Planning Commission Tuesday, March 4, 1975 Page 2 ZONE CASE NO. 74-22 Applicant: Virginia Staudinger & Ralph Ashton This is a request for a change of zone from RA-O-CD to RA-0-1-CD. The subject property is located approximately 640 feet south of Ellis Avenue and 990 feet west of Goldenwest. The applicant has indicated that the purpose of the zone change is to provide an area for consolidation and storage of oil equipment, and the re -drilling of oil wells in order to facilitate the removal of existing equipment, supplies, and buildings from an area designated as open space in the Amendment to the Land Use Element. Mr. Ed Selich addressed the Commission and stated that this Zone Case had been continued from the February 19, 1975 meeting to allow staff and City Attorney's office to substantiate documentation submitted by the applicant. Chairman Kerins opened the public hearing. Mr. Plegel, who stated he was half owner of J. I. Hathaway Productions, addressed the Commission and spoke on what they proposed to do. He stated that he felt that there was oil at a deeper level which would give the City additional revenue. Mr. Ralph Ashton addressed the Commission and stated that he and his sister, Virginia Staudinger, were owners of the five acres and were in accordance with the request and that a letter had been prepared to that effect. Chairman Kerins closed the public hearing. Commission discussed the staff's recommendations. ON MOTION BY GEIGER AND SECOND BY BAZIL ZONE CHANGE NO.'74-22 WAS APPROVED WITH THE FOLLOWING REASONS BY THE FOLLOWING VOTE: 1. The proposed change of zone is not in conflict with the General Plan. 2. The proposed change of zone would not be detrimental to the health, safety, and welfare of the general public. Planning Commission Tuesday, March 4, 1975 Page 3 TENTATIVE TRACT NO. 8578 Applicant: Covington Bros. This is a request for 68 R1-6000 on 15.95+ acres located at the northwest corner of Brookhurst and Banning. This application was conditionally approved at the Planning Commission meeting of March 19, 1974. However, the applicant indicated that because of current economic conditions they have been unable to commence construction and requested a one year extension of time commencing in March, 1975. Deputy City Attorney O'Connor stated that he had just learned that the map had just been recorded. Secretary Harlow stated that inasmuch as this issue was not clear, it should be continued to allow time for clarification. ON MOTION BY KERINS AND SECOND BY FINLEY TENTATIVE TRACT NO. 8578 WAS CONTINUED TO MARCH 18, 1975 BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Finley, Slates, Porter NOES: None ABSENT: None SCENIC HIGHWAY ELEMENT Emilie Johnson addressed the Commission on the Scenic Highways Element to the General Plan. She stated that, following the Commission's direction, Staff had analyzed four additional roadways for possible inclusion in a local system of scenic routes: Beach Boulevard, Newland Street, Magnolia Street, and Brookhurst. She discussed the scenic potential of the above roadways as well as the local scenic route program as a whole. Slides were presented on the four roadways. She discussed the inspection program and stated that if inspection were held once a year by present Staff of the Department of Building and Community Development, it would eliminate the need for the extra man cited in the Element, thus eliminating the $20,000 cost for an additional employee. Ms. Johnson asked the Commission for their comments on the _ _ rationale of the proposed local scenic highway program. Most Commissioners agreed with the present rationale - that of including both scenic and non -scenic roadways with the idea of imposing long-term controls to make all the roadways scenic. All Commissioners agreed that Newland Street should not be _ included in the system. Brookhurst from Pacific -Coast -Highway -to Hamilton. 2. Magnolia from Pacific Coast Highway to Banning and possibly Hamilton. 3. Beach from Pacific Coast Highway to Adams. TOWNLOT ASSESSMENT DISTRICT Mr. Ed Selich'addressed the Commission and stated that the Townlot Assessment District had been continued from the February 25th meeting to permit further discussion. There was a discussion on the storm drain to be installed on 17th. Mr. Selich noted that -he felt the South Coast Regional Coastal Commission was in agreement with the concept but an analysis will have to be presented to the State Coastal Commission. MISCELLANEOUS: Commission discussed, -revised Conditional Use Permit Application for Planned Residential Developments. ON MOTION BY BAZIL AND SECOND BY HIGGINS REVISED CONDITIONAL USE PERMIT APPLICATION FOR PLANNED RESIDENTIAL DEVELOPMENTS WAS APPROVED BY THE FOLLOWING VOTE: - AYES: Geiger, Bazil, Higgins, Kerins, Finley, Slates, Porter NOES: None ABSENT: None STAFF COMMENTS: Dave Eadie requested that two members of the Commission be appointed to meet with service station representatives and staff prior to March 25th meeting to discuss the service station standards. Com- missioners Finley and Porter volunteered to represent the Commission, and a meeting will be scheduled. Deputy City Attorney O'Connor stated that a bill has been introduced in the State Legislature which would require cities to reimburse property owners where the diminution of value of property upon a downzoning by the city occurs. -4- 3/4/75 PC a 1 Minutes: H.B. Planning Commission Tuesday, March 4, 1975 Page 5 COMMISSIONER'S COMMENTS: Chairman Kerins inquired if anything was being done to post the area where the two children suffocated. Captain Vanderlaan stated that he understood the Police Department and Public Works Department were discussing bulldozing the area and he would advise Mr. Kerins of action to be taken.
