California
To permit a two (2) foot reduction in the minimum ground clearance of ten
feet to an existing pole sign in lieu of S.9765.5.2 of the Huntington Beach
Ordinance Code, located on the west side of Goldenwest, approximately 100
feet south of Edinger Avenue.
The Chairman informed the Board that this application is a Categorical
Exemption, Class V, California Environmental Quality Act, 1970.
The Chairman opened the Public Hearing.
Mr. Donald Walter represented the applicant; Mr. Paul Taylor represented
the Rich Sign Company. There being no other parties present to speak for
or against the proposal, the Public Hearing was closed.
The Chairman informed the Board that the applicant had submitted a revised
sign which conforms to the requirements of a 10 foot clearance, therefore
the application for a Conditional Exception is no longer necessary and
should be withdrawn.

The Board reviewed the revised sign. Pat Spencer stated that he still had
reservations regarding the sign in view of the fact that it will not be
utilized for identification only, which is the preference of the Board.
He noted that the applicant has been approached regarding the possibility
of using the marquee for tenant identification only, however the applicant
wishes to retain the logo presently shown on the marquee as well as adding
the tenant identification to same. He further noted that the revised sign
legally conforms to code ordinance.

of the Huntington Beach Ordinance Code, located approximately 100 feet
north of Quiet Surf Circle and 120 feet east of Island Bay Lane, in an
R4-01, High Density Residential District.
The Chairman opened the Continued Public Hearing; he further stated that
the Board had noted that no Use Permit had been approved for the entitlement
of the use for the entire island, therefore the applicant will have to
apply for such a permit and pursue environmental documents for the project.
In view thereof, the applicant has requested an indefinite continuance
on this application in order to allow for conformance to the above -noted
requirements; the Board concurred with the applicant's request.

The Chairman informed the Board that this application was granted
Exemption Declaration No. 74-117 by the Environmental Review Board on
October 16, 1974.
He further informed the Board that a communication had been received from
the applicant requesting a two -week continuance to allow further revision

Applicant: R. H. Strasbaugh
To permit the construction of manufacturing buildings, pursuant to
S.9530 of the Huntington Beach Ordinance Code located on the northeast
corner of Gothard Street and Ellis Avenue, in an Ml, Light Industrial
District.
The Chairman informed the Board that this application was granted Exemption
Declaration No. 74-151 by the Environmental Review Board on November 12,
1974.
Mr. Gordon Mountjoy represented the applicant.
The Chairman informed the Board that a communication had been received from
the Director of the Public Works Department verifying that he had consented
to allow the placement of one driveway on Ellis Avenue on the south end of
the subject property.
The Board reviewed the plan and discussed the need for a through circulation
plan and turn -around area, as well as the need for additional landscaping.
Conditions of Approval were discussed with Mr. Mountjoy.

1. The revised conceptual plot plan received November 12, 1974 shall
be the approved layout.
NOTE: This plan (Ultimate - Phase 3) was reviewed in terms of the
applicant's ability to demonstrate that all City Codes can
be met or exceeded. The Board reserves the right to review
a final building drawing depicting plans with full dimensions,
parking layout, landscaping locations, etc., for any phase
prior to the issuance of Building Permits.
In its approval action, the Board of Zoning Adjustments considered

A plan delineating the following modifications shall be submitted
to the Board of Zoning Adjustments for review:
a. Implementation of additional landscaping to meet Huntington
Beach Ordinance Code requirements, including specific areas
designated on Exhibit A - the approved conceptual plot plan.
b. Revision to include a turn -around area, pursuant to Huntington
Beach Ordinance Code requirements.
C. Revisions to the number of parking stalls shown, to meet
Huntington Beach Ordinance Code requirements, replacing that
parking displaced by the revised circulation pattern and
landscaping patterns.
d. Location of trash disposal areas, including masonry enclosures
with solid gates.
e. Depiction of the method of screening of the parking lot area
from the public right-of-way.
All modifications shall be subject to approval by the Board of
Zoning Adjustments.
2. The following plans shall be submitted to the Board for review:
a. Landscape and irrigation plan complying with Article 979 of
the Huntington Beach Ordinance Code and landscaping speci-
fications on file in the Department of Public Works. Said
plan shall incorporate placement of fifteen gallon trees,
45 feet on center within the parking lot.
b. Rooftop mechanical equipment screening plan. Said plan shall
indicate screening of all rooftop mechanical equipment and
shall delineate the type of material proposed to screen that
equipment.
c. East and west elevations for all new construction shall be
submitted to the Board for review prior to issuance of
Building Permits for such buildings.
3. In accordance with the City's Master Plan of Streets and Highways
and Precise Plan of Street Alignment, an additional twenty (20)
feet of right-of-way on Gothard Street shall be dedicated. In
addition, a 32' radius shall be dedicated at the intersection of
Gothard and Ellis. Ellis shall be dedicated according to the
City's Precise Plan of Street Alignment.
4. Soil and compaction reports shall be submitted by a certified
soils engineer. Said reports shall be submitted to the Department

of Building and Community Development and shall be subject to
approval by that Department.
5. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any
other required fire protection and detection devices or systems,
shall comply with the specifications of the Huntington Beach Fire
Code. Plans for such systems and devices shall be,submitted to
the Fire Department and Department of Public Works.
6. The developer shall participate in the local drainage assessment
district.
7. The developer shall participate in the Orange County Sanitation
District #3 Sewer Annex District.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
Gothard and Ellis shall be improved to the center line of such
right-of-way. Said improvement shall include curbs, gutters, side-
walks, paving, street trees, street lights, street signs, street
drainage, and sewer and water main extensions, in full compliance
with the City of Huntington Beach street standards and requirements.
C. GENERAL CONDITIONS:
1. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
2. An engineering geologist shall be engaged to submit a report
indicating the ground surface acceleration from earth movement
for the project property.
3. Calculations for footings and structural members to withstand
anticipated g-factors shall be submitted to the City for review.

To permit the consolidation of seventy-seven (77) encyclopedia lots and

pursuant to 5.9811.3 of the Huntington Beach Ordinance Code, located on

He further informed the Board that the applicant had requested a two -week
continuance to allow for clarification of questions regarding the application;
the Board concurred with the applicant's request.

To permit the conversion of two carport spaces into an office and storage
room, pursuant to S.9811.4 of the Huntington Beach Ordinance Code,
located on the north side of Heil Avenue, approximately 210 feet west of
the center line of Bolsa Chica Street, in an R2, Medium Density Residential
District.
The Chairman informed the Board that this application is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
He further informed the Board that, based upon an investigation conducted
by Staff, there is substantial evidence to indicate that the carport area
in question was never utilized for that purpose, therefore the modification
is not an amendment. In view thereof, the Chairman recommended with-
drawal of the application and a refund of the application fee; he further
stated that the applicant would be requested to contact the Department of
Building and Community Development for further clarification on the matter.

the applicant.

WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING
VOTE:
1. The plot plan received November 20, 1974 shall be the approved layout.
2. The applicant shall install a service panel to facilitate conversion to
underground utilities at a future date, pursuant to S.9730.11 of the
Huntington Beach Ordinance Code.
FINDINGS OF THE BOARD:
The Board has considered all guidelines for approval of overhead utilities,
and all criteria has been satisfied, pursuant to Section 9730.10 of the

Applicant: Cambro Manufacturing Company
To permit a four foot, six inch encroachment into the required ten foot
exterior side yard setback, and a seven foot encroachment by a proposed
six foot high masonry wall into the required street intersection setback,
in lieu of S.9532.2 (b) and S.9755.3 of the Huntington Beach Ordinance
Code, located on the northwest corner of Clay Street and Huntington Avenue,
in an Ml, Light Industrial District.
The Chairman informed the Board that this application is a Categorical
Exemption, Class V, California Environmental Quality Act, 1970.
The Chairman opened the Public Hearing.
Mr. Dick Hammond represented the applicant and reviewed the proposal with
the Board.
There being no other parties present to speak for or against the proposal,
the Public Hearing was closed.
ON MOTION BY SPENCER AND SECOND BY CROSBY, CONDITIONAL EXCEPTION NO. 74-65
WAS APPROVED WITH THE FOLLOWING REASONS AND FINDINGS, BY THE FOLLOWING
VOTE:
REASON FOR APPROVAL:
Replacing the existing wooden fence with a decorative masonry wall is in line
with the adopted "Goals and Objectives" to clean up and promote aesthetic
standards within existing industrial development.
FINDINGS OF THE BOARD:
The granting of Conditional Exception No. 74-65 would not be materially
detrimental to the public welfare, or injurious to adjacent properties.
The granting of Conditional Exception No. 74-65 would not adversely affect
the General Plan of Land Use of the City of Huntington Beach.

The Chairman informed the Board that this application is covered by
Exemption Declaration No. 74-111 granted to Use Permit No. 74-34 by the
Environmental Review Board on August 20, 1974.
The Chairman opened the Public Hearing.
Mr. Don Jones and Mr. John Rossi represented the applicant.
As background information to the proposal, the Chairman informed the Board
that this application was originally approved on August 28, 1974, however,
at that time the service building to the rear of the project had not been
precisely planned, therefore necessitating the present modification to the
use. He further informed the Board that the Environmental Review Board
had re -reviewed the proposal on November 19, 1974 and had determined that
there were no substantial changes in relation to environmental aspects.
Mr. Jones addressed the Board and presented a brief overview of the
revisions in the proposal.
Mr. Wendell Price, adjoining property owner, addressed the Board and
expressed concern regarding the fact that the location of the driveway
was too short a distance away from the adjoining properties; Mr. Price also
questioned future drainage plans for the development.
Pat Spencer concurred with Mr. Price and stated that the proximity of the
driveway cut was not harmonious to the adjacent residences and should be
relocated to the easterly portion of the property; Mr. Jones stated that
he was in accord with this suggestion.
Bruce Crosby informed Mr. Price that the developer would be required to
provide improvements along Alhambra for drainage purposes.
There being no other parties present to speak for or against the proposal,
the Chairman closed the Public Hearing.
ON MOTION BY CROSBY AND SECOND BY EADIE, USE PERMIT NO. 74-58 WAS APPROVED
WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The modified conceptual plan received November 22, 1974 shall be
the approved layout and shall nullify the previously approved
plans (Use Permit No. 74-34). The modified conceptual plan
shall be subject to the modifications described herein:
a. A plan for a decorative masonry wall fronting on Alhambra
Avenue shall be submitted to the Planning Department for
review and approval action.
b. The driveway location shall be moved 20 feet east of the
present location shown on the approved conceptual plan.

c. Landscaping shall be replaced accordingly.
d. Trash locations shall be indicated.
e. Display area (parking layout) shall be indicated.
A plan delineating said modifications shall be submitted to the
Secretary of the Board. If such plan complies with the modifications
outlined by the Board, said plan shall be approved and made a
permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
. Traffic circulation and drives;
. Parking layout;
. Lot area;
Lot width and lot depth;
Type of use and its relation to the property and improvements
in the immediate vicinity;
. Past administrative action regarding this property;
. Landscaping allocations.
2. The following plan shall be submitted to the Secretary of the Board:
Landscape and irrigation plan complying with Article 979 of the
Huntington Beach Ordinance Code, and landscaping specifications
on file in the Department of Public Works.
3. Parking allocation along Alhambra shall be limited to employee
and customer parking only.
4. In accordance with the City's Master Plan of Streets and Alleys,
a 25 foot radius on Beach and Alhambra shall be dedicated to
City and State standards.
5. Soil and compaction reports shall be submitted by a certified
soils engineer. Said report shall be submitted to the Department
of Building and Community Development and shall be subject to
approval by that Department.
6. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any

right-of-way. Said improvement shall include curbs, gutters, sidewalks,
paving, street trees, street lights, street signs, street drainage, and
sewer and water main extensions, in full compliance with the City of
Huntington Beach street standards and requirements.
C. GENERAL:
1. Any future construction shall require a subsequent Use Permit.
2. All lighting shall be directed upon the subject property and
shielded away from the abutting residences.
3. All speakers to be used shall be housed in an all -enclosed building.
4. Separating walls shall be required between residences and the
facility, to conform to building standards.
5. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material shall be disposed of at an
off -site facility equipped to handle them.
FINDINGS OF THE BOARD:
1. The proposed plan, as modified, would be consistent with the City's
Policy Plan and would mitigate any potential adverse effects that
adjacent property owners might encounter.
2. The establishment, maintenance, and operation of the use will not
be detrimental to:
a. The general welfare of persons residing or working in the
vicinity.
b. Property and improvements to the vicinity of such use or building.
3. The granting of a Use Permit will not adversely affect the Master
Plan of the City of Huntington Beach.
4. The site layout and design is compatible with the surrounding
vicinity by virtue of parking allocations and location of sales area.

The Chairman informed the Board that this application is covered by
Exemption Declaration No. 73-229, granted to Administrative Review
No. 73-219 by the Environmental Review Board on December 19, 1973.
The Chairman further informed the Board that the plans are in need of
further revision, and therefore recommended a one week continuance.

WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
