(Adjourned Meeting) COMMISSIONERS PRESENT: Parkinson, Finley, Slates, Shea, Boyle, Kerins COMMISSIONERS ABSENT: Bazil Chairman Slates noted for the benefit of the audience that the items on the agenda were not for public hearing but rather for discussion by Commission and Staff only. ORAL COMMUNICATIONS: s Chairman Slates presented a letter to the Commission from Citizens of the Horse Owners Committee requesting reconsideration of Code Amendment No. 75-10"A" "Permanent Commercial Horse Facilities Standards" and Code Amendment No. 75-10"B"'Temporary Commercial Horse Facilities Standards". Chairman Slates stated it was also the request of these citizens to discuss these ordinances with the Staff and Commission prior to any action being taken on them. Commissioner Parkinson stated that he had attended a Townhall Meeting on the future of the horse, and that most of the citizens in attendance of that meeting were unaware of the Planning Commission - action taken previously. It was Commissioner Parkinson's feeling that the proposed ordinances require further study by the Planning Commission prior to presentation to City Council. The Commission concurred with Commissioner Parkinson. Chairman Slates stated that he will appoint a Committee, comprised of three Planning Commissioners to meet with interested horse owners to resolve any discrepancies between staff, Commission and citizens interested in the future of the horse. A MOTION WAS MADE BY SHEA AND SECONDED BY BOYLE FOR RECONSIDERATION OF CODE AMENDMENT NO. 75-10"A" "PERMANENT COMMERCIAL HORSE FACILITIES STANDARDS" AND CODE AMENDMENT NO. 75-10"B"'TEMPORARY COMMERCIAL HORSE FACILITIES STANDARDS" AND ACTION CONTINUED OVER TO THE FEBRUARY 3, 1976 MEETING TO ALLOW THE PLANNING STAFF, THE PLANNING COMMISSION SUBCOMMITTEE AND A COMMITTEE OF THE HORSE OWNERS TO MEET AND CONFER FOR ADDITIONAL PUBLIC COMMENTS AND INPUT ON THE FEBRUARY 3, 1976 MEETING. IT WAS ALSO'REQUESTED THAT A TRANSMITTAL BE SENT TO THE CITY COUNCIL REQUESTING DEFERMENT UNTIL SUBSEQUENT ACTION CAN BE TAKEN. Planning Commission Tuesday, Jan. 27, 1976 Page 2 DISCUSSION ITEMS: VACATION OF A PORTION OF VINELAND DRIVE (Discussion) Mr. Jim Palin addressed the Commission and stated that he had contacted the homeowners directly affected by this vacation and the engineer for the developer, Mr. Leonard, and that these gentlemen were present at the meeting. Mr. Palin stated that he had discussed with the engineer and property owners, Mr. D'Alessando of Lot 143,.and Mr. Ray Jackson of Lot 142 the possible vacation of Vineland with the installation of new improvements to be installed within the area vacated. However, there has been some controversy over the exact improvements and configuration of the properties and lot frontages after vacation. Mr. D'Alessando addressed the Commission and stated that his feelings were that through this vacation, future sale of his property might be hindered, should his lot have less frontage. He also stated concerns of off-street parking. Mr. Ray Jackson addressed the Commission and stated his objection to the proposal. Mr. Jackson felt that the proposal would obstruct his view. Mr. Leonard of Lanco Engineering, addressed the Commission and stated that he does not have an answer for the problem at this time due to lack of concurrence between developer and adjoining property owners. It was his request to withdraw the entire vacation. Commission discussion ensued. It was the consensus of the Commission not to pursue this vacation as proposed and directed Staff to resolve any problems such as drainage or fire access with the developer. PROPOSED COMPACT CAR REVISION: (Discussion) Mr. Palin addressed the Commission and stated that the staff has many concerns with the location, distribution, size of stalls, and assignments of compact car parking. Enforcement of compact car stalls in commercial areas was discussed. It was the consensus of the Commission that each project is different and that one compact car parking standard would not cover the various types of development. It was also the consensus of -the Commission that further research for compact car parking revisions should be placed as a low priority item on the Planning Commission Work Program. -2-- PC 1/27/76 I Minutes: H.B. Planning Commission Tuesday, Jan. 27, 1976 Page 3 ON MOTION BY SLATES AND SECOND BY SHEA STAFF WAS DIRECTED TO PROPOSE STANDARDS FOR COMPACT CAR PARKING ON A LOW PRIORITY BASIS AND TO ALLOW THE COMMISSION TO CONSIDER EACH PROJECT ON AN INDIVIDUAL BASIS FOR SUCH TYPE OF PARKING AND TO INCLUDE SUCH PROVISIONS IN THE REWRITE -OF ARTICLE 979. AYES: Parkinson, Finely, Slates, Shea, Boyle, Kerins NOES: None ABSENT: Bazil AMENDMENTS TO PROPOSED CODE AMENDMENT NO. 75-4 "REWRITE OF LOW DENSITY PLANNED RESIDENTIAL DEVELOPMENT" Mr. Palin addressed the Commission and discussed the latest draft of the proposed rewrite of the low density planned resi- dential development ordinance. A page by page discussion was conducted by the Chairman and direction was given to staff to incorporate various changes into the proposed amendment. Various definitions were addressed by the Commission and direction was given to staff to clarify these definitions in the next draft. ON MOTION BY BOYLE AND SECOND BY PARKINSON, STAFF WAS DIRECTED TO SET CODE AMENDMENT NO. 75-4 "REWRITE OF LOW DENSITY PLANNED RESI- DENTIAL DEVELOPMENT" FOR PUBLIC HEARING. AYES: Parkinson, Finley, Slates, Shea, Boyle, Kerins NOES: None ABSENT: Bazil PROPOSED CODE AMENDMENT NO. 75-3 "ARTICLE 930 - CONDOMINIUM CONVERSION" Mr. Palin addressed the Commission and discussed the latest draft of the proposed Article 930 Condominium Conversion. A page by page discussion was conducted by the Chairman. It was the consensus of the Commission to direct the staff to review the point system. The Commission also felt that the amenities being provided should play a major role in the conversion. Various definitions were addressed by the'Commission and direction was given to staff to clarify these definitions in the next draft. ON MOTION BY BOYLE AND SECOND BY SHEA, STAFF WAS DIRECTED TO SET CODE AMENDMENT NO. 75-3 "ARTICLE 930 - CONDOMINIUM CONVERSION" FOR PUBLIC HEARING. Further discussion was held between Commission and staff with the staff receiving direction to schedule the proposed code amendment for an additional study session. -3- PC 1/27/76 Minutes: H.B. Planning Commission Tuesday, Jan. 27, 1976 Page 4 REVIEW AND DISCUSSION OF A PRELIMINARY -TENTATIVE MAP (Discussion) Mr. Jim Palin gave background information on a conceptual map for a proposed conventional subdivision to accommodate fourplex construction in the R-2 area located on the south side of Warner Avenue east of Bolsa Chica Street immediately west of Vineland Drive. Mr. Frank Bucella, developer, addressed the Commission and stated that he would like an overall reaction from the Commission for the proposal prior to filing a tentative map application. Slides of the proposed area were shown. It was the consensus of the Commission that the normal staff review of the plan should be completed so as to determine prior to any Planning Commission reaction,conformance to the ordinance code requirements. DISCUSSION OF SERVICE STATION STANDARDS REVISION (Discussion) Mr. Dave Eadie addressed the Commission and stated that Code Amendment No. 75-1 "Service Station Standards Revisions" was approved by -the Planning Commission at its meeting of April 15, 1975 by a unanimous vote. However, after several meetings, the City Council decided to refer the matter back to the Planning Commission for further study with particular instructions to analyze Section 9481.4 (Adjunct Uses Permitted) and Section 9381.5 (Outside Activities). Commission discussion ensued. It was the consensus of the Commission that adjunct uses -could be permitted if.proper standards were provided. Commission instructed staff to investigate and resolve the problem. MISCELLANEOUS: Mr. Harlow discussed with the Planning Commission the proposed revisions to Chapter 17 of the Huntington Beach Municipal Code which regulates the location,:db sign and construction of decks and windscreens. Mr. Harlow indicated that the City Council had instructed the Department of Building and Community Develop- ment to research the recommended subject provisions as they relate to decking and wind screen problems in the City. The Planning Commission should consider the location and design criteria as it relates to the rear'and side yard requirements of residential developments. The staff will compile the necessary detailed graphics for presentation at the earliest possible Planning Commission Study Session. The Planning Commission concurred. 1 -4- PC 1/27/76 Minutes: H.B.
