USE PERMIT NO. 75-1
Applicant: Wizard Cycle Company
To permit a bicycle paint spraying use, pursuant to Section 9511.1(c) of the
Huntington Beach Ordinance Code, located on the west side of Producer Lane,
approximately 220 feet south of McFadden Avenue, in a 100-M1 A, 20,000
Restricted Industrial District.
The Chairman informed the Board that this application is within the area
covered by Environmental Impact Report No. 73-16, which was approved by
the City Council on March 18, 1974.
The Chairman opened the Public Hearing.
Representing the applicant were Mr. Mike Howard and Mr. Robert Bayliss.
Mr. Howard addressed the Board and offered an overview of the proposal, citing
the intended use as a paint spraying facility for custom made bicycle frames.

Captain Vanderlaan informed the representatives that they would be required
to adhere to all code regulations concerning fire protection systems, to
apply for plumbing and electrical permits, and to submit specifications
for the spraying booth to the Fire Department. The representatives stated
they would concur with these requirements.
There being no other parties present to speak for or against the proposal,
the Chairman closed the Public Hearing.
Conditions of Approval were discussed.
ON MOTION BY COPE AND SECOND BY SPENCER, USE PERMIT NO. 75-1 WAS APPROVED
WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan and elevations received January 14, 1975
shall be the approved layout, subject to the modification described
herein:
Specifications on the spray booth shall be submitted as
required by the Fire Department.
A plan delineating said modification shall be submitted to the
Secretary of the Board. If such plan complies with the modi-
fication outlined by the Board, said plan shall be approved and
made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this property.
2. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any
other required fire protection and detection devices or systems
shall comply with the specifications of the Huntington Beach Fire
Code. Plans for such systems and devices shall be submitted to
the Fire Department and shall be subject to approval by the
Departments of Fire and Public Works.

FINDINGS OF THE BOARD
1. The establishment, maintenance, and operation of the use will not be
detrimental to:
a. The general welfare of persons residing or working in the vicinity.
b. Property and improvements in the vicinity of such use or building.
2. The granting of a Use Permit will not adversely affect the Master Plan
of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.

ADMINISTRATIVE REVIEW NO. 74-225
Applicant: McDonnell Douglas Astronautics Company
To permit a cryogenic facility, pursuant to Section 9511 (2) of the Huntington
Beach Ordinance Code, located on the southeasterly corner of Bolsa Chica
Street and Rancho Avenue, in an M1-A, Restricted Industrial District.
The Chairman informed the Board that this application was granted Exemption
Declaration No. 74-173 by the Environmental Review Board on January 21, 1975.
Representing the applicant were Mr. J. P. Valensky and Mr. B. T. Loes.
The Board reviewed the proposal. The Environmental Review Board's recommendation
regarding sound levels was discussed; the representatives were informed that this
recommendation would be incorporated as a Condition of Approval for the Adminis-
trative Review application. The representatives were in concurrence and stated
that they did not foresee any problem in providing noise attenuation. Captain
Vanderlaan stated that development and installation at the project site would
be subject to Fire Department requirements and regulations.
Conditions of Approval were discussed.

ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 74-225
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS
1. The conceptual plot plan and elevations received December 31, 1974
shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this property.
2. Soil and compaction reports shall be submitted by a certified
soils engineer. Said reports shall be submitted to the Department
of Building and Community Development and shall be subject to
approval by that Department.
3. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any
other required fire protection and detection devices or systems
shall comply with the specifications of the Huntington Beach
Fire Code. Plans for such systems and devices shall be submitted
to the Fire Department and shall be subject to approval by the
Departments of Fire and Public Works.
B. GENERAL CONDITION:
Sound levels emanating from the proposed facility shall not exceed
56 db(A) at the property line.

The Chairman informed the Board that this application is a Categorical
Exemption, Class I, California Environmental Quality Act, 1970.
The applicant was represented by Mr. Hugh Davis.
The Board reviewed the proposal and discussed Conditions of Approval.
ON MOTION BY SPENCER AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-10
WAS APPROVED WITH THE FOLLOWING CONDITIONS AND REASON, BY THE FOLLOWING VOTE:
CONDITIONS
1. The plot plan received February 5, 1975 shall be the approved layout.
2. The property owner shall post a bond or enter into an agreement for
undergrounding of the utilities at such time as the Conditional Use
Permit expires, or at such time as the use develops into a more
permanent nature.
REASON
The use of the property is temporary, as provided by Conditional Use Permit
No. 73-11.

SIGN WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
1. The sign plan submitted February 4, 1975 shall be the approved plan.
2. The existing pole sign on Warner Avenue (from the previous use of the
property) shall be removed in its entirety prior to issuance of permits.
