HomeMy WebLinkAbout1975-06-09MINUTES Council Chamber, Civic Center Huntington Beach, California Monday, June 9, 1975 Mayor Gibbs called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 5:30 P.M. ROLL CALL Present: Bartlett, Coen, Matney, Gibbs Shipley - (arrived at 5:50 P.M.) Duke - (arrived at 6:10 P.M.) Absent: None RECESS TO INFORMAL PRESENTATION REGARDING DOWNTOWN REDEVELOPMENT PLAN Mayor Gibbs called a recess of the adjourned regular meeting of the City Council so that Council could meet for a presentation regarding the Downtown Redevelopment Plan by VTN. RECONVENE The meeting was reconvened by the Mayor at 7:00 P.M. BUDGET HEARING The Mayor announced that at this time the City Administrator would speak regarding the City budget. The City Administrator spoke on the budget, giving information on budget cuts that had been made prior to the Council receiving his recommendations and also displayed transparencies that charted the various new City facilities, a comparison of City employees in this city as compared with surrounding cities of similar size, pro- grams deleted before the preliminary budget was prepared, and amount of revenue lost as a result of the May, 1975 election. The Mayor then opened the budget hearing to the public. A total of 48 persons addressed Council giving their preferences of City services and programs that they wished to be retained. Five people spoke concerning their interest in the City keeping the Junior Life- guard program open; one person spoke regarding his concern on the level of Huntington Central Lake's water and problems that might arise from its low level, 19 spoke regarding the library; one person spoke on the problem of funds and replacing employees responsible for deficits; six people spoke regarding crossing guards; five people spoke regarding the Police and Fire Departments; one person spoke regarding the Parks and Recreations Department; a petition was presented favor- ing re -opening adventureland;.one speaker suggested that more user fees for services be used for people willing to spend the money for such services and not further increase taxes; one speaker suggested that the City might further save money by using the county animal services rather than contracting through California Animal Control; One speaker suggested that the City make reductions in overhead areas and in departments that are in the nature of a discretionary luxury with minimum reductions 331 Page #2 - Council Minutes - 6/9/75 in public safety and basic necessities; and one speaker suggested the creation of an omnibus liaison for development in the City; one spoke suggesting logos on all City cars for identity purposes. The budget hearing was closed by the Mayor. EMERGENCY ORDINANCE NO. 1993 - READ IN FULL Following a motion by Shipley to adopt Emergency Ordinance No. 1993, the Mayor directed the City Clerk to read same in full - "AN EMERGENCY ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE BY ADDING CHAPTER 3.20 THERETO RELATING TO THE IMPOSITION OF A DOCUMENTARY STAMP TAX ON THE SALE OF REAL PROPERTY." Councilman Matney left the meeting. y, DOWNTOWN REDEVELOPMENT - ROOM B-8 The Mayor directed that the meeting move to Room B-8 to continue discussion on the Downtown Redevelopment Plan Following considerable discussion, a motion was made by Councilman Shipley to authorize the expenditure of $10,000.00 for a Marketing Study and $4,000.00 for a Traffic Study in the Downtown Redevelopment area. The motion passed by the following roll call vote: AYES: Shipley, Bartlett, Wieder, Gibbs NOES: Duke, Coen ABSENT: Matney ADJOURNMENT TO 5:30 JUNE 16, 1975 On motion by Bartlett, the adjourned regular meeting was adjourned to 5:30 P.M. on June 16, 1975.
