BOARD MEMBERS PRESENT: Dave Eadie Pat Spencer Bruce Crosby MINUTES FOR APPROVAL: None REGULAR AGENDA ITEMS: DIVISION OF LAND NO. 74-41 Applicant: Valley Consultants, Inc. To permit the division of two (2) parcels into four (4) parcels, pursuant to S.9811.3 of the Huntington Beach Ordinance Code, located on the west side of Lynn Street, approximately 264 feet south of Pearce, in an R2, Medium Density Residential District. The Chairman informed the Board that this application was granted Exemption Declaration No. 74-170 by the Environmental Review Board on January 7, 1975. Mr. Don Baker represented the applicant. The Board reviewed the plot plan and discussed Conditions of Approval with Mr. Baker. ON MOTION BY CROSBY AND SECOND BY SPENCER, EXEMPTION DECLARATION NO. 74-170 WAS ADOPTED BY THE BOARD OF ZONING ADJUSTMENTS BY THE FOLLOWING VOTE: AYES: EADIE, SPENCER, CROSBY NOES: NONE ABSENT: NONE ON MOTION BY CROSBY AND SECOND BY SPENCER, DIVISION OF LAND NO. 74-41 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS FOR ANY PURPOSE: 1. This Division of Land shall not be effective until a Covenant and Agreement furnished by the Huntington Beach Planning Department is signed and recorded with the Orange County Recorder, agreeing to these Conditions of Approval. 2. The tentative parcel map received by the Planning Department on December 18, 1974 shall be the approved layout. A parcel map shall be filed with, and approved by, the Department of Public Works, and recorded with the Orange County Recorder (prior to issuance of a Certificate of Occupancy). 4. A copy of the recorded parcel map and Covenant and Agreement shall be submitted to the Planning Department. 5. Lynn and Blanton Streets shall be dedicated to City standards at the time said parcels are developed. 6. The property shall participate in the local drainage assessment district at the time said parcels are developed. (Contact the Department of Public Works for additional information). Zehnder To permit the construction of a triplex apartment building, pursuant to S.9201.2 of the Huntington Beach Ordinance Code, located on the northeast corner of 14th Street and Orange Avenue, in an R3, Medium High Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental quality Act, 1970. The applicant, Mr. L. D. Zehnder, was present. The Board reviewed the plan and discussed Conditions of Approval with Mr. Zehnder. ON MOTION BY SPENCER AND SECOND BY EADIE, ADMINISTRATIVE REVIEW NO. 75-3 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received January 10, 1975 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: BZA 1-22-75 Page 2 'J 1 Minutes: Huntington Beach Board of Zoning Adjustments January 22, 1975 Page 3 Administrative Review No. 75-3 (Continued) Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. In accordance with the City's Master Plan of Streets and Alleys, an additional 212 feet of right-of-way on the alley shall be dedicated. 3. Soil and compaction reports shall be submitted by a certified soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Fire Department and Department of Public Works. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: Fourteenth Street and Alley shall be improved to the center line of such right-of-way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions, in full compliance with the City of Huntington Beach street standards and requirements. AYES: EADIE, SPENCER, CROSBY NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 74-223 Applicant: John King To permit construction of a four -unit apartment building, pursuant to S.9201.2 of the Huntington Beach Ordinance Code, located on the west side of 16th Street, approximately 50 feet north of Orange Avenue, in an R3, Medium High Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The Board reviewed the plot plan and discussed Conditions of Approval with Mr. King. ON MOTION BY EADIE AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 74-223 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received December 27, 1974 shall be the approved layout. The consensus was to allow the amended plan, however this action would be subject to the approval of the Traffic Engineer, in view of the driveway location. If, in the event the Traffic Engineer does not approve the plan, the Board's approval of the amended plan would be retracted and the originally approved plan would remain in effect. ORAL COMMUNICATIONS: Mr. Charles G. Ball addressed the Board and requested an interpretation of the Code relating to commercial district development standards.
