The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. Mr. Richard Hildebrand was present to represent the Pat Kelly Trust, applicant. The Board reviewed the proposal and agreed that the plan conforms to the require- ment which provides for future underground utility service. The Board concurred on approval of same. ON MOTION BY CROSBY AND SECOND BY COPE, ADMINISTRATIVE REVIEW NO. 75-60 WAS AP- PROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: BZA 5-21-75 Page 1 Minutes: Huntington Beach Board of Zoning Adjustments May 21, 1975 Page 2 Administrative Review No. 75-60 CONDITIONS OF APPROVAL: 1. The plot plan received May 8, 1975 shall be the approved layout. 2. The applicant shall install a service panel to facilitate conversion to underground utilities at a future date, pursuant to Section 9730.11 of the Huntington Beach Ordinance Code. FINDINGS OF THE BOARD: The Board has considered all guidelines for approval of overhead utilities, and all criteria have been satisfied, pursuant to Section 9730.10 of the Huntington Beach Ordinance Code. AYES: COPE, CROSBY, SPENCER NOES: NONE ABSENT: NONE USE PERMIT NO. 75-21 Applicant: Cora Opsomer To permit an addition to a building having a nonconforming side yard setback and building separation, pursuant to Section 9719 of the Huntington Beach Ordinance Code; located on the south side of Speer Avenue, approximately 570 feet west of Beach Boulevard, in an R2, Medium Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The applicant was present at the meeting. The Chairman opened the Public Hearing, and there being no parties present who wished to speak for or against the proposal, the Public Hearing was closed. The Board reviewed the plan. There were no problems noted with this request. The Conditions of Approval were discussed. ON MOTION BY COPE AND SECOND BY SPENCER, USE PERMIT NO. 75-21 WAS APPROVED WITH THE FOLLOWING CONDITION AND FINDINGS, BY THE FOLLOWING VOTE: The conceptual plot plan and elevations received May 1, 1975 shall be the approved layout. FINDINGS OF THE BOARD: 1. The establishment, maintenance, and operation of the use will not be detri- mental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of a Use Permit will not adversely affect the Master Plan of the City of Huntington Beach. 3. The proposal is consistent with the City's General Plan of Land Use. AYES: COPE, CROSBY, SPENCER NOES: NONE ABSENT: NONE USE PERMIT NO. 75-24 Applicant: Telephone Answering Bureau To permit the establishment of a telephone answering service in an industrial area, pursuant to Section 9530.2 of the Huntington Beach Ordinance Code; located on the north side of Slater Avenue, approximately 75 feet east of Gothard Street, in an Ml, Light Manufacturing District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. George W. Smith was present on behalf of the applicant. The Chairman opened the Public Hearing. Mr. Smith explained that there was a portion of the building which could be used for an additional business use. The Chairman advised that parking would be required if there were an additional use. The Public Hearing was closed. The Board reviewed the plan and discussed action necessary if a sign were requested. The Conditions of Approval were discussed. AYES: COPE, CROSBY, SPENCER NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-63 Applicant: Home Savings and Loan of San Diego To permit the construction of an interim banking facility, pursuant to Section 9430.5 of the Huntington Beach Ordinance Code; located on the northeast corner of Goldenwest Street and Mansion Avenue, in a C2-0-CD, Community Business District. The Chairman informed the Board that this application was covered by Environmental Impact Report 74-5, which was approved by the Environmental Review Board on December 24, 1974. Representing the applicant were Mr. Victor Stark, Mr. Don Snowbarter, and Mr. G. Johnson. Discussion centered on the fact that this facility was expected to be a temporary one only for approximately two years, while construction of the permanent facilities was pending. A concern was expressed that a two-way driveway was rather close to the inter- section of Goldenwest Street, according to the plan. Also, a possible problem of traffic stacking up by the left -turn lane was discussed. The Traffic Engineer should review the ingress and egress together with the Public Works Department, to resolve some of the questions. To permit the establishment of a subdivision model home and sales complex, pur- suant to Section 9730.18 of the Huntington Beach Ordinance Code; located on the west side of Magnolia Street, approximately 1,525 feet north of Atlanta Avenue, in an R1, Low Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Jeff Holm was present to represent the applicant. Discussion by the Board concerning the location of the model home and the electronic gate separating the parking area and the new building area. The Board reviewed the submitted plan. They discussed the Conditions of Approval and repeated that compliance with all the provisions of Section 9730.18 of the Huntington Beach Ordinance Code would be required. ON MOTION BY COPE AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-64 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. To be completed prior to issuance of building permits: 1. The conceptual plot plan received May 15, 1975 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area, lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. Soil and compaction reports shall be submitted by a certified soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. The Board reviewed the proposal and concurred on approval of same. ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-65 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received May 19, 1975 shall be the approved layout. 2. The applicant shall install a service panel to facilitate conversion to underground utilities at a future date, pursuant to'Section 9730.11 of the Huntington Beach Ordinance Code. The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. The Board reviewed the proposal and concurred on approval of same. ON MOTION BY CROSBY AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-66 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received May 19, 1975 shall be the approved layout. 2. The Board reviewed the revised plot plan for the applicant's site at Gothard Street near Edinger. The revised parking layout was discussed and the Secretary was in- structed to work with the applicant to inform him that, based on numerous planning issues and environmental aspects, it is the consensus of the Board that this revision to the plot plan for Use Permit No. 74-24 be denied without prejudice. Jones To permit a revision to the plot plan; located on the north side of Warner Avenue, approximately 600 feet west of Goldenwest Street. The Board discussed the proposed revision to the plot plan, which was to allow a different building to be set back more than the one on the previous plan in the same location. The parking layout was also discussed. Board member Crosby suggested that the amended plot plan, dated May 20, 1975, as submitted, should be the approved layout and that compliance with the previous conditions of approval on AR 73-111 should be required. ON MOTION BY CROSBY AND SECOND BY SPENCER, THE ABOVE -NOTED REVISION TO ADMINISTRATIVE REVIEW NO. 73-111 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: 1. The plot plan, dated May 20, 1975, as submitted, shall be the approved layout. 2. Compliance with the previous conditions of approval on Administrative Review No. 73-111 shall be required.
