Applicant: Home Federal Savings and Loan Association of San Diego
To permit the construction of an interim banking facility, pursuant to Section 9430.5
of the Huntington Beach Ordinance Code; located at the northeast corner of Golden -
west Street and Mansion Avenue, in a C2-0-CD, Community Business District.
The Chairman indicated to the Board that this application had been continued from
the May 21, 1975 meeting. He also informed the Board that this application is
covered by Environmental Impact Report 74-5 which was approved by the Environmental
Review Board on December 24, 1974.
Mr. Victor Stark was present to represent the applicant.
It was noted that the revised plans had been reviewed by the Traffic Engineer and
the Fire Department. Board member Crosby requested the applicant to consult with
the Huntington Beach Company on the dedication requirements. The applicant was
advised to confer with the Building Department regarding the procedure for re-
location of the interim banking facility.
The Board reviewed the revised proposal and concurred on approval of same.
ON MOTION BY COPE AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 75-63 WAS APPROVED
WITH THE FOLLOWING CONDITIONS AND FINDINGS, AS AMENDED, BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan and elevations, received May 28, 1975, shall be
the approved layout.

In. its approval action,.the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
Traffic circulation and drives;
.' Parking layout;
Lot area;'
Lot width and lot depth;
Type,of use and its relation to property and improvements in the
immediate vicinity;
Past -administrative action regarding this property.
2. The following plans shall be submitted to the Secretary of the Board:
(a) Landscape and irrigation plan complying with Article 979 of the
Huntington Beach Ordinance Code -and landscaping specifications
on file in the Department of Public Works.
(b) Rooftop mechanical equipment screening plan. Said plan shall
indicate screening of all rooftop mechanical -equipment and
shall delineate the type of material proposed to screen said
equipment.
3. In accordance with the City's Master Plan of Streets and Highways, an
additional fifteen feet (15') of right-of-way on Goldenwest Street and'
Mansion Avenue shall be dedicated.-
4. Fire protection systems, including automatic sprinkler systems, stand-
pipe systems, fire hydrants, fire alarm systems, and any other required
fire protection and detection devices or systems shall comply with the,'
specifications of the Huntington Beach Fire Code. Plans for such systems
and devices shall be submitted to the Fire Department and shall be
subject to approval by the Departments of Fire and Public Works.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Goldenwest Street and Mansion Avenue shall be improved to the centerline
of such right-of-way. Said improvement shall include curbs, gutters,
sidewalks, paving, street trees, street lights, street signs, street
drainage, and sewer and water main extensions, in full compliance with
the City of Huntington Beach street standards and requirements.
C. GENERAL CONDITION:
Administrative Review No. 75-63 shall become null and void on May 28, 1977.

and Mansion, next to the center's existing identification sign, was considered.

The technical requirements on it are to be worked out in a meeting with the
Building Department.
ON MOTION BY COPE AND SECOND BY CROSBY, THE CONCEPTUAL SIGN LAYOUT WAS APPROVED
WITH THE FOLLOWING CONDITION, BY THE FOLLOWING VOTE:
1. All provisions of the Huntington Beach Ordinance Code in regard to
signs of this type are required.

USE PERMIT NO. 75-25
Applicant: Dollar Rent A Car
To permit an auto sales and auto rental agency in an existing building, pursuant
to Section 9472 of the Huntington Beach Ordinance Code; located at the northeast
corner of Beach Boulevard and Blaylock Drive, in a C4, Highway Commercial District.
The Chairman informed the Board that this application is a Categorical Exemption,
Class III, California Environmental Quality Act, 1970.
The Chairman opened the Public Hearing. Mr. Thomas Maxwell and Mr. S. Eisman
were present to represent the applicant. There being no other parties present
to speak for or against the proposal, the Chairman closed the Public Hearing.
The parking problem was discussed by the Board. It was also suggested that there
be no maintenance or service of any automobiles on the site. The Board reviewed
the Conditions of Approval and the revised site plan with the applicant's
representatives.
ON MOTION BY COPE AND SECOND BY CROSBY, USE PERMIT NO. 75-25 WAS APPROVED WITH
THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:

B. GENERAL CONDITIONS:
1. Reciprocal access agreements shall be submitted to the Board for
review by the City Attorney.
2. All signs for the proposed use are subject to review and approval
by the Board of Zoning Adjustments.
FINDINGS OF THE BOARD:
I. The establishment, maintenance, and operation of the use will not be
detrimental to:
a. The general welfare of persons residing or working in the vicinity.
b. Property and improvements in the vicinity of such use or building.
2. The granting of a Use Permit will,not adversely affect the Master'Plan of
the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land Use.

Applicant: Robert F. Curtis
To permit a 5'6" ground clearance of a free-standing sign in lieu of the required
10' minimum ground clearance, as required in Section 9763.3(b) of the Huntington
Beach Ordinance Code; located at the southwest corner of Bolsa Chica and Warner
Avenue, in a C4, Highway Commercial District.
The Chairman informed the Board that this application is a Categorical Exemption,
Class V, California Environmental Quality Act, 1970.
Mr. Robert F. Curtis, the applicant, was present and indicated to the Board his
desire to withdraw the proposed Conditional Exception. The Board concurred.

R1, Low Density Residential District.
The Chairman informed the Board that this application is a Categorical Exemption,
Class III, California Environmental Quality Act, 1970.
Ms. Bessie Daigle was present. She stated that she has one person in her
residence for whom she supplies 24-hour care. The applicant submitted her license
from the State which certifies her for the care of non -related persons.
The Chairman explained that due to a conflict in the City's Ordinance Code, notices
should have been sent to the surrounding property owners on this type of matter.
It was suggested by the Board that time to accomplish this should be allowed.

To permit the enlargement of an existing overhead electrical service, pursuant to
Section 9730.9 of the Huntington Beach Ordinance Code; located at 8442 Danbury
Circle on the south side of Danbury Circle, approximately 250 feet east of
Newhaven Drive, in an R1, Low Density Residential District.
The Chairman informed the Board that this application is a Categorical Exemption,
Class I, California Environmental Quality Act, 1970.
Mr. Charles K. Tough was present. He explained to the Board that he is adding
a room to his present residence.
The Board reviewed the submitted plan. They discussed the Conditions of Approval
and their Findings with the applicant.
ON MOTION BY LIPPS AND SECOND BY COPE, ADMINISTRATIVE REVIEW NO. 75-68 WAS
APPROVED WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan received May 20, 1975 shall be the approved layout.
2. The applicant shall install a service panel to facilitate conversion
to underground utilites at a future date, pursuant to Section 9730.11
of the Huntington Beach Ordinance Code.
FINDINGS OF THE BOARD:
1. The Board has considered all guidelines for approval of overhead utilities,
and all criteria have been satisfied, pursuant to Section 9730.10 of the
Huntington Beach Ordinance Code.

To permit the enlargement of an existing overhead electrical service, pursuant to
Section 9730.9 of the Huntington Beach Ordinance Code; located at 6252 Heil
Avenue on the southeast corner of Heil Avenue and Trudy Lane, in an R1, Low
Density Residential District.
The Chairman informed the Board that this application is a Categorical Exemption;
Class I, California Environmental Quality Act, 1970.
The applicant was present at the meeting. He stated that he is making a room
addition to his residence. He discussed the question about the PVC with the
Board and they recommended he should talk to the Building Department concerning
his question. The Board further discussed Conditions of Approval and repeated
that compliance with all of the provisions of Section 9730.11 of the Huntington
Beach Ordinance Code would be required.
ON MOTION BY CROSBY, SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 75-69 WAS APPROVED
WITH THE FOLLOWING CONDITIONS AND FINDINGS, BY THE FOLLOWING VOTE:

Ms. Suzi Smith was present and stated that the Women's Council is planning to have
a rummage sale on Saturday, June 7, 1975 and on Sunday, June 8, 1975, near the

corner of Beach and Yorktown. They will be setting up tables for the event on
Friday afternoon, June 6, 1975, and cleaning up the lot on Monday morning following
the event. Ms. Smith reported that arrangements have been made for the insurance
coverage, electrical permits have been applied for, and an on -site inspection has
been requested of the Fire Department. The Board informed the applicant that the
certificate of insurance must be filed with the City's Finance Department five days
prior to the event. On -site parking will be provided, the applicant stated, as
well as directional signs and assistance from the Fire Department in regard to
parking.

was felt that the applicant's proposed placement was detrimental to the parking
