BOARD MEMBERS PRESENT: PALIN, CROSBY, LIPPS
REGULAR AGENDA ITEMS:
USE PERMIT NO. 75-67
Applicant: Leonard 0. Lindborg
To permit the construction of a 432 square foot addition to an
existing non -conforming (because of yard and setback requirements)
office building, pursuant to Section 9719 of the Huntington Beach
Ordinance Code, located on the northeast corner of 18th Street
and Pacific Coast Highway in a C3, General Business District.
The Chairman informed the Board that this request is a Categorical
Exemption, Class I, California Environmental Quality Act, 1970.
The Chairman opened the public hearing. There being no one pre-
sent to speak for or against the proposed project, the public
hearing was closed.
The Board reviewed the proposal, discussing landscaping and the
dimensions on the property.
ON MOTION BY PALIN AND SECOND BY LIPPS, USE PERMIT NO. 75-67 WAS
APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received and dated December 3, 1975, shall
be the approved layout.
In its approval action, the Board of Zoning Adjustments consid-
ered the following issues relating to the conceptual plan:
. Traffic Circulation and drives;
. Parking layout;
. Lot Area;
. Lot width and lot depth;
. Type of use and its relation to property and improvements in
the immediate vicinity;
. Past administrative action regarding this property.

2. The plans submitted to the Building Department shall re-
flect proper dimensions for the project, as well as
include a 7 x 7 foot corner cutoff at the intersection of
18th Street and Pacific Coast Highway.

Applicant: Donald C. Penkoff
To permit the construction of a 9400 square foot industrial build-
ing pursuant to Section 9511 of the Huntington Beach Ordinance
Code, located on the west side of Chemical Lane approximately 200
feet south of McFadden Avenue in a 100-M1-A-20,000 Restricted
Manufacturing District.
The Chairman informed the Board that this request is covered by
EIR 73-16, approved by the City Council on March 18, 1974.
Mr. Penkoff was present at the meeting.
Board discussion ensued, touching upon parking count and layout,
trash areas, stall width, gate access at the rear of the property,
and landscaping required.
ON MOTION BY PALIN AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW
NO. 75-164 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received and dated December 12, 1975, shall
be the approved layout, subject to the modifications
described herein:
a. Tract number shall be changed to reflect correct num-
ber, Tract 8920.
b. The minimum width of the gates in the rear fence shall
be depicted at 14 feet.
c. Location of trees along the westerly property line shall
be shown; these shall be a minimum of five or six trees
of 15-gallon size.
d. The five-foot public utility easement shall be shown
on the plan.

A plan delineating said modifications may be submitted to
the Department of Building and Community Development at
the time of application for building permits.

Applicant: George Galkin
To permit the construction of a single-family residence on a 25-
foot wide lot pursuant to Section 9161.2 of the Huntington Beach
Ordinance Code, located on the east side of Seventeenth Street
approximately 100 feet south of Palm Avenue in an R3, Medium
Density Residential District.
The Chairman informed the Board that this request is a Categori-
cal Exemption, Class III, California Environmental Quality Act,
1970.
The Board reviewed the plan submitted. Bruce Crosby noted that
the plan does not reflect the required dedication and the changes
in lot dimension which will result from this dedication. Also
discussed were the occupancy of the room over the garage, the
lot coverage, and the length of time this 25-foot property has
been listed as a separate parcel on the tax rolls. It was det-
ermined that, although the abutting 75-foot parcel is also owned_
by the applicant, it has long been developed across lot lines
with older residential units.
ON MOTION BY CROSBY AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW
NO. 75-165 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:

dedication, the true setbacks after dedication, and the
proper lot coverage.

To permit a special promotional activity to take place from December
20 through December 23 from 12 noon to 5 p.m. daily, located at
6815 Warner, in Warner -West Shopping Center.
The Board reviewed the application, taking into consideration traffic
and safety aspects of the proposed project.
ON MOTION BY LIPPS AND SECOND BY CROSBY, SPECIAL EVENT NO. 75-26 WAS
APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:

1. The plot plan received December 17, 1975, shall be the approved

2. A certificate of insurance form shall be filed in the Finance
Department five (5) days prior to the event.

Applicant: Leonard 0. Lindborg
Elevations as required by previous conditions of approval for
the construction of two single-family dwellings at 301 and 303
Ninth Street, pursuant to Section 9352.3 of the Huntington
Beach Ordinance Code.
The Board discussed layout of the units and whether there
would be any necessity for easements to permit maintenance on
the front fifteen feet of the units. It was determined that
the plans made such a requirement unnecessary.
ON MOTION BY CROSBY AND SECOND BY LIPPS, THE ELEVATIONS FOR
ADMINISTRATIVE REVIEW NO. 75-88 WERE APPROVED WITH THE FOLLOW-
ING CONDITION, BY THE FOLLOWING VOTE:

dences pursuant to Section 11362.23 of the Huntington Beach Ordin-
ance Code, located at 305, ;,)7, and 309 Ninth Street west of
Olive Avenue in the Townlot 133pecific Plan, Area One.
Secretary Palin indicated certain areas on the plot plan which
were not taken into consideration originally: the masonry wall
at zero setback and the necessary easements for maintenance.
Rex Hoover, present to represent the applicant, said that the
escrow instructions will enable the owner of one lot to dec-
orate the wall adjacent to his property; however, Mr. Palin in-
dicated that this would not permit the adjacent owner access
in the event of damage to the wall or necessary restucco work,
and urged that the developer give this problem careful consid-
eration.

ON MOTION BY LIPPS AND SECOND BY PALIN, THE ELEVATIONS AND TURNING
RADIUS FOR ADMINISTRATIVE REVIEW NO. 75-104 WERE APPROVED WITH THE
FOLLOWING CONDITION, BY THE FOLLOWING VOTE:

SIGN REQUESTS:

Applicant: Innovative Graphics
To permit construction of one pole sign and a canopy sign pursuant
to Article 976 of the Huntington Beach Ordinance Code, located at
5864 Edinger Avenue, at the southwest corner of Edinger Avenue and
Springdale Street.
Walt Lipps reviewed the sign request for the Board, noting that it
is a freestanding sign and is intended to replace an existing sign.
ON MOTION BY PALIN AND SECOND BY LIPPS THE ABOVE -NOTED SIGN REQUEST
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The sign plan received and dated December 17, 1975, shall be
the approved layout.
2. The applicant shall comply with all requirements of Article 976
of the Huntington Beach Ordinance Code.
3. There shall be no exposed light bulbs around the periphery of
the sign.
4. This sign shall replace all existing square footage of signing
for this structure.
5. The plex covering the light bulbs shall be consistent with the
overall sign background.
