Applicant: Lanny E. Ludwick
To permit the construction of a six -unit apartment building, pur-
suant to Section 9162.3.1 of the Huntinc-ton Reach Ordinance Code;
located on the west side of Ash Street, approximately 385 feet
south of Cypress Avenue, in an R2, Medium Density Residential
District.
The Chairman informed the Board that this application was granted
Negative Declaration No. 75-15 by the Environmental Review Board
on July 22, 1975.
John King was present to represent the application.
The Chairman opened the public hearing.
Mr. King noted that the plans have been revised in general agree-
ment with the Board's previous recommendations, providing physical
attachment of buildings, improving access into the units, and re-
ducing the circulation areas from garages to living structures.

There being no one else to speak for or against the proposed
project, the Chairman closed the public hearing.
Board discussion ensued. Bruce Crosby pointed out that there is
an existing power pole not shown on the revised plan which will
require relocation; and also four mature eucalyptus trees on the
site. Mr. King agreed to provide an overlay of the revised plan
showing the location of the above features.
ON MOTION BY CROSBY AND SECOND BY LIPPS, USE PERMIT NO. 75-8 WAS
APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised conceptual plot plan and elevations received
August 12, 1975, shall be the approved layout, subject to
the modifications described herein:
A plan delineating a relocation of the power pole and
indicating the location of the four eucalyptus trees on -
site shall be submitted to the Secretary of the Board.
If such plan complies with the modifications outlined by
the Board, said plan shall be approved and made a permanent
part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered
the following issues relating to the conceptual plan:
• Traffic circulation and drives;
. Parking layout;
. Lot area;
. Lot width and lot depth;
. Type of use and its relation to property and improvements in the
immediate vicinity;
• Past administrative ,ction regarding this property.
2. The following plan shall be submitted to the Secretary of
the Board:
Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
3. In accordance with the City's Master Plan of Streets and
Highways, an additional seven feet W) of right-of-way on
Ash Street shall be dedicated.
4. Soil and compaction reports shall be submitted by a certi-
fied soils engineer. Said reports shall be submitted to

the Department of Building and Community Development and
shall be subject to approval by that Department.
5. Fire protection systems, including automatic sprinkler
systems, standpipe systems, fire hydrants, fire alarm
systems, and any other required fire protection and det-
ection devices or systems shall comply with the specifi-
cations of the Huntington Beach Fire Code. Plans for such
systems and devices shall be submitted to the Fire Depart-
ment and shall be subject to approval by the Departments
of Fire and Public Works.
6. The developer shall participate in the local drainage
assessment district.
7. The developer shall participate in the Orange County Sani-
tation District No. 3 Sewer Annex District.
8. All applicable fees shall be paid prior to issuance of
building permits.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
Ash Street shall be improved to the center line of such right-
of-way. Said improvement shall include curbs, gutters, side-
walks, paving, street trees, street lights, street signs, street
drainage, and sewer and water main extensions, in full compli-
ance with the City of Huntington Beach street standards and
requirements.

Applicant: Fotomat Corporation
To permit the establishment of a photo service building, pursuant
to Section 9430.2 of the Huntington Beach Ordinance Code, located
on the west side of Magnolia Street, approximately 150 feet north
of Adams Avenue in a C2, Community Business District.
The Chairman informed the Board that this project is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
Don Paulin was present to represent the application.
Jim Palin noted that the applicant has now relocated the building
on the property in a manner which will provide smoother traffic
flow, permitting cars to enter the facility and move directly out

into the two-way traffic lanes. He also requested authority from
the Board to contact Mr. Snyder, the owner of the property, to
make an attempt to obtain compliance with the Ordinance Codes for
landscaping on the 25-foot unimproved strip of property in the
shopping center. After discussion, it was the consensus of the
Board that Mr. Palin should attempt to obtain such compliance.
ON MOTION BY PALIN AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW
NO. 75-97 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE

feet west of Main Street, in an R1 Low Density Residential District.
The Chairman informed the Board that this application is a Categ-
orical Exemption, Class V. California Environmental Quality Act,
1970.
Fred M. Heller was present at the meeting.
The Chairman opened the public hearing.
The applicant addressed the Board, stating his reasons for request-
ing the variances. There being no other persons present to speak

for or against the proposed project, the Chairman closed the
public hearing.
Board discussion ensued. Jim Palin pointed out discrepancies in
the dimensions between the submitted floor plan and the site plan.
The Board discussed required setbacks, turning radius into the
garage, and size and configuration of the lot. It was noted that
a two -car garage (as required by code) could be set on the lot with
no necessity for a variance in setback, and that granting the
exception to permit the three -car garage would be granting special
privilege without sufficient justification or proof of hardship
having been shown.
ON MOTION BY PALIN AND SECOND BY LIPPS, CONDITIONAL EXCEPTION NO.
75-31 WAS GRANTED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING
VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The conceptual plot plan, floor plans, and elevations re-
ceived July 30, 1975, shall be the approved layout, sub-
ject to the modifications described herein:
a. Approval for dwelling unit only for those encroach-
ments which are in compliance with submitted floor
plans.
b. Encroachments on garage portion of request are denied.
In its approval action, the Board of Zoning Adjustments considered

Applicant: Ken Cooper
To permit the construction of a 12-unit apartment building, pur-
suant to Section 9231.6 of the Huntington Beach Ordinance Code,
located at the southeast corner of Olive Avenue and 19th Street
in an R4, High Density Residential District.
The Chairman informed the Board that Negative Declaration No. 75-57
had been granted by the Environmental Review Board for this request
on August 5, 1975.
Ken Cooper was present to represent the application.
Jim Palin informed the Board that there are discrepancies in the
plot plan regarding number of parking stalls and parking ratios,
projections of balconies, and provisions for open space; he re-
quested a continuation for clarification of those points.

To permit the consu-uction of a 6,300 square foot office building,
pursuant to Section 9471.4 of the Huntington Beach Ordinance Code,
located at the northwest corner of Glencoe Street and Beach Boule-
vard, in a C4, Highway Commercial District.
The Chairman informed the Board that Negative Declaration No. 75-58
was granted for this project by the Environmental Review Board on
August 12, 1975.
Steve Hawkins and Randy Blanchard were present to represent the
application.
Board discussion ensued, including the turning radius into the
parking stalls under the cantilevered portions of the building and
the problems the proponent sees in providing the required 18' en-
croachment.

Bruce Crosby indicated that he would prefer to see a revised
plan incorporating the above changes, rather than imposing them
as conditions on the map.

Secretary Palin informed the Board that a new procedure has been
set up to handle applications for certain electrical permits -
directly in the Department of Building and Community Development,
and action on those applications will no longer be required by the
Board of Zoning Adjustments.

Lane and McFadden Avenue in a 100-M1-A-20,000 Restricted Manu-
facturing District.
Dave Ariss and John King were in attendance to present the request,
asking that the requirements for improvement of McFadden and the
construction of the wall along the westerly property line be re-
moved from the Conditions of Approval on Administrative Review
No. 75-111. These two conditions were both conditions of approval
on Tract 6948, and will be installed as required by the devel-
opers of the industrial park.

To permit the use of a City parking lot for the purpose of a
Pentathalon to be held from 2:00 to 4:00 p.m. on Sunday, September
7, 1975, in the Municipal parking lot, 2000 Main Street, Huntington
Beach, California.
The Board discussed the request, including the size of the area re-
quired and the necessity of making sure that the lot is clear for
the day of the use.
ON MOTION BY CROSBY AND SECOND BY PALIN, SPECIAL EVENT NO. 75-19
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The applicant shall obtain all necessary electrical permits.
2. An on -site inspection by the Fire Department shall be required
prior to the event.
3. A certificate of insurance form shall be filed in the Fin-
ance Department five (5) days prior to the event.
4. All participants shall sign a waiver of liability prior to
taking part in the auto rally.
5. The sponsor shall make arrangements with the City to make
sure that the required parking lot area is clear and avail-
able for use on the day of the Pentathalon.
6. The Board stipulates that the reL_LuU' of use shall be no longer
than that indicated in the application (i.e., 2:00 to 4:00
p.m., Sunday, September 7, 1975).

Board discussion included consideration of size and type of signs,
setbacks and sight clearance, and the temporary,. nature of the use
proposed.
ON MOTION BY PALIN AND SECOND BY LIPPS, THE SIGN REQUEST WAS AP-
PROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The conceptual plan submitted shall be the approved layout,
subject to the following modifications:
a. Sign No. 2, the sign proposed to face onto Mansion Avenue,
shall be restricted in size to no more than 50 square
feet. Sign No. 1 is approved for the requested 6' x 12.5'
dimensions.
b. The City Traffic Engineer shall review the placement of the
sign to be located facing Mansion Avenue, specifically
for sight clearance.
2. The applicant shall comply with all requirements of Article
976 of the Huntington Beach Ordinance Code.

Applicant: Lee Electric Sign Company
To permit the location of a free-•:;tanding sign within five feet
of an interior property line in lieu of the required 20 feet,
per Section 9763.3(a) of the Huntington Beach Ordinance Code, and
to permit a 3-foot .-eduction of the required 10-foot ground
clearance per Section 9763.3(b) of the Huntington Beach Ordinance
Code, located on the west side of Gothard Street, approximately
100 feet north of Edinger Avenue in a C4, Highway Commercial
District.
Jim Mahoney, representing the shopping center, was present and
submitted a revised sign plan for this previously denied Condi-
tional Exception. Mr. Mahoney asked that the Board reconsider the
Conditional Exception in light of the revised plan, and explained
his reasons for the request.
