SCHEDULED ITEM:
CODE AMENDMENT NO. 75-5
"REVISION OF TEMPORARY PARKING LOTS"
Dave Eadie addressed the Commission and enumerated the changes
which had been made by direction of the Commission at their
June 24, 1975 meeting.
Vice -Chairman Finley opened the public hearing. There was no
one present to speak on this Code Amendment, and the public
hearing was closed.
Commission discussion ensued.

WAS APPROVED BY THE FOLLOWING VOTE:

LETTER FROM H.E. HARTGE, DIRECTOR OF PUBLIC WORKS, REQUESTING
THE PLANNING COMMISSION TO CONSIDER VACATION OF EXISTING CUL-DE-SAC
LOCATED WITHIN TRACT 7651 AS IT IS IN CONFORMITY WITH THE CITY'S
GENERAL PLAN.
Commission discussion ensued. The Staff confirmed that the
vacation was in conformance with the City's General Plan.

HOUSING ELEMENT AND CODE AMENDMENT NO. 73-31 BY THE FOLLOWING

HOUSING ELEMENT
Bryan Austin addressed the Commission and discussed the housing
problems and needs of Huntington Beach. He indicated the major
problems are a lack of housing choice and mobility, and house-
holds are paying too.much of their incomes for shelter. He
further pointed out that specific housing problems and needs
are (1) 33 percent of all families pay more than accepted
norms for housing, (2) housing cost is increasing twice as
fast as incomes, (3) new housing is priced to meet needs of
families earning $20,000 or more, (4) 6,525 low income housing

units are now needed, (5) large scale renovation or replacement
may be necessary, and (6) senior citizens are the largest
identifiable group of low income households that have unmet
housing needs. He further discussed recommended policies
which consist of a continuance of existing policies, new policies
and recommendations for further study.
The Commission commended Mr. Austin and the Staff for their
efforts on this Element.
CODE AMENDMENT NO. 73-31 - SIGN ORDINANCE
John Cope addressed the Commission and referred to the Staff
Report which enumerated the changes which had been incorporated
into this tenth draft as a result of recommendations by the
Planning Commission at their May 27, 1975 meeting.
Commission discussed directional signs and the listing of price
on them. It was noted that they are temporary in nature and when
the subdivision has been sold the signs are removed. There
was a discussion on "Sold" signs placed by realtors on homes
after sale and it was the consensus of the Commission that they
should be removed at the close of escrow. There was a discussion
on amortization of signs. There was further discussion on problems
of enforcement insofar as signs are concerned. Mr. Sussman,
representing the Sign Committee, was present and discussed the
Sign Ordinance with the Commission and Staff.
