SCHEDULED ITEMS:
CONDITIONAL USE PERMIT NO. 75-05
Applicant: Barker and Ott, Architects
Conditional Use Permit No. 75-05 is a request for the con-
struction of an assembly hall at an existing church facility.
The proposed hall is to be used for an assembly area for school
children and for meetings and social events of the local parish-
ioners. The property is located at 16400 Springdale Street.
Dave Eadie addressed the Commission and noted that this application
had been continued to the June 17 meeting in order to allow the
applicant the opportunity to incorporate Commission's concern on

a revised site plan regarding traffic circulation and access. He
noted ,that the staff report should indicate the Heil Avenue access
point as approximately 275 feet from the Springdale/Heil inter-
section.
Plans were on display for viewing by Commission and a vugraph was
shown.
Commission discussion on conditions of approval ensued.
The Chairman opened the public hearing.
John C. Alismeier, representing Barker. and Ott, stated that he
had read the conditions of approval and would be willing to comply
with them.
The public hearing was closed.
Further discussion ensued on traffic problems and sixty degree
parking as opposed to ninety degree parking on Springdale.
ON MOTION BY SLATES AND SECOND BY FINLEY CONDITIONAL USE PERMIT
NO. 75-05 WAS APPROVED WITH THE FOLLOWING FINDINGS AND CON-
DITIONS BY THE FOLLOWING VOTE:
FINDINGS:
1. The proposed use is in substantial conformance with the
Huntington Beach Ordinance Code and General Plan.
2. The proposed site is adequate for the use proposed.
3. The proposed use is compatible with the surrounding uses.
CONDITIONS OF APPROVAL:
1. The plot plan dated June 10, 1975 and as modified by the staff
shall be the approved layout.
In its approval action, the Planning Commission considered
the following issues relating to the conceptual plan:

Traffic circulation and drives;
Parking layout;
Lot area, width, and depth;
Type of use and its relation to property and improvements
in the immediate vicinity.
The conceptual plan is reviewed as a basic request for en-
titlement of the use applied for in relation to the
vicinity in which it is proposed. The conceptual plan
should not be construed as a precise plan reflecting con-
formance to all Ordinance Code requirements.
2. Soil reports as required by the Department of Building
and Community Development and the Department of Public
Works shall be submitted to such departments prior to the
issuance of building permits.
3. Prior to final inspection, a landscape plan depicting plant
type, size, location, and plan for irrigation shall be
submitted to the Planning Department for approval.
4. Overnight storage of transportation vehicles exceeding
6,500 gross pounds shall be prohibited.
S. Fire protection systems shall comply with the specifications
of the Huntington Beach Fire Code. Plans for such systems
and devices shall be submitted to the Fire Department and
shall be subject to approval by the Fire Department and
Department of Public Works.
6. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.

10. Calculations for footings and structural members to withstand
anticipated g-factors shall be submitted to the City for review.
11. The southerly drive on Springdale Street shall be ingress
only during the hours of church services or when the parish
hall is in use.
12. Sixty degree parking shall be required on the south side
of the southerly drive off of Springdale.

SECOND AMENDMENT TO THE PHASE I LAND USE ELEMENT OF THE GENERAL PLAN.
The above document was transmitted to Commissioners on June 6th
and discussed at the June loth Study Session.
Monica Florian addressed the Commission and noted that the following
additional information, requested by the Commissioners, had been
submitted: (1) Environmental Impact Report 74-6,.pp. 109-120, re-
garding the Huntington Harbour project, (2) Additional policies re-
garding Planned Commercial Development north of Huntington Center,
(3) a letter from the Huntington Beach City School District, re-
garding -the Newland School Site, (4) additional information regarding
state freeway right-of-way adjacent to the San Diego Freeway, and
(5) additional information regarding the Planning Reserve at Beach
and Adams. She further noted that Resolution No. 1154 had been
prepared for adoption by the Commission.
Commission discussion ensued. Commissioner Slates stated that the
position formulated on the property adjacent to the Freeway should
be transmitted to Cal Trans (7.6 acres presently designated R3).
The public hearing was opened.
Bill Duncan, Huntington Harbour Corporation, stated that he was
present to answer questions which might be raised by the Commission.
George Stringer, Signal Landmark, stated that they were amenable
to the proposed zoning of their properties.
M. Nickle, Classic Development, stated that they were in agreement

for the most part with the proposed plan. He felt, however,
that property referred to on Page 21, first paragraph, of
the Amendment should be designated as residential. He
stated that he has had no requests for industrial dev-
elopment of the property, and that he had obtained a petition
signed by approximately 150 homeowners in the surrounding
area requesting that it be zoned residential.
Jack Wallace addressed the Commission and spoke on the Classic
Development property's proposed use.
Chairman Kerins closed the public hearing.
He advised the Commission that action should betaken on each
of the planning issues.
The first area was Yorktown School Site. Chairman Kerins felt
that this was prime area and s ou1 e retained for agri-
cultural use.
Commissioner Porter agreed with low density recommendations,
but stated that he felt the area should be developed to
lower densities than the maximum permitted.

Monica Florian stated that the City Council had asked that this
property be reanalyzed and that the property owner does not
object to recommendations of staff, one way or another.

Classic Development was discussed.
Commissioner Higgins favored using residential on the property
because of the topographic features of the site. Commissioner
Slates stated that he would prefer medium or low density.
Commissioner Finley stated she would like to see very soon
what industrial property we have at the present. Commissioner
Geiger preferred low density PD. Because information will
soon be available on industrial potential, the Commission
agreed to wait before changing any industrial lands to resi-
dential.

NATION FOR CLASSIC DEVELOPMENT PROPERTY WAS APPROVED AS RE-

North of Huntington Center was next discussed.
Commission discussed Planned Multiple Use, Commercial Desig-
nation Amendment to the Phase I Land Use Element. Chairman
Kerins was opposed to this designation because he did not feel
he had had the opportunity to study or analyze the proposed
designation. He felt that this designation would consist of
developing a zone for a specific project.
ON MOTION BY PORTER AND SECOND BY BAZIL THE LAND USE DESIG-
NATION FOR NORTH OF HUNTINGTON CENTER WAS APPROVED AS RE-
COMMENDED WITH THE FOLLOWING ADDITIONS BY THE FOLLOWING VOTE:
1. That the definition of Planned Multiple Use, Commercial
be amended to require implementation through Specific
Plan or comprehensive site plan.
2. That the following four conditions apply to the Planned
Multiple Use, Commercial Designation as indicated for
the area north of Huntington Center.

a. Street plans should be interrelated to most effectively
accommodate the mixed traffic types and volumes that will
be generated.
b. A pedestrian walkway system should be established to inter -
grate mixed uses.
c. Access points should be restricted.
d. Signing should be regulated in a manner to prevent intrusion
over residential uses.

Next discussion under Administrative Changes, Section 2.11
concerned Route 39 Freeway and Transportation Corridor.
Commissioner Kerins did not feel we should have residential
next to a freeway, but that the land could be vacant or used
for agriculture. Commissioner Higgins agreed with Commissioner
Kerins. Commissioner Slates stated he would be in favor of low
density or medium low density on the property, that he would
prefer to see thirty or forty houses and not eighty units.
Ed Selich stated that the staff did not feel agriculture was
a viable use. Commissioner Porter felt the property should be
left in Planning Reserve. Commissioner Geiger did not feel it
should be used for open space.
A MOTION BY SLATES AND SECOND BY BAZIL TO TAKE THE RECOMMENDED
ACTION BY STAFF AND PREPARE A LETTER TO CAL TRANS AND LETTER OF

Commissioner.Higgins suggested that a retail nursery might be
appropriate for the area which would keep it as open space
without habitation of people.
There was a discussion on the second site (Figure 2-18) of the
Route 39 Freeway which is 63 acres north of Warner, east of
Newland and south of Heil which is currently zoned R1 and dev-
eloped.

PERTAINING TO THE SECOND AMENDMENT TO THE PHASE I LAND USE
ELEMENT OF THE'GENERAL PLAN WAS ADOPTED BY THE FOLLOWING
VOTE:

CONDITIONAL USE PERMIT NO. 74-22
Applicant: Four Seasons Farms
Conditional Use Permit No. 74-22 is a request for the establish-
ment on a permanent basis of a commercial equestrian center
located on Ellis Avenue, 630 feet west of Goldenwest Street
and on the south side of Ellis Avenue.
The subject property presently zoned RA-0-CD (Residential
Agricultural District combined with oil production - Civic
District Suffix) and is vacant with the exception of an oil
operation site. The General Plan designation for the property
is Estate Residential, 0-2 units per gross acre. Properties
to the north, south,,east and west are all zoned RA-0-CD, and
are predominantly vacant with the exception of nonconforming
equestrian uses and oil operations. The area immediately to
the south, east and west is general planned as Estate Res-
idential. To the north is an area designated as open space
on the Land Use Element.
Dave Eadie addressed the Commission and gave a brief history
of the background of the application which was originally
filed on November 19, 1974. He noted that staff recommendations
for denial are predicated on nonconformance to the Code. There
was a discussion on the equine uses that will be expiring
this year.
The public hearing was opened.
Donna Colbert, representing Pour Seasons Farms, addressed the
Commission and discussed with them the problems she had en-
countered during the past several months since her application

had been filed.
There was a discussion on continuance since the issues of this
type of use being allowed on an interim basis had not been ad-
dressed at this point and would require a code change. The
issues of possible code changes have to be taken up with -the
City Council and committees formed to review equine uses in
general. Ms. Colbert was agreeable to a continuance.
David Dahl also spoke in regard to the problems encountered in
equestrian uses.
The public hearing was closed.

NO. 74-22 WAS CONTINUED TO DECEMBER 2, 1975'BY THE FOLLOWING

TENTATIVE TRACT MAP NO. 6948
Applicant: Huntington Beach Industrial Park
Tentative Tract Map No. 6948 is a request to permit the sub-
division of approximately 36 acres of land into a 46 lot in-
dustrial subdivision. The property is located at the north-
west intersection of Graham Street and McFadden Avenue.
Jim Palin addressed the Commission and discussed the background
on this request.

Mr. Don Stefensen, representing the applicant, addressed the
Commission and stated that he had reviewed the proposed con-
ditions of approval recommended by the staff and was in
agreement with all conditions.

NO. 6948 WAS APPROVED.WITH THE FOLLOWING CONDITIONS AND FINDINGS

BY THE FOLLOWING VOTE:
FINDINGS:
1. The proposed subdivision of approximately 30 acres of
industrially zoned land (which allows one industrial
.user per 20,000 square feet) is to be constructed having
lot areas which exceed 20,000 square feet.
2. The General Plan has set forth provisions for industrial
land uses as'well as setting forth objectives for im-
plementation of same.
3.
The property was previously studied for this type of
industrial classification at the time the land use de- '
signation for light industrial was placed on said property.
4.
The minimum lot area, depths, frontage, street widths,
and all other design and improvement features of the
proposed subdivision are proposed to be constructed in
compliance with standard plans and specifications on file
with the City, as well as in compliance with the State
Map Act and supplementary City Subdivision Ordinance.
CONDITIONS OF APPROVAL:
1.
'Tentative Tract Map 6948 received and dated May 6, 1975
shall*be the approved layout.
2.
The developer shall be responsible for completely removing
all existing improvements along the westerly boundary of
the proposed subdivision and to install new street im-
provements to facilitate the termination of McFadden Ave.
if the City approves Precise Plan of Street Alignment No.
75-6. These street improvements shall include new curb,
gutter, sidewalks and an intertie between the westerly
portion of McFadden and that portion to be terminated
within the industrial subdivision. Should this determination
be made prior to the recordation of a final map on this
subdivision, McFadden Avenue shall be constructed with a
64 ft. width between Graham Street and the westerly boundary
of this subdivision.- These street improvements shall be
in compliance with the plans -approved by the City and under
the direction of the Director of Public Works to facilitate
this closure.

3. All required improvements shall be constructed under the
inspection of and to the approval of the City Engineer.
Cost for inspection shall be paid by the subdivider. Three
and one-half percent of the amount of the improvement bond
shall be deposited with the City Engineer for inspection
cost.
4. All required setbacks shall be measured from the property
line and/or easement line whichever is greater.
5. All vehicular access rights along Graham Street shall be
dedicated to the City of Huntington Beach except at street
intersections.
6. Chemical Lane and "A" and "B" Streets shall be constructed
having a 45 ft. street width. A 5 ft. easement shall be
provided on both sides of said streets for utilities and
sidewalks when needed.
7. Graham Street shall be constructed at the existing 84 ft.
right-of-way having no sidewalk on the west side of the
street section.
8. All areas within the standard street section which have
been reserved for future walkway purposes on Graham Street
shall be flat and planted in a turf grass to accomplish
pedestrian circulation at the time each parcel and/or lot
is developed.
9. Drainage for the subdivision shall be approved by the
Department of Public Works prior to recordation of the.
final map. The drainage system shall be designed for
siltation and erosion control both during and after con-
struction of the industrial park.
10. A landscape plan depicting the required landscape buffer
between the proposed industrial development and the existing
residential properties which are to the west of lots 1 thru 6 of
Tract No. 6948 shall be submitted to the Planning Department for approval prior to development of lots 1 through 6.
11. Soils and compaction reports shall be submitted to the
Department of Building and Community Development and Department
of Public Works prior to the issuance of building permits.
Such report shall be submitted by a qualified soils engineer.

12. A 6 ft. high masonry wall of either slumpstone or
split face material (or substitute material which may
be approved by the Planning Department) measured from
the highest grade on either side of said wall shall
be constructed prior to any industrial development of
Lots 1 through 6. The total length of said wall shall
be constructed as one project.
13. Plans for the turfed area along Graham Street as well
as the termination on McFadden within the existing right-
of-way shall be submitted to the Department of Public
Works and Planning Department for approval prior to the
recordation of a final map on this subdivision.
14. The property shall be subject to the local drainage
assessment district requirements and fees.

TENTATIVE TRACT MAP NO 7742
Applicant: Signal Landmark, Inc.
Tentative Tract Map No. 7742 filed on May 22, 1975 is a request
to permit the subdivision of approximately 91.7 acre parcel
of land into a 389 R1 subdivision and a 12.2 acre lot for a
future planned development. The subject property is located
on the west side of Newland Street between Yorktown Avenue and
Adams Avenue.

George Stringer, representing Signal Landmark, Inc., addressed
the Commission and stated that he had read the conditions
and felt that they could abide by them. There was a dis-
cussion on street dedication and setbacks from arterials.

FINDINGS:
1. The proposed subdivision of this 91.7 acre parcel of land

to be constructed having only 5 units per gross acre.
2. The General Plan has set forth provisions for this type of
land use as well as setting forth objectives for implemen-
tation for single-family, detached housing.
3. The property was previously studied for this intensity of land
use at the time the land use designation for low -density res-
idential was placed on said property.
4. The lot size, depth, frontage, street widths, and all other
design and improvements features of the proposed subdivision
are proposed to be constructed in compliance with standard -
plans and specifications on file with the City, as well as in
compliance with the State Map Act and supplementary City Sub-
division Ordinance.
CONDITIONS OF APPROVAL:
1. Tentative Tract Map No. 7742 received and dated June 10, 1975
shall be the approved layout.
2. The sewer, water and fire hydrant system shall be designed to
City Standards.
3. The water system shall be through the City of Huntington Beach's
water system.
4. The sewage disposal shall be through the City of Huntington
Beach's sewage system.
5. The property shall be subject to the local drainage assessment
district requirements and fees.

6. All required improvements shall be constructed under
the inspection of and to the approval of the City
Engineer. Cost of the inspection shall be paid by
the subdivider. Three and one-half percent of the amount
of improvement bond shall be deposited with the City
Engineer for inspection cost.
7. All utilities shall be installed'underground.
8. Drainage for the subdivision shall be approved by the
Department of Public Works prior to the recordation of
final map. This system shall be designed to provide for
siltation and erosion control both during and after con-
struction of the proposed project.
9. A decorative masonry wall shall be constructed to City
specifications along "A" and Newland Street and Yorktown
and Adams Avenues. Said wall shall be six inches wide
and six feet high. The height of said wall shall be
measured from whichever side is higher at finished grade.
The architectural design of said wall shall be approved
by the Planning Department. The structural design shall
be approved by the Department of Public Works and shall'
be included as a part of the street improvement plans.
The intent of this condition is to improve the street
scene along Newland Street and Adams Avenue.
10. Landscape planter area shall be provided at locations
along Newland and "A" Streets and Yorktown and Adams
Avenues as shown on the approved tentative map. Such
planter shall conform to the plans and specifications on
file with the Department of Public Works and the re-
quirements of the Planning Commission.
11. The developer shall install full street improvements on
"A" Lane with the exception that no sidewalk shall be
constructed along the westerly right-of-way lane at this
time.
12. All habitable rooms of main dwellings shall set back a
minimum of 55 feet from the nearest travel lane on the
adjacent arterial highway.

13. The structures shall be constructed in compliance with the
State acoustical standards set forth for multi -or attached
units, for all units that lie within the 60 CNEL contours
on this property.
14. If the developer proposes to provide air conditioning, the
insulation in ceilings and exterior walls shall be a minimum
of R-19 and R-11, respectively. If no air conditioning is
to be provided, the insulation in ceilings and exterior walls
shall be a minimum of R-13 and R-7, respectively.
15. All buildings spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed of
at an off -site facility equipped to handle them.
16. Natural gas and 220V electrical shall be stubbed in at the
location of clothes dryers. Natural gas shall be stubbed in
at the locations of cooking facilities, water heaters, and
central heating units.
17. Prior to any additional grading along the westerly property
line at the top of the existing slope bank on Lot 390, a
qualified archaeologist shall review the area for artifacts,
remnants, or burials.
18. An engineering geologist shall be engaged to submit a report
to the City indicating the ground surface acceleration from
earth movement for subject property.
19. All structures proposed for construction within this sub-
division shall be constructed in"compliance with the g-factors
as indicated by the engineering geologist's report.
20. Calculations for footings and structural members to withstand
anticipated g-factors shall be submitted to the City for review.
21. A chemical analysis as well as tests for physical properties
of soils on subject property shall be submitted to the City
for review prior to the issuance of building permits.

Applicant: Robert Stellrecht
Tentative Tract No. 8916 filed on April 22, 1975 is a request
to permit the subdivision of approximately 2.74 acres of land
into a four-plex 11 lot subdivision. The property is located
between Keelson Lane and Elm Street on the east side of Beach
Boulevard approximately 350 ft., and approximately 1100 ft.
north of Slater Avenue.
Jim Patin stated that he had contacted Ms. Bellinger, property
owner on Keelson Lane concerning obtaining sufficient right-
of-way for the project. He stated that Ms. Bellinger's son
would be in town in a few days and she would like very much
for the map to be continued to allow her son time to review the
matter for possible impacts of street alignments on her property.
Bob Stellrecht addressed the Commission and indicated that he
was unaware of the need for the additional right-of-way.
Commission discussed continuing the application to allow time
for obtaining sufficient right-of-way. Mr. Stellrecht agreed
to a continuance.
