suant to Section 9384.16 of the Huntington Beach Ordinance Code,
located on the west side of 18th Street approximately 50 feet south
of Palm Avenue in the Townlot Specific Plan Area One.

that street improvements in the Townlot would be required only on

advised that the 25 foot turning radius shown on one of the garages
must be increased to the required 27 feet, and that unique treatment
of the garage elevations on the exterior corner lot would be required.
Also discussed were landscaping plans and the alley setback line of
the garage units.
The Board considered the treatment of the front elevations of the
structure and whether or not a break would be required in the stucco

ADMINISTRATIVE REVIEW NO. 76-15
Applicant: Gary G. Whitaker
To permit the establishment of an auto sales lot pursuant to Sec-
tion 9430.2 of the Huntington Beach Ordinance Code, located at the
southwest corner of Beach Boulevard and Clay Street in a C2, Com-
munity Business District.
The Chairman informed the Board that this request is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
Gary Whitaker was present at the meeting.
The Board reviewed past action on the subject property. The huild-
inq on said property was converted from residential to commercial
use in 1963; the use has been determined to have been abated for at
least one year. With the abatement, the site must now conform to
the required setback of fifty feet from Beach Boulevard and other
applicable requirements of the Ordinance Code.
The Board considered whether this request concerns a non -conforming
use or a non -conforming building and reviewed with the applicant

his possible alternative courses of action. Mr. Whitaker indicated
that neither he nor his landlord has planned construction work on
the building.
Walt Lipps expressed a desire to check further into the administra-
tive approvals prior to the present application for the subject
property and to obtain a legal opinion on the project from the office
of the City Attorney; the Board members concurred with this approach.
