Vanderlaan REPRESENTED: Fire Department MINUTES FOR APPROVAL: ON MOTION BY SPENCER AND SECOND BY COPE, MINUTES OF THE JANUARY 15, 1975 AND JANUARY 29, 1975 MEETINGS WERE APPROVED AS TRANSCRIBED, BY THE FOLLOWING VOTE: AYES: COPE, SPENCER, ELLSTROM NOES: NONE ABSENT: NONE REGULAR AGENDA ITEMS: CONDITIONAL EXCEPTION NO. 75-2 (Continued from 1-29-75) Applicant: Thomas C. Waller, III To permit two real estate signs per parcel abutting a public street, in lieu of S.9764.5.4 of the Huntington Beach Ordinance Code, which provides for the maximum placement of one real estate sign for each street abutting a parcel of land, in an MI -A, Restricted Industrial District. The signs are proposed at the following locations: 1) West side of Springdale, approximately 600 feet south of Bolsa Avenue; 2) East side of Graham, approximately 600 feet north of McFadden; 3) South side of Bolsa Avenue, approximately 600 feet east of Graham; 4) South side of Bolsa Avenue, approximately 600 feet west of Graham; 5) North side of McFadden, approximately 600 feet east of Graham. The Chairman informed the Board that this application is a Categorical Exemption, Class V, California Environmental Quality Act, 1970. The Chairman opened the Continued Public Hearing, stating that this application had been continued from the Board of Zoning Adjustments meeting of January 29, 1975 to allow for re -advertisement in relation to the proper locations of the proposed signs. Mr. Waller stated that he had no further information to offer. There being no other parties present to speak for or against the proposal, the Chairman closed the Public Hearing. ON MOTION BY COPE AND SECOND BY SPENCER, CONDITIONAL EXCEPTION NO. 75-2 WAS APPROVED WITH THE FOLLOWING FINDING, BY THE FOLLOWING VOTE: FINDING OF THE BOARD The size, location, and configuration of the subdiv 4 "on does not allow sufficient exposure for proper identification of the property through the signs permitted by Article 976. AYES: COPE, SPENCER, ELLSTROM NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-9 Applicant: D. L. Dicus To permit the relocation of existing overhead electrical service, pursuant to S.9730.10 of the Huntington Beach Ordinance Code, located on the south end of Steiner Circle, a cul-de-sac street, in an R1, Low Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. The applicant, D. L. Dicus, was present. The Board reviewed the proposal and discussed Conditions of Approval with the applicant. ON MOTION BY SPENCER AND SECOND BY ELLSTROM, ADMINISTRATIVE REVIEW NO. 75-9 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL 1. The plot plan received February 3, 1975 shall be the approved layout. 2. The applicant shall install a service panel to facilitate conversion to underground utilities at a future date, pursuant to S.9730.11 of the Huntington Beach Ordinance Code. BZA 2-13-75 Page 2 1 Minutes: Huntington Beach Board of Zoning Adjustments February 13, 1975 Page 3 Administrative Review No. 75-9 FINDINGS OF THE BOARD The Board has considered all guidelines for approval of overhead utilities, and all criteria has been satisfied, pursuant to Section 9730.10 of the Huntington Beach Ordinance Code. AYES: COPE, SPENCER, ELLSTROM NOES: NONE ABSENT: NONE USE PERMIT NO. 75-4 Applicant: Chester C. Smith To permit the construction of a retail tire sales and service building, pursuant to S.9472 of the Huntington Beach Ordinance Code, located on the west side of Beach Boulevard, approximately 110 feet north of the center line of Ellis Avenue, in a C4, Highway Commercial District. The Chairman informed the Board that this application is covered by Exemption Declaration No. 74-162, granted to Use Permit No. 74-57 by the Environmental Reivew Board on November 26, 1974. The Chairman opened the Public Hearing. Mr. Mark Bloome, Jr. represented the applicant. Mr. Jim Turner, adjoining property owner, addressed the Board and requested additional information regarding drainage plans for the proposal; Mr. Turner was informed that drainage for the property would be provided at the north- west corner of the site. Mr. Jerry Jeeves addressed the Board regarding the amount of setback to be provided; the Chairman responded that there would be a 50' setback. There being no other parties present to speak for or against the proposal, the Chairman closed the Public Hearing. The Board reviewed the plot plan and the building identification proposal. Mr. Bloome was informed that the building would require relocation to the west or north in order to conform to setback requirements of the Ordinance Code; he was further informed that the free-standing sign would require modification to a total of 204 square feet as permitted by Code, rather than 220 square feet as proposed. The building identification proposal for the building was conceptually approved by the Board as depicted on Exhibits A and B. Conditions of Approval were discussed with Mr. Bloome. BZA 2-13-75 Page 3 Minutes: Huntington Beach Board of Zoning Adjustments February 13, 1975 Page 4 Use Permit No. 75-4 ON MOTION BY COPE AND SECOND BY SPENCER, USE PERMIT NO. 75-4 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised conceptual plot plan received February 3, 1975 shall be the approved layout, subject to the modifications described herein: a. A decorative masonry wall provided with a solid gate shall encompass the trash area shown on the approved plan. b. Modification to the.areas delineated to be landscaped, and implementation of additional landscaping to attain 6% of lot area in the areas delineated on the approved plan. c. Incorporation of a 32' high masonry wall or equivalent, for purposes of screening of the parking area, as delineated on the approved plan. d. Conformance to setback requirements by placing the building A plan further to the west or north. delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifications outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan, complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifi- cations on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan, if such equipment is to be located on top of the structure. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. Soils and compaction reports shall be submitted by a certified soils engineer. Said reports shall be submitted to the Depart- ment of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be sub- mitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 5. The developer shall participate in the local drainage assessment district. 6. The developer shall participate in the Orange County Sanitation District #3 Sewer Annexation District. 7. Drainage to the rear of the property shall be subject to approval of the Department of Public Works. 8. The final driveway location shall be subject to the approval of the Traffic Engineer. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: Beach Boulevard shall be improved to the center line of such right-of- way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions, in full compliance with the City of Huntington Beach street standards and requirements. C. GENERAL CONDITION: Building identification of the project (signs) shall be limited to those shown and submitted as Exhibits "A" and "B". FINDINGS OF THE BOARD: 1. The establishment of the use at this location is consistent with proposals in the vicinity of Beach Boulevard and is not in con- flict with the Land Use Element to the General Plan. 2. The terms and conditions of the approval will be consistent with the City's policy plan to promote a well planned program of commercial development. 3. The proposal will not be detrimental to: a. The general welfare of persons residing or working in the vicinity. b. Property and improvements in the vicinity of such use. To permit the establishment of a produce market in an abated 7-11 Store, pursuant to S.9472.1 of the Huntington Beach Ordinance Code, located on the west side of Bushard Street, approximately 180 feet south of Banning Avenue, in a C4, Highway Commercial District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The Chairman opened the Public Hearing. The applicant was represented by Mr. Kenneth Roth, who addressed the Board and offered a brief overview of the proposal. Board member Ellstrom noted that a minor error existed on the plot plan in that the property line from Bushard Street should be shown as 42' rather than 40'. There being no other parties present to speak for or against the proposal, the Chairman closed the Public Hearing, Board members reviewed the plan and discussed Conditions of Approval with Mr. Roth. ON MOTION BY SPENCER AND SECOND BY ELLSTROM, USE PERMIT NO. 75-5 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received January 31, 1975 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. The applicant was not present. Board members reviewed the revised plans and discussed Conditions of Approval. ON MOTION BY SPENCER AND SECOND BY ELLSTROM, REVISED PLANS FOR USE PERMIT NO. 73-7 WERE APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO THE ISSUANCE OF BUILDING PERMITS: 1. The revised conceptual plot plan received February 3, 1975 shall be the approved layout, subject to the modification described herein: a. Delineation of a circulation plan for the storage areas shall be provided, specifically: 1. A 17' inside and 45' outside turning radius shall be maintained at the entrance to the property. 2. A minimum of one 30' wide center aisle shall be maintained. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. AYES: COPE, SPENCER, ELLSTROM NOES: NONE ABSENT: NONE REQUEST FOR SPECIAL EVENT Applicant: Bob Knox, Presedent, Associated Student Body Marina High School Request: Permission to conduct a Carnival on April 4, 5, and 6, 1975. Location: Marina High School Campus. The applicant was not present. The Board reviewed the plan and discussed Conditions of Approval. ON MOTION BY ELLSTROM AND SECOND BY SPENCER, THE ABOVE NOTED REQUEST FOR A SPECIAL EVENT WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: 1. The plot plan received February 6, 1975 shall be the approved layout. 2. The applicant shall obtain all necessary electrical permits. 3. An on -site inspection by the Fire Department shall be required prior to the event.
