HomeMy WebLinkAbout1975-12-22MINUTES Council Chamber, Civic Center Huntington Beach, California Monday, December 22, 1975 Mayor Gibbs called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 5:30 P.M. ROLL CALL Present: Bartlett, Coen, Shipley, Gibbs Wieder - (arrived 6:40 P.M.) Absent: Matney, Duke RESOLUTIONS The Clerk presented Resolution No. 4179 relative to a revision of appropriations between departments and Resolution No. 4180 relative to acquisition of property for consideration by Council. Discussion was held regarding provisions of Resolution No. 4179. Councilman Coen questioned the revision of appropriations relative to the City Attorney's office. The City Administrator informed Council that they had been provided with copies of his communication outlining the reasons for the revisions. Councilwoman Wieder arrived at the Council meeting at 6:46 P.M. Discuss. -Lon was held between the Council and staff regarding the various revisions. A motion was made by Bartlett to direct the Clerk to read Resolution No. 4179 by title; waive further reading and adopt same. A motion was made by Councilman Coen to amend Resolution No. 4179 to delete the $34,639 revision from the City Attorney's Department. Following discussion, Councilman Coen stated that he would withdraw his amendment to said resolution if the Chair would request the Council to defer further action on that specific request until the entice Council is present. The Clerk was directed to read Resolution Nos. 4179 and 4180 by title: RESOLUTION NO. 4179 - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AUTHORIZING THE REVISION OF APPROPRIATIONS BETWEEN DEPARTMENTS WITHIN THE GENERAL FUND AND WITHIN THE WATER FUND FOR FISCAL YEAR YE" 1975-76." RESOLUTION NO. 4180 - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH.DECLARING THAT THE PUBLIC INTEREST AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN REAL PROPERTY ADJACENT TO ELLIS AVENUE FOR PUBLIC STREET PURPOSES, AND AUTHORIZING THE CONDEMNATION OF SAID PROPERTY OR NEGOTIATION FOR ACQUISITIONe AND DIRECTING ITS ATTORNEY TO PROCEED WITH SUCH ACTION." Councilwoman Wieder.-requested and was granted permission to abstain from voting on said resolutions as "she had not been present during the discussion. 36 Page #2 - Council Minutes - 12/22/75 On motion by Bartlett, Council waived further reading and adopted Resolution Nos. 4179 and 4180 by the following roll call vote: AYES: Bartlett, Coen, Shipley, Gibbs NOES: None ABSTAIN: Wieder ABSENT: Matney, Duke RECESS Mayor Gibbs called a recess of the Council at 5:55 P.M. RECONVENE Mayor Gibbs reconvened the meeting in Room B-7 and BTR.. CITY BUDGET AND POLICY PLAN REVIEW The City Administrator presented an overview of city activities, projects and finances. A viewgraph entitled "Major Budget Impacts Since 1972-73" detailing the presentation was displayed. The Planning Director and Chairman of the Community Services Productivity Committee, pre- sented highlights of "A Policy Plan For Huntington Beach" which had been prepared by the Citizens Committee for Goals and objectives and adopted previously by Council. He pre- sented a viewgraph detailing his presentation which encompassed various aspects of the Policy Plan. The Director of Building and Community Development, Planning Director, City Librarian, Director of Public Works and Recreation and Parks Director then presented their re- sponses to Department Head Communication No. 75-60 from the City Administrator. Said communication requested that Department Heads discuss which programs, activities and services provided by the department should be stressed in the next six years, including needed programs that are not on line. Also to indicate where levels of service have been curtailed in the past two years, whether said reductions have been acceptable and where possible future reductions can be made. A presentation relative to funding of. deferred capital outlay or maintenance, areas where fees might be established or raised and what services might be made self-supporting, as well as where services can be con- sidered for contracting out was also requested. Councilwoman Wieder requested that the Director of Building and Community Development , provide information as to sources of funding which he believed could be explored. She also stated that she would like to see the financial aspects detailed on reports. She recommended that back-up information on budget matters be provided to Council candi- datees for their familiarization. COVERING OF PARKING MEZERS - DOWNTOWN AREA Councilman Bartlett suggested placing covers over the parking meters in the downtown area during the holiday season. The Assistant Director of Harbors, Beaches and Devel- opment reported that the bagging of meters had been discontinued as it resulted in the spaces being utilized by one vehicle permanently.
