18th Street, approximately 50 feet north of Pecan Avenue, in an R2, Medium

Acting Chairman Cope informed the Board that this application is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970. He further
noted that the applicant had requested a further continuance of two weeks in
order to allow for plot plan revisions.

Acting Chairman Cope informed the Board that this application was granted
Negative Declaration No. 75-4 by the Environmental Review Board on
February 11, 1975.
The applicant, Mr. James A. Carter, was present.
Acting Chairman Cope stated that a plan check of the proposal indicated
that it was not in conformance with some areas of the Ordinance Code,
e.g. open space and averaging requirements. In view thereof, he recommended
that the application be continued for one week in order to allow time for
the applicant to submit a revised plan indicating correction of the above
noted areas. The applicant was amenable to the continuance, and other
Board members concurred.
Acting Chairman Cope opened the Public Hearing; there being no parties
present to speak for or against the proposal, the Public Hearing was
closed.
ON MOTION BY CROSBY AND SECOND BY COPE, USE PERMIT NO. 75-2 WAS CONTINUED
TO MARCH 5, 1975 BY THE FOLLOWING VOTE:

Applicant: Herbert Nadel and Associates
To permit the establishment of a savings and loan in an existing commercial
building, pursuant to 5.9472.1 of the Huntington Beach Ordinance Code, located
at the northwest corner of Beach Boulevard and Stark Street, in a C4, Highway
Commercial District.
The Acting Chairman informed the Board that this application is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
The applicant was represented by Mr. Mike Salter. Also present was Mr. John
Dean, representing Great Western Savings and Loan Association.
The Acting Chairman opened the Public Hearing; there being no parties present
to speak for or against the proposal, the Public Hearing was closed.
Board members reviewed the plan; Mr. Salter was shown some suggested modifi-
cations to the plan in relation to the angling of parking spaces and the
addition of landscaping along Beach Boulevard. Mr. Salter stated that he
was amenable to the modifications. Further discussion centered on the
possibility of increasing the driveway width from 10' to 12'; it was
subsequently agreed that the 10` width would be adequate.

Conditions of Approval were discussed.
ON MOTION BY COPE AND SECOND BY LIPPS, USE PERMIT NO. 75-7 WAS APPROVED
WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
I. The conceptual plot plan and elevations received February 6, 1975
shall be the approved layout.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
Traffic circulation and drives;
Parking layout;
Lot area;
Lot width and lot depth;
Type of use and its relation to property and improvements in the
immediate vicinity;
Past administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of the Board:
a. Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
b. Rooftop mechanical equipment screening plan. Said plan shall
indicate screening of all rooftop mechanical equipment and
shall delineate the type of material proposed to screen said
equipment.
3. Fire protection systems, including automatic sprinkler systems,
standpipe systems, fire hydrants, fire alarm systems, and any
other required fire protection and detection devices or systems
shall comply with the specifications of the Huntington Beach
Fire Code. Plans for such systems and devices shall be submitted
to the Fire Department and shall be subject to approval by the
Departments of Fire and Public Works.
4. The developer shall participate in the Orange County Sanitation
District #3 Sewer Annex District.
B. GENERAL CONDITION:
An additional three feet (3') of landscaping shall be installed on
the Beach Boulevard frontage.

FINDINGS OF THE BOARD
1. The establishment, maintenance, and operation of the use will not be
detrimental to:
a. The general welfare of persons residing or working in the vicinity.
b. Property and improvements in the vicinity of such use or building.
2. The granting of a Use Permit will not adversely affect the Master Plan
of the City of Huntington Beach.
3.. The proposal is consistent with the City's General Plan of Land Use.

PLOT PLAN AMENDMENT NO. 75-1
Applicant: Alva Wilson Company
To permit relocation of the tennis court, construction.of an additional
swimming pool and recreation building, modification of the layout on
specific units, revision of the driveway setbacks, and revision of
parking, pursuant to S.9811.4 of the Huntington Beach Ordinance Code.
The subject property is located on the northwest corner of Ellis Avenue
and Newland Street, in an Rl-PD, Low Density Residential, Planned
Development District.
Acting Chairman Cope informed the Board that this application is covered
by Environmental Impact Report No. 72-4, granted by the Environmental
Review Board on February 21, 1973.
Mr. Harvey Farris represented the applicant and stated that the was attending
the meeting in place of Mr. Tom Shelton, who was unable to attend. Mr. Farris
further stated that he was not familiar with the project, and therefore re-
quested a continuance of two weeks in order that Mr. Shelton could be present.
Acting Chairman Cope stated that the plan will require some modifications,
and suggested that Mr. Shelton contact the Planning Staff prior to the next
hearing of the application in order to discuss same.

Acting Chairman Cope informed the Board that revised plans for this
application had been required due to a necessary modification in the
parking layout in order to comply with Coastal Commission requirements.
The Board reviewed the revised plan and concurred on approval of same.

2. Dates and times of the sales shall be limited to March 8, 1975 and
