ADMINISTRATIVE REVIEW NO. 74-127 (Continued from December 18, 1974)
Applicant: HUI-One
To permit the construction of a six -unit apartment building, pursuant to
Section 9321.6 of the Huntington Beach Ordinance Code, located on the east
side of Ninth Street,.approximately 87 feet south of Orange Avenue, in an
R4, High Density Residential District.
The Chairman informed the Board that this application was granted Exemption
Declaration No. 74-117 by the Environmental Review Board on October 16, 1974.
The applicant was not represented at the meeting.
The Chairman -toted that this application has been pending since July 31, 1974,
and recommended that it be denied without prejudice in view of the fact that
the applicant has taken no further action regarding this issue and that no
further communication has been received; the Board concurred with this
recommendation.

Applicant: Harry Steinmeyer
To permit the relocation of an overhead electrical service, pursuant to
S.9730.9(e) of the Huntington Beach Ordinance Code, located on the west
side of Weakfish Lane, approximately 60 feet south of Sailfish Drive, in
an R1, Low Density Residential District.
The Chairman informed the Board that this application is a Categorical
Exemption, Class I, California Environmental Quality Act, 1970.
The applicant, Mr. Harry Steinmeyer, was present and offered a brief overview,
of his proposal, stating that the relocation of the electrical service was
necessitated by an addition to the residence.
The Board reviewed the proposal and discussed Conditions of Approval.
ON MOTION BY SPENCER AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-2
WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL
1. The plot plan received January 6, 1975 shall be the approved layout.
2. The applicant shall install a service panel to facilitate conversion to
underground utilities at a future date, pursuant to S.9730.11 of the
Huntington Beach Ordinance Code.
FINDINGS OF THE BOARD
The Board has considered all guidelines for approval of overhead utilities,
and all criteria has been satisfied, pursuant to Section 9730.10 of the
Huntington Beach Ordinance Code.

CONDITIONAL EXCEPTION NO. 75-1

Applicant: Whitehead and Miller
To permit twelve (12) off-street parking spaces for a proposed 1800 square foot
professional office building, in lieu of fifteen (15), as required by S.9793.1
of the Huntington Beach Ordinance Code, located on the northwest corner of
Talbert Avenue and Bell Circle, in an R5, Office Professional District.
The Chairman informed the Board that this application is a Categorical Exemption,
Class V, California Environmental Quality Act, 1970.

The Chairman opened the Public Hearing.
Dr. Bruce Miller, co -applicant, was present and offered the Board an
overview of the proposal, stating that the request for a reduction in the
number of off-street parking spaces was justified in view of the size and
configuration of the lot. The floor plan of the building, which con-
sists of nine rooms plus the waiting area, was discussed and it was
subsequently determined by the Board that the twelve parking spaces as
proposed would be sufficient for -the project.
There being no other parties'present to speak for or against the proposal,
the Chairman closed the Public Hearing.
ON MOTION BY SPENCER AND SECOND BY EADIE, CONDITIONAL EXCEPTION NO. 75-1
WAS APPROVED WITH THE FOLLOWING FINDINGS, BY THE FOLLOWING VOTE:
1.. Due to the size -,and configuration of the lot, strict application of the
off-street parking requirements would result in significant hardship.
2. Granting of the Conditional Exception will not prove detrimental to:
adjacent uses.

Following subsequent discussion regarding Administrative Review No. 75-1,
being heard in conjunction with this application, the Board concurred that
both applications should be continued to January 29, 1975.

Applicant: Whitehead and Miller
To permit the construction of a professional office building, pursuant to
S.9401 of the Huntington Beach Ordinance Code, located on the northwest
corner of Talbert Avenue and Bell Circle, in an R5, Office Professional
District.
The Chairman informed the Board that this application is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
Dr. Bruce Miller, co -applicant, was present and offered the Board a brief
overview of the proposal. In discussing setback requirements, it was
determined that the setbacks as proposed on the plan would require
modification in order to conform to code requirements; the applicant was
informed that an available alternative would be to request an exception
to the setback requirement by modifying the Conditional Exception appli-
cation being heard in conjunction with this application. The applicant
stated he would prefer to pursue the modification of the Conditional
Exception application.
The Chairman noted that further clarification was necessary regarding the
portion of property on the proposal which is currrently owned by the City;
he therefore requested that the applicant submit a copy of the legal
description on the property to the Engineering Department in order for
City Staff to pursue clarification. -
In order to allow for re -advertising on the modification to the Conditional
Exception, the Chairman recommended a two week continuance on both applica-
tions.

Applicant: Classic Development Corporation
To permit a reduction of a total of six (6) guest parking spaces, in lieu of the
guest parking requirement of S.9310.22(c) of the Huntington Beach Ordinance Code;
and to permit a reduction in the recreation and leisure requirement, in lieu of
S.9310.27 of the Huntington Beach Ordinance Code; further, to permit a five (5)'
foot encroachment into the minimum interior side yard setback for garages, in
lieu of S.9310.16 of the Huntington Beach Ordinance Code, located on the
southwest corner of Constantine Drive and Lister Lane, in an R3, Medium High
Density Residential District.

Conditional Exception No. 74-67
The Chairman informed the Board that this application is a Categorical
Exemption, Class V, California Environmental Quality Act, 1970.
The Chairman opened the Public Hearing.
Mr. Jim Chapin represented the applicant.
Board discussion centered on the fact that Tentative Tract and Conditional
Use Permit applications are pending Planning Commission action concerning
this property; in view of the fact that the Commission has not yet approved
the ultimate use proposed for the property, the Board recommended that this
application be referred to the Planning Commission, to be heard in conjunction
with"applications for Tentative Tract No. 8270 and Conditional Use Permit
No. 74-21.
There being no other parties present to speak for or against the proposal,
the Chairman closed the Public Hearing.

9:00 A.M. to 3:30 P.M., at the Alpha Beta Store, 18681 Main
Street, Huntington Beach.
The applicant, Mr. Larry Brown, was present.
The Board reviewed the plan and discussed Conditions of Approval.
