Mayor Pro Tempore Wieder called the adjourned regular meeting of the City Council of
the City of Huntington Beach to order at 5:45 P.M.
ROLL CALL
Present: Bartlett, Gibbs, Coen,.Matney, Duke, Wieder
Shipley - (arrived 7:20 P.M.)
Absent: None
CALIFORNIA ANIMAL CONTROL CONTRACT REVISION -- APPROVED
The Deputy City Attorney reviewed the proposed modifications to the contract for
animal control services between the City and California Animal Control. Modifications
to the agreement were discussed.
Councilman Coen expressed concern regarding the interpretation in the contract of
a "suitable structure" and a possible financial burden.if the present structure were
not considered suitable.
The Deputy City Attorney suggested that the "suitable structure" wording be changed
to the effect that their existing structure be considered a suitable one for the terms
of this contract and that it consist of mobile structures and also an enclosed area.
Mr. Dennis Smith, representing California Animal Control, agreed to a change of wording
regarding this matter in the contract.
Discussion was held by Council on the matter.
On motion by Gibbs, Council approved the modifications to the contract and directed
the Mayor Pro Tempore and City Clerk to execute same on behalf of the City. The
motion was passed by the following.vote:
AYES: Bartlett, Gibbs, Coen, Wieder
NOES: Duke, Matney
ABSENT: Shipley
RES NO 4124 - ADOPTED - AUTH REVISION OF APPROPRIATIONS - FY 1974-75
Mayor Pro Tempore Wieder presented Resolution No. 4124 for consideration.
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE
REVISION OF APPROPRIATIONS FOR THE FISCAL YEAR 1974-1975."
On motion by Gibbs, Council. directed the City Clerk. to read Resolution No. 4124 by
title and waived further reading by the following roll call vote:
AYES: Bartlett, Gibbs, Coen, Matney, Duke, Wieder
NOES: None
ABSENT-. Shipley.

On motion by Gibbs, Council adopted Resolution No. 4124 by the following roll call
vote.

KES NO 4125 - ADOPTED - FIXES TAX RATE FOR CITY - FISCAL YEAR 1975-76
Mayor Pro Tempore Wieder presented Resolution No. 4125 for consideration.
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH FIXING THE TAX RATE
FOR SAID CITY FOR THE FISCAL YEAR 1975-1976."
On motion by Duke, Council directed the City Clerk to read Resolution No. 4125 by
title; waived further reading and adopted same by the following roll call vote:
AYES: Bartlett, Gibbs, Coen, Matney, Duke, Wieder

ABSENT: Shipley
RES NO 4126 ADOPTED,- AUTH REVISION OF APPROPRIATIONS.BETWEEN DEPARTMENTS - FY 1975-76
Mayor Pro Tempore Wieder presented Resolution No. 4126 for consideration.
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE
REVISION OF APPROPRIATIONS BETWEEN DEPARTMENTS WITHIN THE GENERAL FUND FOR FISCAL
YEAR 1975-1976."
On motion by Duke, Council directed the City Clerk to read Resolution No. 4126 by
title and waived further reading by the following roll call vote:
AYES: Bartlett, Gibbs, Coen, Matney, Duke, Wieder
NMS. None
ABSENT: Shipley
On motion by Bartlett, Council adopted Resolution No. 4126 by the following roll call
vote:

RES NO 4127 - ADOPTED - APPOINTS DARREL L COHOON CHIEF ANIMAL CONTROL OFFICER
Mayor Pro Tempore Wieder presented Resolution No. 4127 for consideration.
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPOINTING DARREL L.
COHOON AS THE CITY'S CHIEF ANIMAL CONTROL OFFICER."
On motion by Gibbs, Council directed the City Clerk to .read Resolution No. 4127 by
title and waived further reading by the following roll call .vote:

Couneilman Shipley arrived at the Council meeting.

A motion was made by Councilman Coen to accept the recommendations as contained in the
City Council Legislative Analysis Committee communication dged August 13, 1975, as
follows: AB 700 - 02pose (Allows life time tenure for lici officers) and AB 1223 -
_Support (Allows maximum property tax rate exemption for pstreet l`ighting casts). T'he
motion was passed by the following vote:
AYES: Bartlett, Gibbs, Coen, Matney, Shipley, Duke, Wieder
NOES: None
ABSENT: lions 6.1
Council directed the City Attorney's Office to have the City Council Legislative
Analysis Committee submit to the Council the criteria that they are using to deter-
mine the type of legislation on which they recommend Council take action so Council
can determine whether or not the City should take a position on certain legislation.
Council requested that guidelines be set.

Councilman Matney raised certain issues relative to the City Administrator.
INFORMAL MEHRE CALLED
Mayor Pro Tempore Wieder called an informal meeting of the City Council as a Committee -
of -the -Whole immediately following this meeting, to meet with the Economic Advisory
Commission, Planning Commission, Environmental Council, Design Review Board, and
Board of Zoning Adjustments.
RECESS - INFORMAL MEETING
Mayor Pro Tempore Wieder called a recess of Council to meet with committees, boards
and commissions.
RECONVENE
The meeting was reconvened by the Mayor Pro Tempore. Councilman Matney left the
meeting.
EXECUTIVE SESSION CALLED
Mayor Pro Tempore Wieder called an Executive Session of the Council to discuss
pending litigation and/or personnel matters.
RECONVENED - ADJOURNED
Following reconvening, the adjourned regular meeting of the City Council was adjourned
on motion by Bartlett. The motion passed by the following roll call vote:

NOES: None
ABSENT: Matney
