Sterling Buck and Associates To permit the construction of a professional office building, pursuant to S.9430.1 of the Huntington Beach Ordinance Code. Location is the east side of Springdale Street, approximately 150 feet south of Bolsa Avenue, in a C2, Community Business District. Acting Chairman Cope informed the Board that this application was granted Negative Declaration No. 75-16 by the Environmental Review Board on March 11, 1975. The applicant, Mr. W. Sterling Buck, was present. Board members reviewed the revised plan; Mr. Buck pointed out an additional proposed minor revision to the plan regarding the driveway. Conditions of Approval were discussed. Board of Zoning Adjustments Wednesday, April 9, 1975 Page 2 ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-18 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised conceptual plot plan and elevations received April 9, 1975 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; • Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to immediate vicinity; property and improvements in the ' Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. 3. Soil and compaction reports shall be submitted by a certified soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifica- tions of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 5. The developer shall participate in the local drainage assessment district. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: A revised plan shall be submitted indicating the location of the reciprocal driveways. A copy of the recorded agreement shall be provided to the Planning Department. C. GENERAL CONDITIONS 1. If the developer proposes to provide air conditioning, the insulation in ceilings and exterior walls shall be a minimum of R-19 and R-11, respectively. All building spoils, such as unusable lumber, wire, pipe and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 3. An engineering geologist shall be engaged to submit a report indicating the ground surface acceleration from earth movement for the project property. 4. All structures proposed for construction within this subdivision shall be constructed in compliance with the g-factors as indicated by the geologist's report. 5. Calculations for footings and structural members to withstand antici- pated g-factors shall be submitted to the City for review. Morrow To permit the consolidation of two lots into one, for construction purposes, pursuant to S.9811.3 of the Huntington Beach Ordinance Code. Located on the north side of Warner, approximately 140 feet east of Green Street in a C2, Community Business District. Acting Chairman Cope informed the Board that this application is a Categorical Exemption Class III. He further informed the Board that the applicant had requested withdrawal of the application; the Board concurred with the applicant's request. ON MOTION BY COPE AND SECOND BY SPENCER, DIVISION OF LAND NO. 75-5 WAS WITHDRAWN BY THE FOLLOWING VOTE: AYES: COPE, CROSBY, SPENCER NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 75-24 (Cont. from 4/2/75) Applicant: John C. Morrow To permit the construction of an office suite, pursuant to S.9430.1 of the Huntington Beach Ordinance Code. Located on the north side of Warner Avenue, approximately 140 feet east of Green Street, in a C2, Community Business District. Acting Chairman Cope informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The applicant was not present. The Acting Chairman noted that this application had initially been filed in conjunction with an application for a Division of Land requesting consolidation of two parcels into one. However, due to the new Subdivision Map Act, the City cannot act on a Division of Land application at this time; and the applicant BZA 4/9/75 Minutes: H.B. In view thereof, he stated that the Board would act on the Administrative Review application contingent upon recordation of reciprocal access agreements between the proposed building and the existing restaurant on the property. Board members reviewed the plan and discussed Conditions of Approval. ON MOTION BY COPE AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO.75-24 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received April 9, 1975 shall be the approved layout, subject to the modification described herein: The trash enclosure shall be relocated to the west property line and shall be screened with a six foot masonry wall with a solid gate of wall height. A plan delineating said modification shall be submitted to the Secretary of the Board. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout: Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. To permit the construction and development of a 15,000 square foot commercial building, pursuant to Section 9472 of the Huntington Beach Ordinance Code. Located on the east side of Beach Boulevard, approximately 80 feet north of Holland Drive, in a C4, Highway Commercial District. Acting Chairman Cope informed the Board that this application was granted Negative Declaration No. 75-8 by the Environmental Review Board on March 11, 1975. Mr. Dave Kirchner represented the applicant. The Board reviewed the revised proposal. Mr. Kirchner pointed out that the building had been moved back six feet, thus providing the additional landscaping necessary in order to meet code requirements. Conditions of Approval were discussed. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions in full compliance with the City of Huntington Beach street standards and requirements. C. GENERAL CONDITIONS: 1. Reciprocal ingress and egress easements shall be recorded; copies shall be provided to the Planning Department. 2. If the developer proposes to provide air conditioning, the insulation in ceilings and exterior walls shall be a minimum of R-19 and R-11, respectively. The establishment, maintenance, and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity. b. Property and improvements in the vicinity of such use or building. 2. The granting of a Use Permit will not adversely affect the Master Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. AYES: COPE, CROSBY, SPENCER NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 75-22 Applicant: W. Sterling Buck and Associates To permit the construction of an office building, pursuant to Section 9451 of the Huntington Beach Ordinance Code. Located on the west side of Main Street, approxi- mately 150 feet south of Pecan Avenue, in a C3, General Business District. The Chairman informed the Board that this application was granted Negative Declaration No. 75-20 by the Environmental Review Board on March 25, 1975. The applicant, Mr. W. Sterling Buck, was present; also representing the applicant were Mr. Frank Mola and Mr. Bruce Butler. Board member Spencer noted that at the present time definitive parking plans for the downtown area have not been delineated; further, that this area of concern is scheduled for discussion by the Planning Commission at its April 15th meeting. Following further discussion, the Board concurred that a coordinated circulation system for the entire area should be developed, and that time should be allowed for the Planning Commission to discuss the issue and develop a policy statement for same. In view thereof, a one week continuance of the application was recommended; the applicant concurred with the recommendation. 7 BZA 4/9/75 Minutes: H.B. Located on the west side of Patricia Lane, approximately 125 feet south of Heil Avenue, in an R1, Low Density Residential District. Acting Chairman Cope informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. Mrs. Deborah Van Goethen represented the applicant. The Board reviewed the proposal and discussed Conditions of Approval with Mrs. Van Goethen. ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-33 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received March 26, 1975 shall be the approved layout. 2. The applicant shall install a service panel to facilitate conversion to underground utilities at a future date, pursuant to S. 9730.11 of the Huntington Beach Ordinance Code. FINDINGS: The Board has considered all guidelines for approval of overhead utilities, and all criteria have been satisfied, pursuant to Section 9730.10 of the Huntington Beach Ordinance Code. Rossi To permit a temporary trailer to be used for an auto sales office, pursuant to Section 9730.17 of the Huntington Beach Ordinance Code. Located on the northwest corner of Beach Boulevard and Alhambra Drive, in a C4, Highway Commercial District. Acting Chairman Cope informed the Board that this application is covered by Exemption Declaration No. 74-111, granted to Use Permit No. 74-34 by the Environmental Review Board on August 20, 1974. The applicant, Mr. John M. Rossi, was present and offered the Board a brief overview of the request, stating that the trailer would be utilized for a period of six months or less. In response to questions, he stated that a speaker system out of the trailer would not be utilized, and that seven off-street parking spaces would be provided. Board members concurred on approval of the request with imposition of a six month time limit. ON MOTION BY COPE AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-40 WAS APPROVED WITH THE FOLLOWING CONDITION, BY THE FOLLOWING VOTE: The tempotary trailer shall be removed on or before October 9, 1975. Board of Zoning Adjustments Wednesday, April 9, 1975 Page 11 MISCELLANEOUS: ADMINISTRATIVE REVIEW NO. 75-37 Applicant: Beach Manufacturing Corporation To permit a 1,400 square foot garage addition to an existing industrial building, pursuant to S. 9511 of the Huntington Beach Ordinance Code, located on the east side of Container Lane, approximately 330 feet south of McFadden Avenue, in a 100-M1-A-20,000 Restricted Manufacturing District. Acting Chairman Cope informed the Board that this application is covered by Environmental Impact Report No. 73-16, which was approved by the City Council on March 18, 1974. Mr. David Czinger, representing the applicant, offered the Board a brief overview of the proposal. Mr. Czinger was informed that the garage addition could not be constructed of metal, as proposed, pursuant to building regulations within the development. Following extensive discussion, the Board concurred on conditional approval of the proposal and recommended that the applicant contact representatives of the Lusk Company in order to obtain information regarding development standards and regulations within the complex. N MOTION BY SPENCER AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-37 WAS PPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: The conceptual plot plan received April 1, 1975 shall be the approved layout, subject to the modifications described herein: a. Revised elevations shall be submitted prior to issuance of building permits. b. The garage shall conform to the design, color, etc., of the main structure. A plan delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifications outlined by the Board, said plan shall be approved and made a permanent part of the administrative file.
