To permit the establishment of a shopping cener, pursuant to Section 9730.17 of the Huntington Beach Ordinance Code; located at the northwest corner of Atlanta Avenue and Magnolia Street, in a C4, Highway Commercial District. The Chairman informed the Board that this application is included in Negative Declaration 74-135 granted by the Environmental Review Board on September 10, 1974. The Public Hearing was opened. Present on behalf of the applicant were: Roland Wedemeyer of Signal Landmark, Inc.; Bill Walkup of Signal Landmark, Inc.; and Bob Huntsberry, Bank Planning Associates. The representatives requested a continuance of this request for three weeks. Lindborg To permit the construction of two single-family dwellings, pursuant to Section 9352.3 of the Huntington Beach Ordinance Code; located at 301 Ninth Street, on the northwest corner of Olive Avenue and Ninth Street, in an R4, High Density Residential District. The Chairman informed the Board that this application is a Cate- gorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Rex Hoover was present on behalf of the applicant. The Board discussed the 27-foot turning radius with the representative, as well as dedication requirements. It was noted that a power pole exists in an unsuitable location insofar as the development of the property. ON MOTION BY COPE AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-88 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan, received June 18, 1975, shall be the approved layout, subject to the modifications described herein: a. A revised plan indicating a 27-foot turning radius shall be submitted to the Board for approval. b. Elevations shall be submitted to the Board for approval. A. 2. The following plan shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with the Hunting- ton Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. 3. In accordance with the City's Master Plan of Streets and Highways, an additional two and one-half feet of right-of- way on the alley and a 20-foot radius curve at the street intersections shall be dedicated. 4. Soil and compaction reports shall be submitted by a certified soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 5. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 6. All applicable fees shall be paid prior to issuance of building permits. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. The alley shall be improved to the centerline of such right- of-way. Lindborg To permit the construction of four single-family dwellings, pur- suant to Section 9352.3 of the Huntington Beach Ordinance Code; located at 201 and 205 llth Street, at the northwest corner of Walnut Avenue and llth Street, in an R4, High Density Residential District. The Chairman informed the Board that this application is a Cate- gorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Rex Hoover was present to represent the applicant. After discussion by the Board, the representative concurred in continuing this application. The Chairman informed the Board that this application is a Cate- gorical Exemption, Class III, California Environmental Quality Act,.1970. Mr. Bruce Butler was at the meeting on behalf of the applicant. The Board reviewed the plot plan and discussed the dedication requirements with the representative. Mola To permit the construction of a single-family dwelling, pursuant to Section 9352.3 of the Huntington Beach Ordinance Code; located at 306 Seventh Street, on the east side of the street, approximately 50 feet north of Olive Avenue, in an R4, High Density Residential District. The Chairman noted to the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. At the meeting the applicant was represented by Mr. Bruce Butler. The Board reviewed the plot plan and elevations and discussed the improvements to be completed prior to final inspection, and the fact that a 27-foot turning radius from the alley is required. Mola To permit the construction of a single-family dwelling, pursuant to Section 9352.3 of the Huntington Beach Ordinance Code located at 310 Seventh Street, on the east side of the street, approximately 100 feet north of Olive Avenue, in an R4, High Density Residential District. The Chairman noted that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The applicant was represented by Mr. Bruce Butler at the meeting. The Board informed Mr. Butler that a 27-foot turning radius from the alley will be required, and that the alley and Seventh Street will have to be improved. The Chairman noted that this Plot Plan Amendment is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The Public Hearing was opened by the Chairman. Mr. Ray Quinn was present. The Board reviewed the plot plan, received June 13, 1975 and advised the applicant that it would be necessary for all applicable fees to be paid prior to issuance of building permit. ON MOTION BY SPENCER AND SECOND BY CROSBY, PLOT PLAN AMENDMENT NO. 75-03 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received June 13, 1975 shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Lot area; Lot width and lot depth; Type of use and its relation to property and improvements in the immediate vicinity. BZA 7-16-75 Page 10 Minutes: Huntington Beach Board of Zoning Adjustments July 16, 1975 Page 11 Administrative Review No. 75-96 The Chairman noted that this application is covered by Environmental Impact Report No. 73-16, which was adopted by the Environmental Review Board on March 18, 1974. Mr. Ken Himes was present. The Board, in reviewing the plot plan and elevations, received July 2, 1975, discussed the building setback with Mr. Himes. Further discussion was held concerning the plans and reports to be sub- mitted, and the fact that all applicable fees will be paid before building permits will be issued. ON MOTION BY COPE AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-96 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations received July 2, 1975 shall be the approved layout, subject to the modification described herein: a. The setback of the building on the south property line shall be zero. A plan delineating said modification shall be submitted to the Secretary of the Board. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Jim Fisher of Fotomat was present. A discussion was held by the Board with Mr. Fisher regarding the owner- ship of the property in question. Mr. Fisher requested additional time to review this location.
