The Secretary informed the Board that Negative Declaration No. 75-54 was granted for this application on July 29, 1975, by the Environ- mental Review Board. Mr. Mike Major was present to represent the application. The Board discussed conditions of approval and the width of easements granted on the property. The tentative parcel map received by the Planning Department on July 3, 1975 shall be the approved layout (with the amend- ments as noted thereon). i. A parcel map shall be filed with, and approved by, the De- partment of Public Works and recorded with the Orange County Recorder. 3. Constantine Drive and Hoyt Circle shall be dedicated to City standards at the time said parcel(s) are developed. 4. Water supply shall be through the City of Huntington Beach's water system at the time said parcel(s) is/are developed. 5. ON MOTION BY PALIN AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-101 WAS WITHDRAWN BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-102 Applicant: John King To permit the construction of a three -unit apartment building, pursuant to Section 9201.2 of the Huntington Beach Ordinance Code, located on the west side of 17th Street, approximately 150 feet south of Orange Avenue in an R3, Medium -High Density Residential District. No one was present to represent the application. The Secretary informed the Board that this application is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Board discussion on the conditions of approval ensued. ON MOTION BY CROSBY AND SECOND BY PALIN, ADMINISTRATIVE REVIEW NO. 75-102 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PEPJIITS: 1. The conceptual plot plan and elevations received July 21, 1975, shall be the approved layout. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: • Traffic circulation and drives; . Parking layout; . Lot area; • Lot width and lot depth; . Type of use and its relation to property and improvements in the immediate vicinity; • Past administrative action regarding this property. The following plan shall be submitted to the Secretary of the Board; Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping specifi- cations on file in the Department of Public Works. 3. In accordance with City requirements, an additional two and one-half feet (2-1/21) of right-of-way on the alley shall be dedicated. 4. Soil and compaction reports shall be submitted by a certi- fied soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 5. Fire protection systems, including automatic sprinkler sys- tems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Hunt- ington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be sub- ject to approval by the Departments of Fire and Public Works. 6. The developer shall participate in the local drainage assess- ment district. 7. All applicable fees shall be paid prior to issuance of build- ing permits... Gipple To permit the construction of four single-family homes, pursuant to Section 9362.23 of the Huntington Beach Ordinance Code, located on the west side of 15th Street, approximately 150 feet south of Acacia Avenue, in the Townlot Specific Plan, Area One. Ward Dawson, Melvin Hoeffliger, and Sally Gipple were present to rep- resent the application. The Secretary informed the Board that this project is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. BZA 7-30-75 -Page 4 Minutes, Huntington Beach Board of Zoning Adjustments July 30, 1975 Page 5 The Board discussed problems which might arise at the locations of common property lines upon which no common construction is proposed, the roof pitch and overhang of the structures, and landscaping restrictions on planting, sprinklering, etc., to pro- tect access and maintenance of building walls on the common property lines. Also discussed were the trees existing onsite (applicant indicated that the plans were drawn to retain the trees) and the dedica- tion of the property across the alley to the south for the alley right-of-way. ON MOTION BY LIPPS AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-105 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plan and elevations received July 21, 1975, shall be the approved layout, subject to the modi- fication described herein: An agreement for maintenance easement of at least three (3) feet on abutting property shall be submitted for approval. A plan delineating said modification shall be submitted to the Secretary of the Board. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the admin- istrative file. In its approval action, the Board of Zoning Adjustments consid- ered the following issues relating to the conceptual plan: . Traffic circulation and drives; Parking layout; . Lot area; . Lot width and lot depth; . Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. TO BE COMPLETED PRIOR TO FINAL INSPECTION: Fifteenth Street and the alley shall be improved to the centerline of such rights -of -way. Said improvement shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions, in full compliance with the City of Huntington Beach street standards and requirements. AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-107 Applicant: Harold and Ken Moore To permit the construction of a block building and covered craneway, pursuant to Section 9511(2) of the Huntington Beach Ordinance Code, located approximately 330 feet south of Slater Avenue and approximately 250 feet east of Gothard Street, in an M1-A-15,000-CD, Restricted Manufacturing District. Don Davis, architect, and Harold and Ken Moore, applicants, were present to represent this project. The Board discussed the uses and types of equipment which will be located at the site, the timing of street improvements, surfacing of various sections of the property, materials to be used in construction, and screening of the project. Applicant was informed that this application is subject to review by the Design Review Board. ON MOTION BY LIPPS AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-107 WAS APPROVED WITH' -THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PER11ITS: 1. The conceptual plot plan and elevations received July 22, 1975, shall be the approved layout, subject to the modi- fication of the amended street width of 27.5 feet. A plan delineating said modification shall be submitted to the Secretary of the Board. If such plan complies with the modification outlined by the Board, said plan shall be approved and made a permanent part of the admin- istrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: • Traffic circulation and drives; • Parking layout; . Lot area; . Lot width and lot depth; . Type of use and its relation to property and improvements in the immediate vicinity; . . Past administrative action regarding this property. 2. The following plans shall be submitted to the Secretary of the Board: a. Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and land- scaping specifications on file in the Department of Public Works. b. Fire protection systems, including automatic sprinkler sys- tems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and dev- ices shall be submitted to the Fire Department and shall be subject to'approval by the Departments of Fire and Public Works. 6. The developer shall participate in the local drainage assess- ment district. 7. The developer shall participate in the Orange County Sanita- tion No. 3 Sewer Annex District. 8. All applicable fees shall be paid prior to issuance of build- ing permits. B. TO BE�COMPLETED PRIOR TO FINAL INSPECTION: 1. Metzler Drive abutting the subject property shall be improved to the centerline of such right-of-way. Said improvements shall include curbs, gutters, sidewalks, paving, street trees, street lights, street signs, street drainage, and sewer and water main extensions, in full compliance with the City of Huntington Beach street standards and requirements. C. GENERAL CONDITIONS: 1. A plan for a six (6) foot screening wall of split face block shall be submitted to the Secretary of the Board of Zoning Adjustments for approval. 2. The remaining portion of the property shall be properly sur- faced to accommodate storage and permanent parking facilities within a two-year period after construction. Ludwick To permit the construction of a six -unit apartment building, pursuant to Section 9162.3.1 of the Huntington Beach Ordinance Code, located on the west side of Ash Street, approximately 385 feet south'of Cypress Avenue, in an R2, Medium Density Residen- tial District. Mrs. Ludwic k and John King were present to represent the ap- lication. The Secretary informed the Board that this project was granted Negative Declaration No. 75'-15 by the Environmental Review Board on July 22, 1975. The Board reviewed the request and noted several areas of noncon- formance with the Ordinance Code and apartment standards. The possibility of designing to R2 standards and filing a Conditional Exception was discussed with the applicant. ON MOTION BY CROSBY AND SECOND BY PALIN, AND WITH THE CONCURRENCE OF THE APPLICANT, USE PERMIT NO. 75-8 WAS CONTINUED TO THE MEET- ING OF AUGUST 6, 1975, BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE Applicant was instructed to provide four copies of a revised plot plan prior to the August 6 meeting. SPECIAL EVENT NO. 75-15 Applicant: Huntington Beach -Fountain Valley YMCA To permit a bicycle moto-cross. Included in the Board's discussion of this request were access points to the project, parking to be provided, the length of time it is planned to operate the project and the hours of operation, and whether use would be limited to YMCA members only or be open to the general public. ON MOTION BY PALIN AND SECOND BY CROSBY SPECIAL EVENT NO. 75-15 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. A specific plot plan shall be submitted to the Secretary of the Board of Zoning Adjustments delineating points of access, parking to be provided,and the overall layout of the bicycle moto-cross track. 3. The Board concurs with the hours of operation as indicated in the application. 4. This use shall be approved for a maximum period of 30 days. If the anticipated use is for a time period of more than 30 days, the special event application is not a proper procedure for such use, and some other method shall be explored with the City. 5. The applicant shall obtain all necessary electrical permits. 6. An onsite inspection by the Fire Department shall be required, prior to the event. 7. A certificate of insurance form shall be filed in the Finance De- partment five (5) days prior to the.event. The Board reviewed the plans and specifications for the proposed sign theme as submitted by the applicant. ON MOTION BY PALIN AND SECOND BY CROSBY, THE ABOVE -REQUESTED SIGN THEME WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The Sign Theme received July 30, 1975, shall be the approved lay- out. 2. .The applicant shall comply with all requirements of Article 976 of the Huntington Beach Ordinance Code. Jones To permit a wall sign, 3 feet by 15 feet, located at 15621 Industry Lane. The Board reviewed the plans received from the applicant. Dis- cussed were the frontage of the building and permissible sign area and the occupancy of the site. ON MOTION BY PALIN AND SECOND BY LIPPS THE ABOVE -REQUESTED SIGN WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The sign plan received July 29, 1975 shall be the approved layout. 2. The applicant shall comply with all requirements of Article 976 of the Huntington Beach Ordinance Code. 3. This approval is given under the condition that the use for which the sign is intended (The Juice Tree) occupies the total building. AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE SIGN REQUEST Applicant: Mario Venezuela To permit two wall signs one 6 feet by 30 feet, and the other a 12 square foot projecting sign, located at 18603 Main Street. The Board discussed the building frontage and the colors proposed for the sign. ON MOTION BY PALIN AND SECOND BY LIPPS THE ABOVE -REQUESTED SIGNS WERE APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The sign plan layout received July 30, 1975 shall be the approved layout. 2. The applicant shall comply with all requirements of Article 976 of the Huntington Beach Ordinance Code. AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE BZA 7-30-75 Page 11 Minutes, Environmental Review Board July 30, 1975 Page 12 SIGN REQUEST: Applicant: Home Federal Savings & Loan Walt Lipps submitted an informal request from the above applicant to permit an additional sign at the site of their temporary quarters at the intersection of Mansion Avenue and Goldenwest Street. This sign would be the same size as the sign previously granted to face onto Goldenwest Street, but would face onto Mansion Avenue. Bruce Crosby noted that the Board's recommendation on the original sign request and been that it be installed at an angle such that it could be read from either street.
