HomeMy WebLinkAbout1975-06-18MINUTES Council Chamber, Civic Center Huntington Beach, California Wednesday, June 18, 1975 The adjourned regular meeting of the City Council of the City of.Huntington Beach was called to order at 7:00 P.M. by the Mayor. ROLL CALL Present: Bartlett, Wieder, Coen, Matney, Shipley, Duke, Gibbs Absent: None 1975-1976 BUDGET The City Administrator presented a recap of the meeting of June 17, 1975, re- garding budget cuts and revenues to balance the budget. Considerable discussion was held regarding further budget cuts, reductions of major projects and the Junior Lifeguard program charges. Councilman Matney stated that he was satisfied with the departmental budgets; suggested that Council adopt the budget and held revenue sources until August, including the Warner Fire Station and the Shamal Ash tree projects. The Acting City Attorney remarked on ordinance and resolution changes and. recommended adopting the budget, holding the two major items until August. A motion was made by Duke to adopt the budget in the present state of balance and held major items in abeyance with action to be taken at a later time. Following discussion, the motion was withdrawn. The legal counsel suggested several courses of action which could be taken at that time. Councilman Coen made a motion to.have a 2'% budget cut across the board. The motion failed by the following vote: AYES: Bartlett., Wieder, Coen NOES: Duke, Shipley, Matney, Gibbs ABSENT: None A motion was made by Councilman Duke to adopt the budget resolution, without Alternate Plans 1, 2 And 3. Discussion was held on the costs of the Junior Lifeguard program relative to the cost to families with several.children:, klesser fee of $24 was recommended. Councilwoman Wieder stated that she was fora family plan. An emendmeat to Duke's motion to include tha $24 fee was suggested. _ - 34 r Page #2 - Council Minutes - 6/18/75 On motion by Shipley, Council amended Duike's motion to reflect in the Yesolution, a reduction from $42 to $24, the charge for youth to enter the Junior Lifeguard program. The motion carried by the following vote: AYES: Bartlett, Coen, Gibbs, Duke, Shipley, Matney NOES: Wieder ABSENT: None Councilman Duke's motion then passed, as amended, by the following vote: AYES: Bartlett, Coen, Gibbs, Duke, Shipley, Matney NOBS f Wieder ABSENT: None Councilman Coen left the meeting at this time. RESOLUTION NO. 4093 ADOPTED - BUDGET On motion by Matney, Council directed the City Clerk to read Resolution No. 4093 by title - "A RESOLUTION OF THE CITY COUNCIL OF HUNTINGTON BEACH ADOPTING A BUDGET FOR THE CITY FOR THE FISCAL YEAR 1975-1976", waive further reading and adopted same by the following roll callvote: AYES: Bartlett, Wieder, Matney, Shipley, Duke, Gibbs NOES: Nome ABSENT: Coen v� COUNCILMAN SHIPLEY - OUT OF COUNTRY Councilman Shipley requested, and was granted permission to be out of the country four four regular Council meetings. EXECUTIVE SESSION CALLED Mayor Gibbs called an Executive Session of Council to discuss pending litigation and personnel matters. RECESS Mayor Gibbs called a recess of the Council. RECONVENE The meeting was reconvened by the Mayor ADJOURNED TO .TUNE 23 i_ 1975 - 7_: 00 P.M. On motion by Matney, the adjourned regular meeting of the City Council was adjourned to Monday, June 23, 1975 at 7:00 P.M. Motion carried. ATTEST: Alicia M.
