Curtis To permit the construction and establishment of an office and commercial building, pursuant to Section 9471 of the Huntington Beach Ordinance Code; located at the southwest corner of Bolsa Chica Road and Warner Avenue, in a C4, Highway Commercial District. The Chairman informed the Board that this application was granted Negative Declaration No. 75-25 by the Environmental Review Board on April 15, 1975. He noted that the application had been continued from the April 30, 1975 meeting in order to allow the applicant to submit revised plans for the proposal, further, that the applicant has requested an additional one week continuance for preparation of the revised plans. Board members concurred with the applicant's request. Byer To permit an addition to a building having a nonconforming yard, pursuant to Section 9719 of the Huntington Beach Ordinance Code; located on the east side of England Street, approximately 58 feet north of Lincoln Street, in an R2, Medium Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970 The Chairman opened the Public Hearing. Mr. Albert S. Andrews represented the applicant and stated that he was not familiar with the property or the proposal, and was present merely as a liaison for the applicant. There being no other parties present to speak for or against the proposal, the Chairman closed the Public Hearing. The Board reviewed the proposal and concurred that problem areas existed in same. It was decided that these problem areas would be relayed to Mr. Andrews with a request that they be forwarded to the applicant for purposes of submittal of a revised plan addressing the areas of concern on the proposal. The Board then relayed the following to Mr. Andrews: 1) the minimum area of separation between main buildings must be 15 feet, thus necessitating either re -design of the plan or connection of the two buildings; 2) in order to allow for adequate dedication, the fence would need to be moved back 22 feet; 3) the concrete wall would also need to be relocated by 22 feet. The Board concurred in granting the applicant a one week continuance to allow for submittal of revised plans. Z5-19 Applicant: G. C. Cooper To permit alterations to a building with a nonconforming side yard setback, pursuant to Section 9719 of the Huntington Beach Ordinance Code; located at the northwest corner of Pacific Coast Highway and Sixth Street, in a C3, General Business District. IN CONJUNCTION WITH: ADMINISTRATIVE REVIEW NO. 75-47 Applicant: G. C. Cooper To permit the establishment of a fast food restaurant, pursuant to Section 9451 of the Huntington Beach Ordinance Code; located on the northwest corner of Pacific Coast Highway and Sixth Street, in a C3, General Business District. The Chairman informed the Board that these applications are Categorical Exemptions, Class III, California Environmental Quality Act, 1970. The applicant, Mr. G. C. Cooper, was present; also present were Mr. Clyde Dinell and Mr. George Edwards. The Chairman opened the Public Hearing; there being no one present to speak for or against the proposal, the Public Hearing was closed. The Board reviewed the proposal and the sign concept with the applicant, and discussed Conditions of Approval. ON MOTION BY COPE AND SECOND BY CROSBY, USE PERMIT NO. 75-19 AND ADMINISTRATIVE REVIEW NO. 75-47 WERE APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received April 18, 1975 shall be the approved layout, subject to the modification described herein: A revised plan shall be submitted showing compliance with Article 979, specifically a 32" decorative masonry screening wall around the parking area. A plan delineating said modification shall be submitted to the Secretary of the Board. If such plan complies with the modi- fication outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. BZA 5-7-75 Page 3 Minutes: Huntington Beach Board of Zoning Adjustments May 7, 1975 Page 4 Use Permit No. 75-19 and Administrative Review No. 75-47 In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. A. 2. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. B. GENERAL CONDITION: The sign concept as indicated on plans dated April 18, 1975 shall be the approved sign plan, subject to conformance to Article 976 of the Huntington Beach Ordinance Code. FINDINGS OF THE BOARD: 1. The establishment, maintenance, and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity. b. Property and improvements in the vicinity of such use or building. 2. The granting of a Use Permit will not adversely affect the Master Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. Starr To permit the relocation of an existing overhead electrical service, pursuant to Section 9730.9 of the Huntington Beach Ordinance Code; located at the west side of Still Harbor Lane, approximately 250 feet south of Fritch Drive, in an R1, Low Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. The applicant, Mr. Thomas A. Starr, was present. The Board reviewed the proposal and concurred on approval of same. ON MOTION BY CROSBY AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 75-48 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received April 23, 1975 shall be the approved layout. 2. The applicant shall install a service panel to facilitate conversion to underground utilities at a future date, pursuant to S. 9730.11 of the Huntington Beach Ordinance Code. FINDINGS OF THE BOARD: The Board has considered all guidelines for approval of overhead utilities, and all criteria have been satisfied, pursuant to Section 9730.10 of the Huntington Beach Ordinance Code. AYES: COPE, CROSBY, LIPPS NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-49 Applicant: Harry Steinmeyer To permit the relocation of an existing overhead electrical service, pursuant to Section 9730.9 of the Huntington Beach Ordinance Code; located on the north side of Oakgrove Circle, approximately 300 feet west of Oakmont Lane, in an Rl, Low Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. ON MOTION BY LIPPS AND SECOND BY COPE, ADMINISTRATIVE REVIEW NO. 75-49 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received April 25, 1975 shall be the approved layout. 2. The applicant shall install a service panel to facilitate conversion to underground utilities at a future date, pursuant to S.9730.11 of the Huntington Beach Ordinance Code. FINDINGS OF THE BOARD: The Board has considered all guidelines for approval of overhead utilities, and all criteria have been satisfied, pursuant to Section 9730.10 of the Huntington Beach Ordinance Code. The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. The applicant, Mr. Stark, was present. The Board reviewed the proposal and concurred on approval of same.
