The Chairman informed the Board that these applications were granted Exemption
Declaration No. 74-106 by the Environmental Review Board on July 23, 1974.
The Chairman opened the Public Hearing.
The applicant, Mr. Tom Newhard, was present; also present was Mr. John King.
There being no parties present to speak for or against the proposal, the
Chairman closed the Public Hearing.
The Board reviewed the plot plan and discussed enclosure of the trash disposal
area, as well as Fire Department concerns regarding minimum driveway clearance.
The Environmental Review Board recommendations were discussed with the applicant.
Conditions of Approval were discussed.

1. The conceptual plot plan and elevations received December 13, 1974
shall be the approved layout, subject to the modifications described
herein:
a. Trash disposal area as shown on the approved conceptual plan
shall be enclosed with masonry and provided with a gate.
b. The minimum driveway clearance (clear to sky) shall be determined
by the Fire Marshal.
A plan delineating said modifications shall be submitted to the Secretary

A. 2. In accordance with the City's Master Plan of Streets and Highways,
an additional five (5) feet of right-of-way on Stark Avenue shall
be dedicated.
3. Soil and compaction reports shall be submitted by a certified soils
engineer. Said reports shall be submitted to the Department of
Building and Community Development and shall be subject to approval
by that Department.
4. Fire protection systems, including automatic sprinkler systems_,
standpipe systems, fire hydrants, fire alarm systems, and any other
required fire protection and detection devices or systems shall
comply with the specifications of the Huntington Beach Fire Code.
Plans for such systems and devices shall be submitted to the Fire
Department and shall be subject to approval by the Fire Department
and Department of Public Works.
5. The developer shall participate in the local drainage assessment
district.
6. The developer shall participate in the Orange County Sanitation
District #3 Sewer Annex District.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
Stark Avenue shall be improved to the center line of such right-of-way.
Said improvement shall include curbs, gutters, sidewalks, paving,
street trees, street lights, street signs, street drainage, and sewer
and water main extensions, in full compliance with the City of Huntington
Beach street standards and requirements.
C. GENERAL CONDITIONS:
1. If the developer proposes to provide air conditioning, the insulation
in ceilings and exterior walls shall be a minimum of R-19 and R-11,
respectively. If no air conditioning is to be provided, the insulation
in ceilings and exterior walls shall be a minimum of R-13 and R-7,
respectively.
2. All building spoils, such as unusable lumber, wire, pipe, and other
surplus or unusable material shall be disposed of at an offsite
facility equipped to handle them.
3. Natural gas and 220V electrical shall be stubbed in at the location
of clothes dryers, and natural gas shall be stubbed in at the loca-
tions of cooking facilities, water heaters, and central heating units.

FINDINGS OF THE BOARD
1. The establishment, maintenance, and operation -of the use will not be
detrimental to:
a. The general welfare of persons residing or working in the vicinity.

2. The granting of a Use Permit will not adversely affect the Master Plan
of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.

MISCELLANEOUS ITEM:
ADMINISTRATIVE REVIEW NO. 74-224
Applicant: Huntington Beach Company
To permit the construction of a shopping center complex, pursuant to 5.9430
of the Huntington Beach Ordinance Code, located on the northwest corner of
Mansion Avenue and Main Street, in a C2-0-CD, Community Business Civic
District, combined with oil production.
The Chairman informed the Board that this application is covered by Environmental
Impact Report No. 74-5, which was approved by the Environmental Review Board on
December 24, 1974.
Representing the applicant at the meeting were Mr. John Hori, Mr. Richard Kinz,
and Mr. Gunnard Johnson.
The Board members and the representatives reviewed and discussed the plan at
length. The modifications recommended by the Traffic Engineer for the pur-
pose of improving ingress/egress and circulation were discussed, and an
agreement reached which will be reflected in the:Conditions of Approval.
Parking spaces for the handicapped were discussed; Mr. Hori stated that
it was their intention to meet State requirements regarding same; the
Chairman noted that these spaces should be located as close to the area
being served as possible.
The signing aspect of the project was discussed at length. The Chairman
stated that the Board was in concurrence in that the proposed signs were
in conformance with code regulations, however, it was the Board's opinion
that the signs were too numerous on Mansion Avenue. Following discussion,
it was agreed that the identification sign proposed at the main entrance
drive to Mansion Avenue should be deleted. Mr. Hori was given a copy of a
typical sign theme approach to be used as guidelines for future signs within
the project.
Conditions of Approval were further discussed.

A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan received January 8, 1975 shall be the, approved
layout, as amended, subject to the modifications described herein:
a. The southerly driveway on Main Street shall be restricted to one-
way traffic inbound.
b. Northbound circulation from the southerly driveway on Main Street
shall be prohibited by instituting planting areas as typified on
the approved conceptual plot plan.
c. The landscaped planter immediately west of the proposed savings and
loan building shall be extended northerly to reduce the one-
way drive to a width of fifteen (15) feet. The remaining portions
of said drive shall serve as two-way traffic. For further infor-
mation regarding this Condition, refer to the graphic depiction on
the approved conceptual plan.
d. The landscaped area serving the east side of the main driveway entrance
from Mansion Avenue shall be modified to allow for better maneuverabili
for right turn movements inbound. For further information regarding th
Condition, refer to the graphic depiction on the approved conceptual pl
plan.
A plan delineating the required modifications shall be submitted to
the Department of Public Works; said plan shall be subject to approval
of the Traffic Engineer. Traffic control signs shall be installed as
approved by the Traffic Engineer.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this property;
Sign theme.
2. In accordance with the City's Master Plan of Arterial Streets and
Highways, an additional 15 feet of right-of-way on Mansion Avenue
and Goldenwest Street shall be dedicated.
3. Soil and compaction reports shall be submitted by a certified soils
engineer. Said reports shall be submitted to the Department of
Building and Community Development and shall be subject to approval
by that Department.

pipe systems, fire hydrants, fire alarm systems, and any other required
fire protection and detection devices or systems, including participation
in formation of a new water pressure zone. Said systems shall comply
with the specifications of the Huntington Beach Fire Code. Plans for
such systems and devices shall be submitted to the Fire Department and
shall be subject to approval by the Departments of Fire and Public Works.
5. The developer shall participate in the local drainage assessment district.
6. All vehicular access shall conform to the City of Huntington Beach stan-
dard plans and specifications and shall be subject to the final approval
of the Traffic Engineer and Fire Marshal.
7. The developer shall provide all necessary easements as required for this
development, including public easements for all on -site water mains.
8. The developer shall provide sanitary sewer and water facilities in
accordance with the City's Master Plan and to the satisfaction of
the Department of Public Works,
9. A Division of Land application shall be submitted to the Board to
separate this property from the remaining unimproved area, or in the
alternative, the applicant must dedicate and fully improve Main Street,
Clay Avenue, Mansion Avenue, and Goldenwest Street.
10. An engineering geologist shall be engaged to submit a report indicating
the ground surface acceleration from earth movement for the subject
property.
11. All structures proposed for construction within the project shall be
designed to withstand the anticipated g-factors indicated by the
report submitted to the City.
12. This precise plan shall not be effective for any purpose until such
time as the applicant submits a letter to the Secretary of the Board
stating that the applicant understands and accepts the conditions of
this approval.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Mansion Avenue, Main Street, and Goldenwest Street shall be improved
to the center line of such right-of-way. Said improvement shall include
curbs, gutters, sidewalks, paving, street trees, street lights, street
signs, street drainage, and sewer and water main extensions, in full
compliance with the City of Huntington Beach street standards and re-
quirements.
2. The developer shall provide street lighting facilities as required by
the Director of Public Works.

B. 3. The developer shall provide ramps, handrails, signing, and 12' wide
parking spaces situated close to the buildings to accommodate handi-
capped persons; the exact number and location of the parking stalls
for the handicapped shall be subject to review and approval by the
Director of Building and Community Development. Access ramps for
the handicapped shall not project into the driveway lanes. Said
ramps shall be recessed within the walkway areas. Guardrails shall
be provided on each side of said rampways.
4. An access drive located on the north side of the development shall
be installed, as per specifications of the Fire Marshal.
C. GENERAL CONDITIONS:
1. The conceptual sign plans (detached signs) as depicted on the sign
elevations received December 30, 1974, and at locations as shown on the
approved conceptual plot plan as amended, indicating the location, size,
and type of signs, are approved. Further, the identification sign proposed
at the main entrance drive to Mansion Avenue (west line) shall be deleted.
No additional detached signs are allowed for the center. The Board re-
serves the right to modify this condition upon submittal of plans for
development of the remainder of the center. A sign program identifying
a total concept and theme design shall be submitted to the Board of
Zoning Adjustments prior to the issuance of any building permits for
the purpose of construction of any signs. Said theme shall be subject
to approval by the Board of Zoning Adjustments.
Note: A minimum separation of one hundred (100) feet shall be provided
between identification signs.
For the purpose of this application, expansion upon the parameters of
this shopping center would entail proposed development for property
generally to the north of the proposed center to Clay Street. This
also includes development of the northeast corner of Goldenwest Street
and Mansion Avenue.
2. The developer shall provide adequate and secure storage areas for
bicycles within the proposed project.
3. Areas for bicycle storage shall be well lit, to reduce vandalism.
4. All required fire hydrants, intended for public or private use, shall
be installed and operable prior to the initiation of construction of
any permanent structure using combustible materials.
5. All building spoils, such as unusable lumber, wire, pipe, and other
surplus or unusable material, shall be disposed of at an off -site
facility equipped to handle them.
6. Should any additional information surface during grading of the site,
and/or trenching for footings regarding a surface fault trace, no
critical facilities within the project (such as a theatre or other
areas for public assembly) shall be constructed over said surface
trace.

C. 7. All attempts should be made to design as much as possible of the
existing landscaping into future landscaped areas for the ultimate
project. Where this is not possible, attempts should be made to
preserve and transplant the specimen material now existing on the
site.
8. Two copies of a revised conceptual plot plan showing all modifications
stipulated by these Conditions of Approval shall be submitted to the
Secretary of the Board. If such plans meet the minimum specifications
cited herein, said plan shall be approved and made a part of the
permanent file.
9. In the event the applicant modifies the types of uses indicated on
the approved conceptual plot plan to the extent that additional
parking would be required, a revised plan shall be submitted to the
Board showing such additional parking. For further information,
reference a letter to the architect dated December 5, 1974.
10. The developer shall attempt to observe and comply with mitigation
measures noted in the Environmental Impact Report for the subject
development.
As per Huntington Beach Ordinance Code requirements, the City's Design
Review Board is disposed to act on the following matters relating to the
proposed development:
Building elevations;
Treatment of existing oil operations and screening thereof;
Landscaping, including but not limited to, method of parking lot
buffering, type, quantities, and size of plant materials;
On -site lighting plans;
Other criteria relating generally to design.
Close communication is recommended with the Secretary to the Design Review
Board to accomplish expeditious action on the plans.

Representing the applicant were Mr. R. E. Poe and Mr. Gary Hodge.
The Board reviewed the sign proposals and noted that the free-standing
identification sign did not conform to code requirements in that it did
not meet the minimum ground clearance of 10 feet; the Board also concurred
in that the building location did not justify the need for a pole sign.
The Chairman recommended that the identification sign be modified to
a monument sign with a height not exceeding 10 feet; however, he also
recommended that the applicant consider an 8 foot height in view of
possible forthcoming changes in the Sign Ordinance. The two wall signs
were approved as proposed.
ON MOTION BY GERARDEN AND SECOND BY CROSBY, THE ABOVE -NOTED SIGN REQUESTS
WERE APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
1. Wall signs to be placed on the north and west side of the building are
approved as shown on Elevation Plans received December 28, 1974.
2. The identification sign is approved as modified and shown on the
Elevation Plan received December 28, 1974.
3. The height of the identification sign shall not exceed ten (10) feet;
however, in view of proposed changes pending in the Sign Ordinance,
the Board recommends that an eight (8) foot height be pursued.
4. Prior to issuance of building permits, the applicant shall submit revised
plans to the Secretary of the Board illustrating conditions and modifi-
cations listed in items 1, 2, and 3 above.
5. The location of the identification sign shall be subject to the approval
of the Traffic Engineer.
