HomeMy WebLinkAbout1975-07-14MINUTES Council Chamber, Civic Center Huntington Beach, California Monday, July 14, 1975 Mayor Gibbs called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:00 P.M. ROLL CALL Present: Wieder, Bartlett, Matney, Duke, Gibbs Absent: Coen, Shipley STATUS OF DESIGN REVIEW BOARD The Planning Director addressed Council regarding the function of the Design Review Board, referring to his communication to the Council dated April 16, 1975. The City Administrator also reported on the matter. Discussion was held between the Council and Planning Director regarding the function and disposition of the Design Review Board. '" A motion was made by Councilwoman Wieder that Council appoint a City Council Committee, of no less than two members, to meet with the chairmen of the following boards and commissions: Board of Zoning Adjustments, Planning Commission, Environmental Review Board, Recreation and Parks Commission, Environmental Council and Design Review Board, and return to Council with a recommendation no later than the end of August. The motion failed to pass by the following vote: AYES: Wieder, Gibbs NOES: Bartlett, Matney, Duke ABSENT: Coen, Shipley On motion by Duke, Council directed that the City Council, under direction of the Mayor, meet in study session with the chairman of each city board and commission in the near future. The motion was passed by the following vote: AYES: Wieder, Bartlett, Duke, Gibbs NOES: Matney ABSENT: Coen, Shipley SERVICE STATION STANDARDS ORDINANCE The City Administrator reported on proposed Ordinance No. 1984 relative to Service Station Standards on which a motion to adopt at the last regular meeting had failed to pass. He inquired whether the Council planned a reconsideration of the matter. Councilman Bartlett requested and was granted permission to abstain from voting on the matter. A motion was made by Councilman Matney to reconsider the proposed service station ordinance at such time as a full Council is in attendance. The motion was passed by the following vote: AYES: Wieder, Matney,. Duke, Gibbs r,,r NOES: None f ABSTAIN: Bartlett Page #2 - Council Minutes - 7/14/75 Councilman Matney stated reasons why he would prefer that the proposed ordinance be completely reviewed. H B HIGH SCHOOL REHEARSALS Mayor Gibbs stated that she had been contacted by the teacher conducting the Huntington Beach High School class rehearsals at the Civic Center regarding their use of the Civic Center premises for this purpose. Mayor Gibbs stated that she wished it to be made a matter of record that their rehearsals_ continue to be held at the Civic Center. ATTENDANCE AT ICMA AUTHORIZED - CITY ADMINISTRATOR The City Administrator requested Council permission to attend the International City Management Association to be held in Seattle, Washington, September 28 through October 1, 1975. On Motion by Gibbs, Council authorized the City Administrator to attend -the Inter- national City, Management Association Conference to be held in;Seattle, Washington, September 28 through October 1, 1975. The motion was passed by the following vote: AYES: Wieder, Bartlett, Matney, Duke, Gibbs NOES: None ABSENT: Coen, Shipley EXECUTIVE SESSION CALLED Mayor Gibbs called an Executive Session of the Council for the purpose of discussing pending personnel and/or litigation matters. RECESS Mayor Gibbs called a recess of the Council, excused the Deputy City Clerk from the meeting, and appointed Councilman Bartlett to act as Acting City Clerk at such time as Council is reconvened. RECONVENE The meeting was reconvened by the Mayor. 1. Page #3 - Council. Minutes ADJOURNMENT On motion by Bartlett, the adjourned regular meeting of the City Council of the. City of Huntington Beach adjourned at 9:50 P.M. to Monday, July 21, 1975 at 5:30 P.M. in the Council Chamber. The motion was passed by the following vote.
