OF PUBLIC WORKS MINUTES: ON MOTION BY PALIN AND SECOND BY LIPPS THE 14INUTES OF THE REGULAR MEETINGS OF NOVEMBER 19 AND NOVEMBER 26, 1975, WERE APPROVED AS TRANSCRIBED, BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE REGULAR AGENDA ITEMS: USE PERMIT NO. 75-65 (Cont. from 12-10-75) Applicant: Frank Clendenen To permit the construction of a 124-unit apartment building complex pursuant to Sections 9162.3.1 and 9202.3.1.3 of the Huntington Beach Ordinance Code, located on the east side of Bolsa Chica Street approximately 1000 feet south of Warner Avenue in both an R2 and R3 Medium and Medium -High Density Residential District. Frank Clendenen and Doris Martinez were present at the meeting. The Chairman reopened the public hearing. James La Morte was present at the meeting, but did not address the Board in regard to this pro- ject. There being no other persons'present to speak for or against the project, the public hearing was closed. The Board discussed the revised plan with the applicant. Of parti- cular concern were the length of the street shown to serve the 20 units in the R2 nortion of the Project and the massive amount of cut and fill which would be required to construct that street; the ex- cessive grades on some of the interior streets; inaccuracies on the map in regard to some of the topographical features of the property; and the poor circulation provided for Fire, Police, and medical service vehicles. Alternatives were suggested, such as a Conditional Exception for averaging densities with the 20 units moved to the top of the bluff or a zone change to fix one density for the total parcel. It was also suggested that a periphery drive be located around the bluff, a tie-in street be provided, and the plot plan be Minutes, H.B. Mr. Clendenen agreed to the Board's request for schematic drawings of possible alternatives to be prepared and presented at a staff meeting for review. ON MOTION BY LIPPS AND SECOND BY PALIN, USE PERMIT NO. 75-65 WAS CONTINUED TO THE 14EETING OF DECEMBER 31, 1975, WITH THE CONCURRENCE OF THE APPLICANT, BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE ADMINISTRATIVE. REVIEW NO. 75--166 Applicant: Huntington View Point To permit a model home and sales office complex pursuant to Section 9730.18 of the Huntington Beach Ordinance Code, located on the south- east corner of Ellis Avenue and Chapel Lane in an R2-PD-8, Medium Density Residential District. The Chairman informed the Board that this request is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. Evans Ambro was present to represent the applicant. Secretary Palin noted that a revised plan has been submitted reflect- ing location of fencing, parking areas, and access to the area of the models. The Board reviewed the proposed project. ON MOTION BY PALIN AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-166 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The Plot Plan received and dated December 4, 1975, shall be the approved layout, subject to the modification described herein: A landscaping plan depicting any revisions to the approved landscaping plan shall be submitted to the Department of Building and Community Development upon application for per- mits for the model complex. 1 L BZA 12-24-75 Page 2 Minutes, H.B . In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: • Traffic circulation and drives; . Parking layout; . Lot area; • Lot width and lot depth; • Type of use and its relation to property and improvements in the immediate vicinity; • Past administrative action regarding this property. AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE ADMINISTRATIVE REVIEW NO. 75-168 Applicant: Lloyd A. Smith To permit the construction of a 1700 square foot industrial build- ing pursuant to Section 9530 of the Huntington Beach Ordinance Code, located on the west side of Palmdale approximately 45 feet south of Cain Street in an Ml, Light Manufacturing District. The Chairman informed the Board that this request is a Categorical Exemption, Class III, California Environmental Quality Act, 1970. The Board discussed the drive width and location, noting that the increase in drive width required will result in a reduction in landscaping at that location which will have to be offset at some other location on the site. Also discussed were parkway and side- walkd widths and treatment, street improvements, and total land- scaping for the project. ON MOTION BY CROSBY AND SECOND BY LIPPS, ADMINISTRATIVE REVIEW NO. 75-168 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL- LOWING VOTE: CONDITIONS OF APPROVAL: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The conceptual plot plan received December 16, 1975, shall be the approved layout, subject to the modifications described herein: a. Full sidewalk section shall be provided. A plan delineating said modifications shall be submitted to the Secretary of the Board. If such plan complies with the modifications outlined by the Board, said plan shall be approved and made a permanent part of the administrative file. In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: . Traffic circulation and drives; Parking layout; Lot area; . Lot width and lot depth; . Type of use and its relation to property and improvements in the immediate vicinity; . Past administrative action regarding this property. 2. The following plan shall be submitted to the Secretary of the Board: Landscape and irrigation plan complying with Article 979 of the Huntington Beach Ordinance Code and landscaping spec- ifications on file'in the Department of Public Works. 3. Soil and compaction reports shall be submitted by a certi- fied soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler sys- tems, standpipe systems, fire hydrants, fire alarm systems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and dev- ices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 5. The developer shall participate in the local drainage assess- ment district. 6. The developer shall participate in the Orange County Sanita- tion District #3 Annex District. 7. Lindborg Landscaping plans for a previously approved 17-unit apartment building located on'the west side of Holly Street approximately 100 feet south of Garfield Avenue in an R3, Medium -High Density Residential District. The Board reviewed the landscaping plans submitted to satisfy a previously imposed condition of approval. ON MOTION BY PALIN AND SECOND BY CROSBY, THE LANDSCAPING PLAN FOR USE PERMIT NO. 75-37, AS SUBMITTED AND DATED DECEMBER 17, 1975, WAS APPROVED BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE USE PERMIT NO. 75-64 Applicant: Leonard 0. Lindborg Landscaping plans for a previously approved 17-unit apartment building located on the west side of Holly Street approximately 200 feet south of Garfield Avenue in an R3, Medium -High Density Residential District. The Board reviewed the landscaping plan submitted. ON MOTION BY CROSBY AND SECOND BY LIPPS, THE LANDSCAPING PLAN FOR USE PERMIT NO. 75-64, AS SUBMITTED AND DATED DECEMBER 10, 1975, WAS APPROVED BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, LIPPS NOES: NONE ABSENT: NONE SIGN REQUESTS: SIGN REQUEST NO. 6884 Applicant: Dunn Brothers To permit construction of an identification pole sign with square footage of 72 square feet and dimensions of 8 x 9, requested for a five-foot ground clearance. Subject sign is located at 5142 Warner Avenue, Huntington Beach. BZA 12-24-75 Page Minutes, H.B. Board of Zoning Adjustments December 24, 1975 Page 6 The Board reviewed the sign request, considering any line -of -sight problems which might result from the five-foot clearance, and the permitted copy for the sign. ON MOTION BY LIPPS AND SECOND BY CROSBY, SIGN REQUEST NO. 6884 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: 1. The five-foot ground clearance is approved pursuant to Section 9761.9 of the Huntington Beach Ordinance Code. 2. Copy on the sign shall reflect only the name or identification symbol for the uses on the premises, and shall include no adver- tising information. 3. The sign shall conform to all provisions of Article 976 of the Huntington Beach Ordinance Code.
