Tuesday, May 27, 1975

Mayor Gibbs called the adjourned regular meeting of the City Council of the City
of Huntington Beach to order.
ROLL CALL
Present: Wieder, Bartlett, Coen, Matney, Duke, Gibbs
Shipley - (arrived 8:30 P.M.)
Absent: None
NATIONAL ALLIANCE FOR FAMILY LIFE FOUNDATION PROTECT - APPROVED
Mayor Gibbs introduced Dr. James Rue, representative of the National Alliance For
Family Life Foundation. Dr. Rue addressed Council regarding his organization's
proposal for the establishment of the National Center For The Family in the city.
He presented details of the proposal and discussion was held between the Council
and Dr. Rue. The legal aspects relative to the use of the Central Library facil-
ities were discussed by the Council and City Attorney, and the Council was advised
of the need to explore this aspect further.
The City Librarian addressed Council regarding the proposal and stated that the
Library Board favored the project.
A motion was made by Councilman Duke to approve the project proposed to the City
by the National Alliance For Family Life Foundation, subject to the approval of
the City Attorney and with the stipulation that no costs will be incurred by the City.
The motion was passed by the following roll call vote:
AYES: Wieder,.Bartlett, Matney, Duke, Gibbs
NOES: Coen
ABSENT: Shipley
Councilman Shipley arrived at the Council meeting at 8:30 F.M.
PUBLIC HEARING - CITY BUDGET -6 9Z75.
Mayor Gibbs directed.that a public hearing on the 1975-76 City Budget be held on
June.9, 1975 at 7:00 P.M. in the Council Chamber.
INFORMAL MEETING CALLED
Mayor Gibbs called an Informal Meeting of the Council as a Committee -of -the -Whole
to conduct a joint meeting with the Economic Advisory Commission regarding the pro-
posed 1975-76 City Budget.
RECESS
Mayor Gibbs called a recess of the Council.

The meeting was reconvened by the Mayor.

BUDGET REDUCTIONS
A motion was made by Councilwoman Wieder that the General Fund Budget of $23,131,989
be cut 8% and that at the City Budget Public Hearing on June 9, 1975 that the budget
presented reflect this cut; that between now and that time the City departments will
be directed as to the best method to accomplish same; and that alternatives such as
user taxes be presented to Council at that time. The motion was passed by the following
roil call vote:
AYES: Wieder, Bartlett, Coen, Matney, Shipley, Duke, Gibbs
NOES: None
ABSENT: None
ANTIQUITIES PRESERVATION ORDINANCE - HEARING SCHEDULED
Mayor Gibbs directed that a hearing be scheduled on the Antiquities Preservation
Ordinance at the .Tune 2, 1975 Council meeting.
EXECUTIVE SESSION CALLED
Mayor Gibbs called an Executive Session of the Council to discuss pending litigation
and personnel matters.
RECESS
The Mayor called a recess of the Council.
RECONVENED
The meeting was reconvened by the Mayor.
ADJOURNMENT
On motion by Bartlett, the adjourned regular meeting of the City Council of the City of
Huntington Beach adjourned at 11:20 P.I., to Monday, June 2, 1975 at 5:30 P.M. in the
Council Chamber. The motion was passed by the following roll call vote:
AYES: Wieder, Bartlett, Coen, Matney, Shipley, Duke, Gibbs
NOES: None
