To permit the construction of a six -unit apartment building, pursuant tc
Section 9321.6 of the Huntington Beach Ordinance Code, located on the
east side of Ninth Street, approximately 87 feet south of Orange Avenue,
in an R4, High Density Residential District.
The Chairman informed the Board that this application was granted
Exemption Declaration No. 74-117 by the Environmental Review Board on
October 16, 1974.
He further informed the Board that the applicant has submitted a written
request for a one month continuance in order to allow for further revisal
of plans; the Board concurred with the applicant's request.

Applicant: William R. Dalton
To permit the consolidation of seventy-seven (77) encyclopedia lots and
a portion of thirty-one (31) encyclopedia lots into one (1) parcel of
land, pursuant to S.9811.3 of the Huntington Beach Ordinance Code, located
on the west side of Beach Boulevard, approximately 370 feet south of
Talbert Avenue, in a C4, Highway Commercial District.
The Chairman informed the Board that this application is within the area
covered by Exemption Declaration No. 74-86, granted to Administrative
Review No. 74-82 by the Environmental Review Board on June 25, 1974.
He further informed the Board that a telephone request was received from
the applicant's architectural firm requesting a two week continuance
in order to allow for submittal of additional information; the Board
concurred with this request.

To permit the construction of a 276 unit apartment complex, pursuant to
S.9202.3.1.3 of the Huntington Beach Ordinance Code, located on the west
side of Newland Street, approximately 190 feet south of the center line
of Edinger Avenue, in an R3, Medium High Density Residential District.
The Chairman informed the Board that this application is within the area
covered by Environmental Impact Report No. 73-7 which was approved by the
City Council on December 19, 1973.
He further informed the Board that a one week continuance on this application
would be necessary in order to allow for additional legal advertisement;
the Board concurred.

Applicant: Gregg P. Kent Corporation
To permit the establishment of a subdivision sales office, model homes,
and construction office, pursuant to S.9730.17 and S.9730.18 of the
Huntington Beach Ordinance Code, located on the southeast corner of
Algonquin Street and Pearce Street, in an R2, Medium Density Residential
District.
The Chairman informed the Board that this application is covered by
Exemption Declaration No. 74-9, granted to Tentative Tract 8000 and
Conditional Use Permit No. 74-02 by the Environmental Review Board
on February 5, 1974.
Mr. Walter Sanford and Mr. Warren Morton represented the applicant.
Board discussion centered on sign requirements; the Board concurred
that all sign proposals, including cloth signs, should be submitted to
the Board for review and approval. Mr. Sanford inquired as to the
possibility of placing temporary directional signs at the development;
Pat Spencer informed him that there are provisions in the Ordinance
Code to allow same, and advised him to contact the Department of
Building and Community Development for further information.
Conditions of Approval were discussed.
ON MOTION BY CROSBY AND SECOND BY EADIE, ADMINISTRATIVE REVIEW NO. 74-206
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
1. The conceptual plot plan received November 22, 1974 shall be the
approved layout.
2. All signs shall conform to the Huntington Beach Ordinance Code.
(Note: For the developer's information, all Ordinance Code
requirements pertaining to signs, model homes, and subdivision
complexes must be complied with).
3. The precise copy of all proposed signs shall be subject to approval
by the Secretary of the Board.

ADMINISTRATIVE REVIEW NO. 74-214
Applicant: K & M Air Conditioning
To permit the installation of overhead utilities, pursuant to S.9730.9(e)
of the Huntington Beach Ordinance Code, located on the west side of
Alabama Street, approximately 200 feet south of Lincoln Street, in an
R3, Medium High Residential District.
The Chairman informed the Board that this application is a Categorical
Exemption, Class I, California Environmental Quality Act, 1970.
Mr. Jim Malone and Mr. Vincent Marriott represented the applicant.
The Board reviewed the proposal and discussed Conditions of Approval.
ON MOTION BY SPENCER AND SECOND BY EADIE, ADMINISTRATIVE REVIEW NO.
74-214 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY
THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan received December 9, 1974 shall be the approved layout.
2. The applicant shall install a service panel to facilitate conversion
to underground utilities at a future date, pursuant to S.9730.11 of
the Huntington Beach Ordinance Code.
FINDINGS OF THE BOARD:
The Board has considered all guidelines for approval of overhead utilities,
and all criteria has been satisfied, pursuant to S.9730.10 of the Huntington
Beach Ordinance Code.

To permit the construction of a two unit apartment building, pursuant
to S.9161.2 of the Huntington Beach Ordinance Code, located on the east
side of Twentieth Street, approximately 180 feet north of the centerline
of Acacia Avenue, in an R2, Medium Density Residential District.
The Chairman informed the Board that this application is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.

Mrs. Joyce Zehnder represented the applicant.
The Board reviewed the proposal and noted that the plan would require
modification to reflect a 25' turning radius into the driveway.
Conditions of Approval were discussed with Mrs. Zehnder.
ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 74-215
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received December 11, 1974
shall be the approved layout, subject to the modification described
herein:
Reflection of a 25' turning radius at the rear of the
property for access.
A plan delineating said modification shall be submitted to the
Secretary of the Board. If such plan complies with the modi-
fication outlined by the Board, said plan shall be approved
and made a part of the administrative file.
In its approval action, the Board of Zoning Adjustments con-
sidered the following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements
in the immediate vicinity;
Past administrative action regarding this property.
2. In accordance with the City's Master Plan of Streets and Alleys,
an additional 2!� feet of right-of-way on the Alley shall be
dedicated.
3. Soil and compaction reports shall be submitted by a certified
soils engineer. Said reports shall be submitted to the
Department of Building and Community Development and shall be
subject to approval by that Department.
4. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any
other required fire protection and detection devices or systems
shall comply with the specifications of the Huntington Beach
Fire Code. Plans for such systems and devices shall be sub-
mitted to the Fire Department and shall be subject to approval
by the Fire Department and Department of Public Works.

B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
20th Street and Alley shall be improved to the center line of such
right-of-way. Said improvement shall include curbs, gutters,
sidewalks, paving, street trees, street lights, street signs,
street drainage, and sewer and water main extensions, in full
compliance with the City of Huntington Beach street standards and
requirements.
C. GENERAL CONDITIONS:
1. If the developer proposes to provide air conditioning, the insu-
lation in ceilings and exterior walls shall be a minimum of R-19
and R-11, respectively. If no air conditioning is to be provided,
the insulation in ceilings and exterior walls shall be a minimum
of R-13 and R-7, respectively.
2. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material shall be disposed of at an
off -site facility equipped to handle them.
3. Calculations for footings and structural members to withstand
anticipated g-factors shall be submitted to the City for review.
