HomeMy WebLinkAbout1976-01-07MINUTES HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS Room B-8 - Civic Center Huntington Beach, California WEDNESDAY, JANUARY 7, 1976 - 1:15 PM BOARD MEMBERS PRESENT: PALIN, CROSBY, SPENCER CITY STAFF PRESENT: REGULAR AGENDA ITEMS: MEL OTT, FIRE DEPARTMENT ADMINISTRATIVE REVIEW NO. 75-172 Applicant: Anthony Bartoli To permit the construction of an 1800 square foot professional office, pursuant to Section 9471.4 of the Huntington Beach Ordinance Code, located on the east side of "A" Street approximately 50 feet south of Warner Avenue in a C4, Highway Commercial Business District. Tom Jones was present to represent the application. - The Board reviewed the application. Bruce Crosby noted that the northerly property line of this property is at the ultimate southerly right-of-way line of Warner Avenue; this will require a 35 foot property line radius at the intersection of "A" Street and Warner Avenue, which would appear to eliminate two parking spaces from the plot plan. However, Mr. Crosby indicated that it will probably be 10 to 15 years before these improvements are installed and there should be no problem in interim landscaping encroachment into the remaining 25 foot strip back of the present curb line. Public Works will require that the dedication be made at this time. Further discussion centered on methods of bringing the parking up to code. The consensus of the Board was that the applicant should explore a reduction in building size and/or the filing of a Condi- tional Exception for the deletion of one parking space or the re- duction of that space to a compact parking stall. Mr. Toland was present at the meeting. Secretary Palin noted for the applicant's information that there is an existing deed restriction on the property requiring a 185-foot setback. The Board discussed possible overall parking deficiency on this site, reciprocal parking agreements which may exist with ad- jacent property owners, and whether the spaces provided for this use under consideration would entail a reduction in required parking for some other use in the center. The applicant was advised to investigate and document all of the above problems. ON MOTION BY SPENCER AND SECOND BY PALIN, ADMINISTRATIVE REVIEW NO. 75-173 WAS CONTINUED TO THE MEETING OF JANUARY 14, 1976, WITH THE CONCURRENCE OF THE APPLICANT, BY THE FOLLOWING VOTE: AYES: PALIN, CROSBY, SPENCER NOES: NONE ABSENT: NONE ' ADMINISTRATIVE REVIEW NO. 75-174 Applicant: Gerald W. Nicholas To permit the construction of a duplex pursuant to Section 9362.23 of the Huntington Beach Ordinance Code, located on the west side of Thirteenth Street approximately 50 feet south of Acacia Avenue in the Townlot Specific Plan Area One. Mr. Nicholas was present at the meeting. The Board reviewed the revised plot plan submitted, noting that addi- tional dedication on the alley will be required. This dedication will in turn possibly require relocation of the units. ON MOTION BY PALIN AND SECOND BY CROSBY, ADMINISTRATIVE REVIEW NO. 75-174 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE: CONDITIONS OF APPROVAL: IR A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The amended plot plan and elevations received December 31, 1975, shall be the approved layout. - BZA 1-7-76 Page 2 Minutes, H.B. Board of Zoning Adjustments January 7, 1976 Page 3 In its approval action, the Board of Zoning Adjustments considered the following issues relating to the conceptual plan: . Traffic circulation and drives; Parking layout; . Lot area; . Lot width and lot depth; . Type of use and its relation to property and improvements in the immediate vicinity; Past administrative action regarding this property. 2. In accordance with the City's standards and requirements, an additional two and one-half feet (2-1/2') of right-of- way on the alley shall be dedicated. 3. Soil and compaction reports shall be submitted by a certi- fied soils engineer. Said reports shall be submitted to the Department of Building and Community Development and shall be subject to approval by that Department. 4. Fire protection systems, including automatic sprinkler systems, standpipe systems, fire hydrants, fire alarm sys- tems, and any other required fire protection and detection devices or systems shall comply with the specifications of the Huntington Beach Fire Code. Plans for such systems and devices shall be submitted to the Fire Department and shall be subject to approval by the Departments of Fire and Public Works. 5. The developer shall participate in the local drainage assessment district. 6. All applicable fees shall be paid prior to issuance of building permits. B. GENERAL CONDITIONS: 1. An amended plan shall be submitted to the Department of Building and Community Development to reflect the follow- ing correct dimensions: a. A 27-foot turning radius as required for the parking stalls. b. A minimum 9.5 foot setback from the ultimate right-of- way line on the alley after dedication.
