The Chairman informed the Board that Negative Declaration No. 74-59
was adopted by the Board of Zoning Adjustments on May 15, 1974, for
this proposed project.
Stephen Hopkins was present at the meeting.
The Board reviewed the proposed division of land in regard to the
effect it would have on the parking requirements for the total center
and the restriction it would place on the uses to go into the second
phase - a shortage of eleven spaces to satisfy the requirements for
commercial use would limit the occupancy of this second phase to
office -commercial only. It was the consensus that reciprocal agree-
ments on both access and parking would best serve the needs of the
center.
ON MOTION BY COPE AND SECOND BY LIPPS, TENTATIVE PARCEL MAP NO. 76-10
WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING VOTE:

1. The tentative parcel map received by the Planning Department

To permit the construction of a 6,000 square foot commercial building
pursuant to Section 9430.2 of the Huntington Beach Ordinance Code,
located on the south side of Edinger Avenue approximately 140 feet
west of Bolsa Chica Street in a C2, Community Business District.
The Chairman informed the Board that Negative Declaration No.
74-59 was adopted for the project by the Board of Zoning Adjustments
on May 15, 1974.
Stephen Hopkins was present at the meeting.
The Board reviewed the request. John Cope noted that the same
design and architecture should be used for this building as for
the Phase I construction of the center.

NO. 76-38 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOL-
LOWING VOTE:

1. The conceptual plot plan received April 2, 1976, shall be
the approved layout.
In its approval action, the Board of Zoning Adjustments considered

2. The following plans shall be submitted to the Secretary
of the Board:
Landscape and irrigation plan complying with Article 979
of the Huntington Beach Ordinance Code and landscaping
specifications on file in the Department of Public Works.
Rooftop mechanical equipment screening plan. Said plan
shall indicate screening of all rooftop mechanical equip-
ment and shall delineate the type of material proposed to
screen said equipment.
3. Soil and compaction reports shall be submitted by a certi-
fied soils engineer. Said reports shall be submitted to
the Department of Building and Community Development and
shall be subject to approval by that Department.
4. Fire protection systems, including automatic sprinkler sys-
tems, standpipe systems, fire hydrants, fire alarm systems,
and any other required fire protection and detection devices
or systems shall comply with the specifications of the
Huntington Beach Fire Code. Plans for such systems and
devices shall be submitted to the Fire Department and shall
be subject to approval by the Departments of Fire and Public
Works.
6. The developer shall participate in the local drainage
assessment district.
7. The developer shall participate in the Orange County Sani-
tation District No. 3 Sewer Annex District.
8. All applicable fees shall be paid prior to issuance of
building permits.
B. GENERAL CONDITION:
1. The subject project shall comply with all applicable condi-
tions of approval previously imposed upon the Phase I
development of this shopping center (Administrative Review
No. 74-56).

The Chairman informed the Board that this request is a Categorical
Exemption, Class III, California Environmental Quality Act, 1970.
The Board reviewed the request, discussing setbacks and turning
radius.

NO. 76-39 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOW-

1. The conceptual plot plan and elevations received April 2,
1976, shall be the approved layout, subject to the modifi-
cation described herein:
a. If the opposite side of the alley is developed with
a 15 foot alley width, an additional two and one-half
foot (2-1/21) setback on the garage shall be required
to provide the required 27-foot turning radius.
Said modification shall be delineated on the plan submitted
to the Department of Building and Community Development at
the time of application for building permits, if such modi-

lights, street signs, street drainage, and sewer and water
main extensions, in full compliance with the City of
Huntington Beach street standards and requirements.

PLOT PLAN AMENDMENT NO. 76-2
Applicant: Signal -Landmark, Inc.
To permit a plot plan amendment revising the building style from
two (2) story to one (1) story elevations and reduce the remain-
ing number of units from 988 to 756 units for Tract 5419. This
request is pursuant to Section 9811.4 of the Huntington Beach
Ordinance Code. The subject property is located at the southeast
corner of Indianapolis Avenue and Newland Street in an R1, Low
Density Residential District.
The Chairman informed the Board that this request is covered by
Environmental Impact Report No. 73-1.
The Chairman opened the public hearing. Jeff Holm was present
to represent the developer.
Jeff Holm addressed the Board to explain the reasons for the re-
quest. There being no other persons to speak for or against the
proposed project, the public hearing was closed.
The Board discussed the request, including: the effects of the
single -story concept on building pad area, open space, and densi-
ties; phasing and timing of the project; and other applications
pending on the property. It was the consensus of the Board that
action on this amendment should be referred to the Planning Com-
mission to take place in conjunction with its deliberation on
Conditional Use Permit No. 76-5 and revised Tentative Tract 5419,
in order that the Commission could review all the plans as a
total concept. Mr. Holm concurred with this approach.

The proposed monument sign is intended to replace an existing revolv-
ing sign at a Union Oil Station. The Board reviewed the request
considering landscaping, setbacks, and the criteria of the Service
Station ordinance in regard to signing.
