Mayor Gibbs called the Special Meeting of the City Council of the City of Huntington
Beach to order at 7:00 P.M.
ROLL CALL.
Present: Shipley, Bartlett, Gibbs, Coen,
Wieder-(arived at 7:05 P.M.)

CALL FOR SPECIAL MEETING
The Clerk read the call for Special Meeting which had been received and consented
to by a majority of the City Council prior to 7:00 P.M., on Sunday, May 27, 1975,
for the purpose of considering: Service Station at public safety area of Civic
Center, Town Lot Assessment District and Old Town Drainage District, Surfside
water problem, Report on San Joaquin Reservoir, Water rate study, Appointment of
Consulting Engineer for Huntington.Center offramp, Review of State coastal plan
and calling an Executive Session to discuss employee association negotiations.

SERVICE STATION - PUBLIC SAFETY AREA - CIVIC CENTER - REPORT TO BE PREPARED
The City Administrator reported on the proposed service station to be located behind
the Police Department area of the Civic Center. The Director of Public Works reported
on the plans for the construction of the service station and the estimated cost, which
would be funded through the Public Facilities Corporation.
Discussion was held between the Council, City Administrator and Director of Public Works.
A motion was made by Councilman Shipley to approve the expenditure of funds for the con-
struction of the service station at the public safety area behind the Police Department,
with the direction that the architectural services for the project be performed by City
staff.
Following discussion, Councilman Shipley withdrew his motion, and the matter was referred
to the City Administrator for report and consideration at a later date.
TOWNLOT ASSESSMENT DISTRICT w AD 7301
Mr. Edward Selich, Planning Program Administrator, presented a comprehensive report on
proposed Assessment District No. 7301, including the background of the district and the
purpose of this meeting, a description of the plan as proposed, the need for the plan,
financing alternatives, reactions to the plan which the Planning Department has received,
a summary and the Planning Staff recommendation. He also reported on the financing alter-
natives as contained in thelist of Financing Alternatives - Townlot Assessment District,
which had been provided to Council. The Director of Public Works reported on the improve-
ment expenses.
Considerable discussion was held between the Council and staff regarding various aspects
of the formation of the district. It was determined that the staff would develop another
alternative for the assessment district that would provide for underground utilities as
part of the assessment district and arterial street improvements t be from other funding
sources.
REVIEW OF STATE PRELIMINARY COASTAL PLAN -- COUNCIL COMMITTEE APPOINTED
The City Administrator brought council's attention to the State Coastal Commission Pre-
liminary Coastal Plan which had been provided to Council, together with a report from
the Planning Department and the Environmental Council.
The Planning Director reported on the Planning Commission's review of the plan and their
recommendations on the subject.

Councilwoman Wieder suggested that a Council Committee be formed to evaluate the
information which has been provided to the Council. Mayor Gibbs appointed a
Council Committee comprised of Councilman Shipley, Councilwoman Wieder and herself
for this purpose.

OLD TOWN DRAINAGE ASSESSMENT DISTRICT - AD 7302x
The City Administrator reported that a meeting between the staff and property
owners within the Old Town Drainage Assessment District had been scheduled on
Tuesday, April 29, 1975, regarding the formation of the proposed district. The
City Administrator suggested that some of the Council members may wish to attend
this meeting.
The Director of Public Works reported on a proposal to obtain the services of Don
Stevens Engineers relative to performing the spread of costs.
Mr. Charles Geers addressed Council and stated that he would prefer to see alternate
methods used in lieu of forming an assessment district.

SURFSIDE HOMEOWNERS ASSOCIATION - WATER PROBLEMS
Discussion was held between the Council and the Director of Public Works regarding
the Surfside Homeowner's Association water ' _...
problem, and the association s rep re-
sentatives were invited to attend the meeting on the subject which will be held
between the Department of Public Works, the Orange County Flood Control District
and the Water District on April 29, 1975.
REPORT - SAN JOAQUIN RESERVOIR
Mr. Michael Miller, Deputy City Attorney, reported on the San Joaquin Reservoir
Lease Agreement between the City and the Irvine Ranch Water District.
WATER RATE STUDY
The City Administrator informed Council that they had been provided with copies
of the proposed water rate study prepared by the Water Division of the Department
of Public Works and that a report would be forthcoming from the Economic Advisory
Commission on the matter.
HUNTINGTON CENTER OFF -RAMP +- AGREEMENT AUTHORIZED
The Director of Public Works reported that proposals had been received from two
traffic engineering firms to perform a study relative to the need for a freeway
offramp at Huntington Center. He recommended that Donald Frischer, Engineering'
Consultant, be retained to perform the study due to his familiarity with the sub-
ject. He informed Council that the expenditure of funds could be derived from
Gas Tax Funds with the -City to pay one-half with the property owners to the north
and Huntington Center sharing the remainder.

A motion was made by Councilman Shipley to approve in principle the procedure
described by the Director of Public Works and authorize the preparation of a doc-
ument effecting an agreement between Donald Frischer, Engineering Consultant, in
an amount not to exceed $3,000 to be derived from Gas Tax Funds, and auth-
orized the City Administrator to execute same on behalf of the City. The motion
was passed by the following vote:

EXECUTIVE SESSION CALLED
Mayor Gibbs called an Executive Session of the Council to discuss personnel matters.
RECESS
The Mayor called a recess of the Council, excused the City Clerk from the meeting and
appointed Councilman Bartlett to act as Acting City Clerk.at such time as Council is
reconvened.
RECONVENE
The meeting was reconvened by Mayor Gibbs.
ADJOURNMENT
On motion by Bartlett, the Special Meeting of the City Council of the City of Huntington
Beach adjourned. The motion was passed by the following voter
