None GENERAL PLAN STATUS REPORT Senior Planner Monica Florian reviewed the current status of the General Plan. She pointed out that seven mandatory elements have been adopted and two have been approved in concept. Because staff is developing the General Plan as a comprehensive document which will contain all elements in an interrelated format for adoption, she requested that adoption of these two remaining elements be postponed until all elements could be revised and combined. Planning Commission Tuesday, October 28, 1975 Page 2 CODE AMENDMENT NO. 75-13 NORTH HUNTINGTON CENTER SPECIFIC PLAN An ordinance of the City of Huntington Beach establishing a Specific Plan within the City of Huntington Beach in the vicinity of the Huntington Center and referred to as the North Huntington Center Specific Plan. Mr. Dave Eadie elaborated upon the staff recommendations enumerated i in the proposed Specific Plan Ordinance for the area north of Huntington Center. The Plan is to implement the concepts des- cribed in the Land Use Element to the General Plan for that area. Generally, land uses permitted include a combination of residential and commercial uses which would be integrated through a comprehensive development plan. Discussion regarding the content of the Specific Plan Ordinance ensued among Commissioners. ON MOTION BY BAZIL AND SECOND BY SHEA THE STAFF WAS REQUESTED TO SET THE MATTER FOR PUBLIC HEARING AND THAT SECTIONS 5(g), 5(1), and 6.2(d) OF THE PROPOSED ORDINANCE BE INVESTIGATED AND RESOLVED IN THE INTERIM BY THE FOLLOWING VOTE: AYES: Parkinson, Bazil, Finley, Slates, Shea, Kerins NOES: Boyle ABSENT: None CODE AMENDMENT NO. 75-11 EXPANSION OF TOWNLOT SPECIFIC PLAN - AREA ONE The intent being to expand Townlot Specific Plan, Area One to encompass a larger geographic area of the Townlot. Said ordinance is to pro- vide for residential densities which correlate to the General Plan and to allow flexibility in design by including new development standards. Mr. Dave Eadie discussed the concepts proposed for expansion of Townlot Specific Plan, Area One. Generally, the approach taken by the staff was to expand areas within the Townlot wherein develop- ment of single family residences upon 25 ft. lots may take place. In that area formerly designated as Area Three of the Townlot Planning Areas, development could be pursued in either of two methods. Development could be pursued under the concepts of Low Density (25 ft.lot construction) or in the alternative, development could be.pursued on a Medium Density basis (tri-plex on a 50 ft. lot). -2- 1 PC 10/28/75 1 H.B. ON MOTION BY KERINS AND SECOND BY BOYLE THE STAFF WAS REQUESTED TO SET THE MATTER FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Parkinson, Bazil, Finley, Slates, Shea, Boyle, Kerins NOES: None ABSENT: None CODE AMENDMENT NO. 75-9 "REVISIONS TO Ml-A STANDARDS" The intent being to revise certain development standards re- lating to the M1-A District in order to provide for more design and site development flexibilities. John Cope gave a brief summary of the proposed revisions to Article 951, "M1-A District Standards". He briefly demonstrated. to the Commission the effect of the standards on a typical industrial development. Discussion ensued on a page by page analysis of the amendment. Commission then directed staff to set the matter for public hearing. ON MOTION BY KERINS AND SECOND BY PARKINSON STAFF WAS DIRECTED TO SET CODE AMENDMENT NO. 75-3 FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Parkinson, Bazil, Finley," Slates, Shea, Boyle, Kerins NOES: None ABSENT: None CODE AMENDMENT NO. 75-10 "A" "PERMANENT COMMERCIAL HORSE FACILITIES" The intent being to establish standards for permanent commercial horse facilities to be located in the City. John Cope gave a brief introduction on the proposed amendment and discussed the major differences between the permanent and temporary horse facilities standards. A page by page discussion ensued with some minor revisions being incorporated and'the staff was directed to set the matter for public hearing. -3- PC 10/28/75 I .r _ � H.B. Planning Commission Tuesday, October 28, 1975 Page 4 ON MOTION BY BOYLE AND SECOND BY BAZIL STAFF WAS DIRECTED TO SET CODE AMENDMENT NO. 75-10 "A" FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Parkinson, Bazil, Finley, Slates, Shea, Boyle, Kerins NOES: None ABSENT: None Mr. Cope then indicated to.the Commission that the Planning Staff would be actively seeking input from equestrian users and other interested parties and that if any substantial concept changes or revisions are proposed, a discussion session would be scheduled prior to the public hearing. Commission concurred, with Mr; Cope's suggestion. MISCELLANEOUS: Commission discussion ensued regarding recommendations made by, the Oil Committee on Landscaping to the City Council.
