COMMISSIONERS PRESENT: COMMISSIONERS ABSENT: Geiger, Bazil, Kerins, Slates, Porter Commissioner Finley arrived at 7:15 P.M. Higgins PRECISE PLAN NO. 75-5: Sunset Heights Moratorium Area Monica Florian addressed the Commission and discussed the history of the Sunset Heights area and the problems relating to it. She presented two alternatives of access for the area as proposed by the Staff. A discussion ensued between Commission and Staff. Vugraphs and aerial slides of the area were shown. Commission generally preferred Alternative 1 with some modi- fications.' Secretary Harlow suggested that a meeting be arranged with the property owners in the Sunset Heights area prior to public hearing to 'ascertain their views on the alternatives. Precise Plan No. 75-5 was referred back to Staff for further review, to return to the Commission in April. CODE AMENDMENT NO. 73-31: "New Sign Code" John Cope addressed the Commission and reviewed the present status of the Code Amendment. Ralph Kiser, Chuck Dolby, Arden Berg, and Bill Sussman, representing the Sign Committee, were present. A page by page review of Draft No. 7 of the New Sign Code ensued with discussion by Commission, Staff, and Sign Committee members. The Staff was directed to make amendments in italics in the next draft. Code Amendment No. 73-31 will be reviewed at the April 22nd Planning Commission meeting. .e Minutes: H.B. Planning Commission Tuesday, March 25, 1975 Page 2 CODE AMENDMENT NO. 75-1: "Revised Service Station Standards" Secretary Harlow reviewed the proposed amendment with the Commission and stated that Mr. Denny, Western Oil and Gas Co. representative, was present to represent the service station operators. A page by page discussion of this Code Amendment ensued and Staff was directed to make changes as suggested. The Commission directed the Staff to set this item for public hearing. ORAL COMMUNICATIONS: None MISCELLANEOUS:: TENTATIVE TRACT NO. 8687 Applicant: Graziadio Development Company Secretary Harlow addressed the Commission and related the problems encountered by Graziadio Development Company in recording his map due to the condition imposed on him regarding the bike trails. While they are willing to give the City an easement for a bicycle trail they do not want it to be a condition of Certificate of Occupancy. To date the City has not determined where the bicycle path shall be. Commission discussion ensued. ON MOTION BY SLATES AND SECOND BY BAZIL THE CONDITIONS OF APPROVAL OF TENTATIVE TRACT 8687 WERE AMENDED AS FOLLOWS: 1. The revised Tentative Map received dated December 24, 1974 shall be the approved layout. Precise Plan dated November 1, 1974 shall be the approved layout. 2. All vehicular access rights to Chapel Lane and Ellis Avenue shall be dedicated to the City of Huntington Beach, except at street intersections. 3. The sewer, water, and fire hydrant system shall be designed -to City standards. 4. The water system shall be through the City of Huntington Beach's water system. 5. Sewage disposal shall be through the City of Huntington Beach's sewage system. Minutes: H.B. Planning Commission Tuesday, March 25, 1975 Page 3 6. Subject property shall be subject to local drainage assess- ment district requirements and fees. Drainage fees in the amount of $4,000 per acre shall be deposited with the City prior to the approval of a grading plan. 7. All utilities, including those existing overhead utilities installed on Chapel Lane, shall be installed underground. 8. Drainage for the subdivision shall be approved by the Department of Public Works prior to recordation of a final map: This system shall be designed to provide for siltation and erosion control, both during and after construction of the proposed project. 9. A decorative masonry wall -shall be constructed to City 'specifications along Chapel Lane and Ellis Avenue. Said wall shall be 6" wide and 6' high. The height of said wall shall be measured from whichever site is higher at finished grade. The architectural design of said wall shall be approved by the Planning Department prior to the issuance of building permits on the project. Structural design of said wall shall be approved by the Department of Public Works, and shall be included as a part of the street improvement plan. 10. An easement for a bike trail along the bluff on the easterly portion of the property shall be dedicated to the City of Huntington Beach. Said trail system shall be at a location to be determined by the Planning Department, and shown on the landscaping plan to be filed and approved by the Board of Zoning Adjustments. 11. Recreational facilities for young children shall be provided in appropriateā€¢places. 12. If the developer proposes to provide air conditioning, the insulation in ceilings and exterior walls shall be a minimum of R-19 and R-11, respectively. If no air conditioning is to be provided, the insulation in ceilings and exterior walls shall be a minimum of R-13 and R-7, respectivelyy. 13. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material shall be disposed of at an offsite facility equipped to handle them. 14. Natural gas and 220V electrical shall be stubbed in at the location of clothes dryers, and natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. Minutes: H.B. Planning Commission Tuesday, March 25, 1975 Page 4 15. Double -paned windows shall be installed within the units facing, onto the adjacent arterial highway. 16. A 35' setback shall be provided from the living quarters of the units facing the arterial highway to the nearest travel lane of that arterial. 17. A soils engineer and/or geologist familiar with local seismic conditions shall be engaged to indicate the g-factors due to earth movement for this location. 18. The City shall pursue with the applicant an easement for bicycle access across the natural bluff area, for a bicycle lane to serve as an intertie with the bicycle lane north of Ellis, which the City has committed itself to on Tentative Tract 7771. 19. A structural engineer shall be engaged to compile calculations for footings and structural members of the facility to withstand these g-factors. 20. The location of the trees to be saved for replanting shall be shown on final landscape plan for review and approval action by the Planning Commission. 21. The CC&R's shall contain a provision requiring Association maintenance of all landscaping within those areas between the private right-of-way and/or fencing at the private entries. 22. All private drives as shown upon the revised map dated December 24, 1974 shall be designated as Lot H upon the final map. ALPINE VILLAGE - PROPOSAL Secretary Harlow stated that Bill Back, Economic Development Director, had been in contact with Joe Bischof who proposes to con- struct an Alpine Village in Huntington Beach. The development, as proposed, would incorporate construction of residential quarters in conjunction with each particular business, which is not a;per- mitted use in any commercial zones within the City. Commission requested further information on the project with recommendations on criteria for permitting this use.' Minutes: H.B.
