COMMISSIONERS PRESENT: Geiger, Bazil, Higgins, Kerins, Finley, Porter COMMISSIONERS ABSENT: None NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE REGULAR AGENDA ITEMS AMENDMENT TO THE LAND USE ELEMENT Monica Florian addressed the Commission, presenting alternative land use plans for the planning unit south of Huntington Central Park, Townlot area, and Government Center -Old Town. The Commission decided to designate the area immediately south of the new southern boundary for Central Park as open space. The remainder of the planning unit west of Goldenwest is to be estate development, having a maximum of 2 units per gross acre. The Commission also elected to designate estate development to 2 units per gross acre in the area east of Goldenwest between Ellis and Ernest adjacent to the industrial land use category. In the Government Center -Old Town planning unit the Commission agreed to redesignate the civic center site and civic center expansion site as Government Center which would permit government facilities and government and private office uses. The Commission redesignated the portion of the Townlot Planning Unit previously indicated as Townlot Specific Plan to be Ocean Front Commercial/Residential. This category would include all multiple family residential uses and all commercial uses other than highway related commercial activities. PLANNING COMMISSION'S GOALS AND OBJECTIVES FOR 1975 Secretary Harlow stated that the Staff would like to place the Goals and Objectives on a Fiscal Year basis. He also indicated that Staff felt it would be more feasible to list work items in order of priority rather than designate them as High, Medium, or Low. After Commission discussion, the Staff was directed to prepare a work program listing items in order of priority together with a draft of Transmittal to City Council and put on future agenda for further discussion. Planning Commission Tuesday, January 28, 1975 Page 2 SCENIC HIGHWAYS ELEMENT Emilie Johnson addressed the Commission and stated that the Scenic Highways is one of 9 General Plan Elements mandated by State planning law. It focuses on scenic areas traversed by highways. The Element seeks the preservation and enforcement of scenic resources adjoining roadways. After analysis nine roadways were selected to make up the local system of scenic routes set forth in the Element. It was noted that Pacific Coast Highway serves as the backbone of the local system. Also included were portions of Warner Avenue, Goldenwest Street, Lake Street, Mansion Avenue, Ellis Avenue, Gothard Street, Edwards Street Extension, and Bolsa Chica Street Extension. Vugraphs were presented Charlie Laumann presented slides of proposed areas for Scenic Highways Element and discussed scenic potential. ON MOTION BY PORTER AND SECOND BY GEIGER STAFF WAS DIRECTED TO REQUEST AN EXTENSION OF SIX MONTHS FOR COMPLETION OF SCENIC HIGHWAYS ELEMENT TO THE GENERAL PLAN BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Finley, Porter NOES: None ABSENT: None COMMUNICATION FROM FOUNTAIN VALLEY PLANNING COMMISSION RE EIR 74-11 This was a discussion item only and no action was taken. It was noted that a Use Permit is pending at present time and the Environmental Impact Report is being processed. MISCELLANEOUS Ed Selich noted that there will be a public hearing at February 4th meeting of Planning Commission on Housing and Community Development application. He noted that various teams have been organized to determine best usage of the $460,000 (first year). There will be several alternatives presented for review by Commission, and it will be set for public hearing at City Council at their February 18, 1975 meeting.
