To permit the establishment of a photo service building, pursuant to Section 9430.2 of the Huntington Beach Ordinance Code; located on the west side of Magnolia Street, approximately 150 feet north of Adams Avenue, in a C2, Community Business District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Don Paulin of Fotomat Corp. and Mr. Irvin J. Snyder, the developer, were present at this meeting. Mr. Paulin told the Board that Mr. Fisher, who had been the applicant's representative at last week's meeting of the Board, was no longer with the company. A discussion of the plan in relation to a possible relocation of the building was dis- cussed. The representative requested a continuance of this application to enable him to familiarize himself with the site and its problems more thoroughly. Taylor To permit a truck rental storage yard, pursuant to Section 9530 of the Huntington Beach Ordinance Code, located on the west side of Gothard Street, approximately 300 feet south of Edinger Avenue, in an Ml, Light Manufacturing District. The Chairman informed the Board that this application is a Categorical Exemption, Class I, California Environmental Quality Act, 1970. Mr. John H. Taylor was present. He discussed with the Board his problems in relation to storage of his rental trucks. ON MOTION BY COPE AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-95 WAS CONTINUED INDEFINITELY WITH THE CONCURRENCE OF THE APPLICANT. Taylor To permit the reduction in the required parking on an existing industrial site, in lieu of Section 9793.2 of the Huntington Beach Ordinance Code, located on the west side of Gothard, north of Lorge Circle, in an Ml, Light Industrial District. The Chairman informed the Board that this application is a Categorical Exemption, Class V, California Environmental Quality Act, 1970. Mr. John H. Taylor was present at the meeting. The Chairman opened the Public Hearing. Mr. Taylor explained to the Board that he had learned from Pedigo Products that they were not using their parking facilities to full capacity and do not foresee in the near future using them to full capacity. There being no other persons present wishing to speak for or against the proposed request, the Chairman closed the Public Hearing. AYES: COPE, CROSBY, SPENCER NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-99 Applicant: Ken Himes, Architect To permit the construction of a 10,000 square foot industrial building, pursuant to Section 9511 of the Huntington Beach Ordinance Code, located on the east side of Chemical Lane, approximately 120 feet south of McFadden Avenue, in a 100-M1-A-20,000, Restricted Manufacturing District. The Chairman reminded the Board that this application is covered by the Environmental Impact Report No. 73-16 which was adopted by the Environmental Review Board on March 14, 1974. Mr. Himes was present at this meeting. The submitted plan was discussed and the Board reviewed the amount of landscaping on the site with the applicant, as well as the parking spaces indicated on his plan. ON MOTION BY COPE AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-99 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan and elevations, received July 16, 1975, shall be the approved layout. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifications on file in the Department of Public Works. b. Rooftop mechanical equipment screening plan. Said plan shall indicate screening of all roof- top mechanical equipment and shall delineate the type of material proposed to screen said equipment. 3. Soil and compaction reports shall be submitted by a certified soils engineer. Said reports shall be sub- mitted to the Department of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. Lindborg To permit the construction of ten single-family dwellings, pursuant to Section 9352.3 of the Huntington Beach Ordinance Code; located at BZA 7-23-75 Page 5 Minutes: Huntington Beach Board of Zoning Adjustments July 23, 1975 Page 6 Administrative Review No. 75-87 210, 214, 218, 222, and 226 Seventh Street, at the southeast corner of Olive Avenue and Seventh Street, in an R4, High Density Residential District. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Rex -Hoover was at the meeting to represent the applicant. The plan submitted was reviewed and the Board requested the applicant to submit elevations, also. A request was made that the applicant make arrangements to remove the existing buildings from the site prior to his construction. ON MOTION BY COPE AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-87 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received June 17, 1975 shall be the approved layout, subject to the modification described herein: a. A 27-foot turning radius shall be provided for access from the alley. A plan delineating said modification shall be submitted to the Board for approval. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: Traffic circulation and drives; Parking layout; Lot area; Lot width -and lot depth; Type of use and its relation to property and improve- ments in -the immediate vicinity; Past administrative action regarding this property. 2. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 6. All applicable fees shall be paid prior to issuance of building permits. B. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. The alley shall be improved to the centerline of such right-of-way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions, in full compliance with the City of Huntington Beach street standards and requirements. 2. Full street improvement plans for Seventh Street, Olive Avenue, and the alley shall be provided. C. GENERAL CONDITION: 1. Prior to the issuance of building permits, complete elevations shall be submitted to the Board for approval. Lindborg To permit the construction of four single-family residences, pursuant to Section 9362.23 of the Huntington Beach Ordinance Code located at 202, 240, 206, and 208 Seventh Street, north of Walnut Avenue, in the Townlot Specific Plan, Area One. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Mr. Rex Hoover was present on behalf of the applicant. The Board reviewed the plan submitted for the construction of the four single-family residences and felt it was complete. ON MOTION BY COPE AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-03 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A'. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received July 21, 1975 shall be the approved layout, subject to the modification described herein: a. Lindborg To permit the construction of three single-family residences, pursuant to Section 9362.23 of the Huntington Beach Ordinance Code located at 305, 307 and 309 Ninth Street, west of Olive Avenue, in the Townlot Specific Plan, Area One. The Chairman informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The plan submitted for the requested construction was reviewed by the Board with the representative, Rex Hoover, who was present on behalf of the applicant. The conditions of approval were discussed with him by the Board, and a set of elevations were requested prior to the issuance of building permits. ON MOTION BY COPE AND SECOND BY SPENCER, ADMINISTRATIVE REVIEW NO. 75-104 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: A. The Board reviewed the request by Zodys for outdoor sale on their parking lot at the store located at 6998 Edinger, starting September 12 and ending on September 17, 1975., ON MOTION BY COPE AND SECOND BY CROSBY, SPECIAL EVENT NO. 75-18 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The plot plan received March 24, 1975 shall be the approved layout. 2. The applicant shall obtain all necessary electrical permits. 3. An on -site inspection by the Fire Department shall be required prior to the event.
