Applicant: Frank Clendenen
To permit the construction of a 124-unit apartment building pursu-
ant to Sections 9162.3.1 and 9202.3.1.3 of the Huntington Beach
Ordinance Code, located on the east side of Bolsa Chica Street ap-
proximately 1000 feet south of Warner Avenue in both an R2 and r3
Medium and Medium -High Density Residential Districts.
Frank Clendenen and Doris Martinez were present at the meeting.
The Chairman reopened the public hearing. There being no one present
to speak on the proposed project, the public hearing was closed.
Secretary Palin briefly reviewed the prior considerations on this
project; new conceptual layouts A and B have been submitted by
the applicant and were reviewed by the Board. It was the consensus
of the Board that Exhibit A would be the more desirable layout be-
cause of smaller asphalt surface, more desirable street sections
(in some cases the street sections in Exhibit B would be above the
elevations of rear yards of the units), and less impact to the
neighboring R1 developments. The Board discussed street widths and
grades for Exhibit A; also discussed was use of intensified land-
scaping and berming at the curve on the most southerly drive.

APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS, BY THE FOLLOW-

FINDINGS OF THE BOARD:
1. The establishment, maintenance, and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity.
b. Property and improvements in the vicinity of such use or
building.
2. The granting of a Use Permit will not adversely affect the Master
Plan of the City of Huntington Beach.
3. The proposal is consistent with the City's General Plan of Land
Use.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan and elevations received December 31, 1975,
Exhibit A, shall be the approved layout, subject to the mod-
ifications described herein:
a. Width of the streets on both the southerly and northerly
portions of the project shall be increased to 24 feet;
b. Width of the easterly street shall be increased to a min-
imum of 33 feet, in order to allow for parallel parking;
C. Both landscaping and berming shall be designed around the
curve to screen headlights from intruding into the R1
property adjacent to the project.
A plan delineating said modifications shall be submitted to
the Secretary of the Board. If such plan complies with the
modifications outlined by the Board, said plan shall be ap-
proved and made a permanent part of the administrative file.
In its approval action, the Board of Zoning Adjustments considered the
following issues relating to the conceptual plan:
. Traffic circulation and drives;
. Parking layout;

. Lot area;
. Lot width and lot depth;
Type of use and its relation to property and improvements
in the immediate vicinity;
Past administrative action regarding this property.
2. The following plan shall be submitted to the Secretary
of the Board:
Landscape and irrigation plan complying with Article
979 of the Huntington Beach Ordinance Code and landscap-
ing specifications on file in the Department of Public
Works.
3. Soil and compaction reports shall be submitted by a certi-
fied soils engineer. Said reports shall be submitted to
the Department of Building and Community Development and
shall be subject to approval by that Department.
4. Fire protection systems, including automatic sprinkler
systems, standpipe systems, fire hydrants, fire alarm sys-
tems, and any other required fire protection and detection
devices or systems shall comply with the specifications of
the Huntinqton Beach Fire Code. Plans for such systems
and devices shall be submitted to the Fire Department and
shall be subject to approval by the Departments of Fire
and Public Works.
5. The developer shall participate in the local drainage
assessment district.
6. The developer shall participate in the Orange County San-
itation District #3 Sewer Annex District.
GENERAL CONDITIONS:
1. The Board of Zoning Adjustments shall have further review of
the garages on the east, north, and south property lines, both
for height and architectural treatment of the garages located
at zero setback on the easterly property line and for review
of the treatment on the break in the pad elevations of the gar-
ages on the northerly side of the development.
2. If the developer proposes to provide air conditioning, the in-
sulation in ceilings and exterior walls shall be a minimum of
R-19 and R-11, respectively. If no air conditioning is to be
provided, the insulation in ceilings and exterior walls shall
be a minimum of R-13 and R-7, respectively.
3. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be diso_osed of at an
offsite facility equipped to handle them.

4. Natural gas and 220V electrical shall be stubbed in at the loca-
tion of clothes dryers, and natural gas shall be stubbed in at
the locations of cooking facilities, water heaters, and central
heating units.
5. An engineering geologist shall be engaged to submit a report
indicating the ground surface acceleration from earth movement
for the project property.
6. All structures proposed for construction within this project
shall be constructed in compliance with the g-factors as indi-
cated by the geologist's report.
7. Calculations for footings and structural members to withstand
anticipated g-factors shall be submitted to the City for review.
8. Use of energy -saving lighting, such as high pressure sodium vapor
lamps, should be considered in parking lots and recreational
areas.
9. Crime prevention techniques should be applied to the design aspects
of the project (e.g., single -cylinder locks, etc.).

Applicant: S.I.S. Investment Company
To permit the establishment of a worm farm on vacant portion of the
Edison Substation property pursuant to Section 9511.2(c) of the Hunt-
ington Beach Ordinance Code, located at the northwest corner of
Graham Street and Edinger Avenue in a 100-M1-A-20,000, Restricted
Manufacturing District.
The Chairman informed the Board that this request is a Categorical Ex-
emption, Class III, California Environmental Quality Act, 1970.
Mr. Frey was present to represent the application.
The Chairman opened the public hearing.
The applicant addressed the Board explaining nature of the project and
how access thereto is planned. There being no other persons present
to speak for or against the proposed project, the public hearing was
closed. .
The Board reviewed the proposal and the conditions of approval, taking
into consideration parking, landscaping, and street improvements.

Huntington Beach Ordinance Code, located on the west side of 19th
Street approximately 100 feet north of Orange Avenue in an R3
Medium -High Density Residential District.
The Chairman informed the Board that this request is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.

Secretary Palin noted that the expiration date of this previously
granted Administrative Review is January 16, 1976; this would make
it extremely difficult for applicant to meet the time constraints.
He reviewed with the applicant's representative various alternative
methods of handling this request, and pointed out that the pending
extension of the Specific Plan area to the project location would
permit individual conveyance of these two units on 25-foot lots if
the application is filed under that Specific Plan. However, if this
revised plan is processed, or if a new application is filed for the
duplexes before adoption of that Specific Plan extension, no separate
conveyance would be possible.
After consideration, Mr. Conders requested withdrawal of'this re-
quest at this time.

Allen Allbright and William Lloyd were present at the meeting.
Bruce Crosby noted that the plan should be revised to reflect the
required 20-foot property line radius. The Board reviewed the rec-
reational areas provided and the locations of the trash areas.

The Chairman informed the Board that this request is a Categorical
Exemption, Class I, California Environmental Quality Act, 1970.
Bruce Crosby pointed out that a parcel map had been recorded on
this property in June of 1975, dividing it into four parcels. The
present applicant is filing for Parcel No. 1, planning to use the
presently existing structure on that lot and develop Parcel No. 2 at
a later date. The Board discussed street dedication and improvement,
setbacks, parking, and landscaping.

b. Screening of the yard shall be established at a mini-
mum front setback of ten (10) feet from the ultimate
right-of-way. The area between this screening and the
ultimate right-of-way shall be in landscaping.
A plan delineating said modifications shall be submitted to
the Secretary of the Board. If such plan complies with
the modifications outlined by the Board, said plan shall
be approved and made a permanent part of the administrative
file.
