Mayor Pro Tempore Wieder called the adjourned regular meeting of the City
Council of the City of Huntington Beach to order at 8:00 A.M.
ROLL CALL
Present: Bartlett, Wieder, Coen, Shipley
Absent:' Matney, Duke, Gibbs
DISCUSSION REGARDING CITY GOALS OBJECTIVES - POLICIES
Discussion was held between the Council and staff regarding matters relative to
determining the City's goals, objectives and policies. The document entitled
"Criteria for Decision: A Policy Plan For Huntington Beach," prepared by the Planning
Department and previously adopted by Council was referred to during the discussion.
A motion was made by Councilman Coen that the City Council consider the setting of
goals and objectives as taking priority to the setting of policy as set forth on Page 5
of the document entitled "Criteria For Decision: A Policy Plan for Huntington Beach."
The motion was passed by the following vote:
AYES: Bartlett, Wieder, Coen, Shipley
NOES: None
ABSENT: Matney, Duke, Gibbs
FIVE YEAR BUDGET

On motion by Wieder, Council directed that upon adoption of the July 1, 1976 Budget,
that the City begin working on the Five Year Budget. The motion was passed by the
following vote
AYES: - Bartlett, Wieder, Coen, Shipley
NOES: None
ABSENT: Gibbs, Matney, Duke
PROCEDURE FOR PREPARATION OF 1976 BUDGET
The City Administrator distributed a communication entitled "Expected Cost Increases,
Fiscal Year 1977 over Fiscal Year 1976 and Revenues, dated February 24, 1976.
Discussion was held regarding the City budget process, and it was determined that the
following procedure would be followed relative to the preparation of the 1976 Budget.
1. Department will present Department and Program Budget based upon current service
level.
2. City Administrator's office will present a recommended budget upon estimated
1976-77 Revenue ($21,464,500).
3. City Council will then decide priority and program versus revenue.

DISCUSSION - CITY ADMINISTRATOR COMMUNICATION 76-8
Discussion was held regarding Section 5 (Management Relations With City Employees) of
City Administrator Communication No. 76-8 dated January 22, 1976.
The Council determined that the following recommendations contained under B. Solutions
on Page 7 of City Administrator Communication 76-8 are recommendations for policy as it
relates to administration of personnel and that perhaps specific .programs could be
presented to Council this fiscal year.
1. Personnel Rules of the City should be re-evaluated, updated and revised where
necessary and simplified (e.g. Employee Handbook).
2. Improve communications pertaining to the City. Suppress gossip and rumors by
letting employees know what is going on (i.e., City employees newsletter, general
City meetings').
3. Establish motivation programs for employees and treat them as part of the team and
as people.
4. Council should adopt policy for dealing with personnel matters including negotiations.
A positive approach should be taken rather than a negative approach.
5. Council should adopt policy to preclude unfounded criticism of departments and
employees.
TOPICS OF DISCUSSION FOR FUTURE MEETING
The Council stated that they would like to meet again in this manner in approximately
orne month and a tentative date of March 30, 1976 was scheduled at which time it was
determined that Item I - Policy Plan and Program Budget (priorities, goals and
objectives, level of services) and Item II - City Council/Commission/Staff Communications,
Responsibilities and Management Style, as set forth in City Administrator Communication
No. 76-8 would be a priority item for discussion as well as City Administrator
Communication No. 76-18 - City Council - City Administrator Staff Relations.

MAYOR'S AD HOC INQUIRY COMMITTEE REPORT
Discussion was held regarding the second report of the Mayor's Ad Hoc Inquiry Committee
which will be available the first week in March.
ORIENTATION PROGRAM J
Mayor Pro Tempore Wieder spoke regarding the benefits of having an orientation program
for the new City Council in addition to that which will be sponsored by the League of
California Cities.
