Christmas tree lot. The Board discussed the proposal, noting that major concerns exist in relation to parking requirements. The applicant was informed that he would be required to provide off-street parking; the dimensions of the property are such that by providing the mininurm parking requirements, the protion of the property remaining for the Christmas trees would be minimal. Additionally, in view of the fact that the property is an unimproved area with no driveways provided, the Board questioned whether the operation could be safely and logically implemented. The Board suggested that the applicant re -assess the dimensions of the property and submit a supplementary plan for parking requirements; it was further sug- gested that he contact adjoining property owners in an effort to obtain addi- tional property to -accommodate his proposal.
