A plan delineating said modifications shall be submitted to the
Secretary of the Board. If such plan complies with the modifi-
cations outlined by the Board, said plan shall be approved and
made a permanent part of the administrative file.
2. In accordance with the City's Master Plan of Streets and Alleys,
an additional 21-2 feet of right-of-way on alley shall be dedicated.
3. Soil and compaction reports shall be submitted by a certified
soils engineer. Said reports shall be submitted to the Department
of Building and Community Development and shall be subject to
approval by that department.
4. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any
other required fire protection and detection devices or systems,
shall comply with the specifications of the Huntington Beach
Fire Code. Plans for such systems and devices shall be submitted
to the Fire Department and shall be subject to approval by the
Fire Department and Department of Public Works.

The Chairman informed the Board that this application is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
Mr. Ferrell Boutwell, the applicant, addressed the Board and presented
a brief overview of his proposal for a Christmas tree lot.
The Board discussed the proposal, noting that major concerns exist in
relation to parking requirements. The applicant was informed that he
would be required to provide off-street parking; the dimensions of the
property are such that by providing the mininurm parking requirements, the
protion of the property remaining for the Christmas trees would be minimal.
Additionally, in view of the fact that the property is an unimproved area
with no driveways provided, the Board questioned whether the operation
could be safely and logically implemented.
The Board suggested that the applicant re -assess the dimensions of the property
and submit a supplementary plan for parking requirements; it was further sug-
gested that he contact adjoining property owners in an effort to obtain addi-
tional property to -accommodate his proposal. The Board further noted that
an on -site inspection by the Public Works and Fire Departments should be
conducted, with recommendations submitted as to the feasibility of the plan.

Center Mall.
Mr. Gene Wood, representing West Coast Helicopters, Inc., addressed the
Board, providing input regarding the event, particularly in relation to
safety and noise aspects.

ON MOTION BY SPENCER AND SECOND BY CROSBY, THE BOARD GRANTED APPROVAL TO
THE ABOVE -TOTED SPECIAL EVENT, WITH THE FOLLO[nTING CONDITIONS, BY THE
FCLTDW-IlVG VOTE:
1. Hours of operation shall be from 11:00 A.M. to 6:00 P.M. only.
2. No signs shall be posted for the event.
3. Applicant shall obtain all necessary electrical permits.
4. An on -site inspection by the Fire Departmmt shall be required prior
to the start of the event.

STORAGE AREA PROPOSAL BY FOLEY/BURKE OCHPANY: The Board considered a pro-
posal by the Foley/Burke Company for the addition of outside storage areas
to a previously approved project (Administrative Review No. 74-01) . The
Board discussed requirements for additional parking as well as Fire Depart-
ment requirements in relation to the proposal, and referred same to staff
for further discussion.
