COMMISSIONERS PRESENT: Geiger, Bazil, Higgins, Kerins, Slates, Porter COMMISSIONERS ABSENT: Finley NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. NOISE ELEMENT Guido Meindl and Don Pies, representatives of Wyle Laboratories, were present to give a review of the report which they have prepared for the City. They discussed with the Commission the various areas in the City that were covered in the report. The Commission commended the representatives for the report and particularly their presentation of it. GROWTH ELEMENT Bryan Austin discussed population growth in Huntington Beach and noted that the rate of growth has decreased. He also stated the reduced rate of growth should continue. He cited reasons for the decline in growth rate as a decrease in household size, decreased availability of readily developable land, the general economic slump and increased development planning and review periods. Additionally, Mr. Austin indicated current and projected demographic characteristics will result in a substantial decrease in ultimate population size. He further stated that the Bolsa Chica provided the major growth management opportunity in Huntington Beach. Finally, Mr. Austin indicated that insufficient opportunity and decreased need has lessened the importance of a Population Growth Element and it was recommended that growth concerns be included in the General Plan but not in a formal Population Growth Element. Comments and questions were solicited from,the Commission. An additional study session on population will occur in late July. CODE AMENDMENT NO. 75-5: "Revision of Temporary Parking Lots" Dave Eadie addressed the Commission and discussed the contents of this Code Amendment. A discussion ensued regarding certain boundaries to be imposed for seasonal parking lots and it was the consensus of the Commission that 1000 yards from the mean high tide level would be suitable. Staff was directed to set this Code Amendment for public hearing on July 15, 1975. Minutes: H.B. Planning Commission Tuesday, June 24, 1975 Page 2 CODE AMENDMENT NO. 73-31: "New Sign Ordinance" The Commission discussed the proposed provsions for amortization of non -conforming signs and some of the problems which would result. The -Staff indicated they will be discussing this further when Draft No. 10 is completed for Commission's review. It is anticipated that this Draft will be ready for discussion at the July 15, 1975 meeting. ON MOTION BY GEIGER AND SECOND BY HIGGINS THE MEETING ADJOURNED AT 10:30 P.M.
