COMMISSIONERS PRESENT: Parkinson, Finley, Slates, Boyle Commissioner Kerins arrived at 7:08 P.M. Commissioner Bazil arrived at 7:15 P.M. Commissioner Shea arrived at 7:20 P.M. COMMISSIONERS ABSENT: None NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. DISCUSSION ITEMS: M1-A Standards Jim Palin stated that the staff recommends that the revisions to Article 951 be set for public hearing. ON MOTION BY BOYLE AND SECOND BY PARKINSON THE STAFF WAS DIRECTED TO SET SECTION 9514.5 AND SECTION 9513.5 FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Parkinson, Finley, Slates, Boyle NOES: None ABSENT: Bazil, Shea, Kerins Commissioner Kerins arrived at 7:08, Commissioner Bazil at 7:15, and Commissioner Shea at 7:20 p.m. TOWNLOT AREA FOUR STUDY Chairman Slates stated that since he owned property in the area he would not participate in discussion.and would abstain on any matters which might require a vote. Al Montes gave a history of what has transpired in the Townlot Area and presented vugraphs. The Commission generally expressed their preference for a lower density of residential development within the major portions of Area Four. Regarding those blocks located along Goldenwest Street, the Commission favored the effort of encouraging lot consolidation. It was the consensus of the Commission that the Staff should meet with the property owners affected by possible commercial zoning along one-half block located on the west side of 17th Street between Orange and Olive to determine if they are in agreement to develop the entire one-half block as commercial. Minutes: H.B. Planning Commission Tuesday, April 27, 1976 Page 2 The Commission directed the Staff to further study these proposals and report back to the Commission. MCFADDEN AVENUE CLOSURE Secretary Harlow presented vugraphs of the various alternatives and indicated that the City Council had directed the Staff to initiate a precise plan of alignment revising the present plan by implementing Alternative 3. The attorney representing those residents opposing the closure of McFadden addressed the Commission. He addressed the problems of signs controlling speed limit as well as stop signs. ON MOTION BY BOYLE AND SECOND BY SHEA THE STAFF WAS DIRECTED TO SET PRECISE PLAN OF STREET ALIGNMENT NO. 75-6 FOR PUBLIC HEARING ON MAY 18, 1976 BY THE FOLLOWING VOTE: AYES: Parkinson, Bazil, Finley, Slates, Shea, Boyle, Kerins NOES: None ABSENT: None COMPACT CAR PROVISIONS Dave Eadie addressed the Commission and discussed the background history of the proposed ordinance pertaining to compact car parking. Commission discussion ensued. ON MOTION BY PARKINSON AND SECOND BY FINLEY THE STAFF WAS DIRECTED TO SET ARTICLE 979 AS AMENDED TO PROVIDE FOR COMPACT PARKING IN INDUSTRIAL AREAS FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Parkinson, Bazil, Finley, Slates, Shea, Boyle, Kerins NOES: None ABSENT: None The Commission then discussed compact car parking in residential and.commercial areas. It was the consensus of the Commission that it would not be enforceable in a commercial area. The Staff was directed, however, to prepare criteria to be used for permitting compact car parking in residential areas. At this time there was a discussion on the North Huntington Center Specific Plan. Mr. Kline of Jerwel Enterprises addressed the Com- mission concerning their proposed plans for permitting compact car parking areas in the residential area of their project. The Planning Commission directed the Staff to prepare an Amendment to the North Huntington Center Specific Plan to provide for inclusion of compact car parking provisions. -2- 4/27/76 - PC J 1 Minutes: H.B. Planning Commission Tuesday, April 27, 1976 Page 3 ZONE CASE 76-06 Secretary Harlow addressed the Commission and gave a brief background history on this zone case. He noted that it had been referred back to the Planning Commission for further review by the City Council at its April 19, 1976 meeting. fie reviewed the following alternatives: 1. Not to change the zone and allow the property to remain commercial, which would require action to amend the General Plan. 2. No change - Pursue their original recommendation. 3. Revise the recommendation to R2-PD. 4. Permit the development of the property as requested by the applicant per the submitted map which is commercial frontage on Beach Boulevard and a multiple family sub- division on the rear portion of the property. 5. Cluster the commercial at the intersection of Garfield and Beach and rezone the remaining property R2. George Buccola addressed the Commission and presented drawings of the proposed development. He indicated that he was developing the opposite southwest corner of the intersection and that it would stimulate business if he could develop the area included in Zone Case 76-06. He stated that he did not want to create two shopping areas that would be in competition with each other and that a linear development along Beach would appeal to a different clientele. There was a discussion on the amount of commercial land Huntington Beach should have according to its projected future population. ON MOTION BY BOYLE AND SECOND BY PARKINSON THE STAFF WAS DIRECTED TO PREPARE A TRANSMITTAL TO THE CITY COUNCIL REAFFIRMING THE PLANNING COMMISSION'S ORIGINAL RECOMMENDATION ON ZONE CASE 76-06 FOR THE FOLLOWING REASONS AND BY THE FOLLOWING VOTE: 1. There was an excess of commercial zoning on Beach Boulevard. 2. The parcel is large enough that it can adequately accommodate residential development. 3. Strip zoning along Beach Boulevard is inconsistent with the City's Goals and Objectives. 4. The approval of the zone change is in response to short term tax revenues but does not consider long range implications. -3- 4/27/76 - PC Minutes: H.B. Planning Commission Tuesday, April 27, 1976 Page 4 AYES: Parkinson, Bazil, Finley, Boyle, Kerins NOES: Slates, Shea ABSENT: None Minority Report: Chairman Slates and Commissioner Shea stated that they would have preferred submitting to .the City Council the C-4 and R-2 pro- posal as submitted by the developer on a map submitted April 27, 1976 to be included with the Planning Commission's transmittal to the City Council for -the following ,reasons: , 1. The developer agreed.to prepare a comprehensive and integrated development plan on the property. 2. It will serve,as a buffer between Beach Boulevard, a heavily travelled arterial highway, and the residential area to the east. REVISED ENVIRONMENTAL GUIDELINES AND ANTIQUITIES ORDINANCE Jim Palin addressed the,Commission;and discussed the revised Environmental Guidelines., Mel Tooker briefly spoke on ,the revised guidelines and Antiquities Ordinance. A brief discussion took place -between Planning Commission, Gordon Offstein, and.staff. Gordon Offstein stated that he was pleased to see the Antiquities Ordinance prepared. ON MOTION BY BOYLE AND SECOND BY SHEA THE STAFF WAS DIRECTED TO SET CODE AMENDMENT,76-4 AND CODE AMENDMENT NO. 76-5 FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Bazil, Finley,.Slates, Shea, Boyle, Kerins NOES: None ABSENT: Parkinson Commissioner Parkinson was excused from the meeting at 10:00 p.m. RECREATIONAL VEHICLES•IN RESIDENTIAL DISTRICTS Dave Eadie discussed a staff communication on this issue with the Commission. The Staff was directed to prepare an ordinance proposal and report back to the Commission. ULTIMATE RIGHT-OF-WAY WIDTH ON MCFADDEN AVENUE BETWEEN SPRINGDALE STREET AND GRAHAM STREET Secretary Harlow presented a vugraph of the proposed treatment and indicated that a landscaped median would not be pursued. He further indicated to the Commission that the City no longer would -4- 4/27/76 - PC 1 Minutes: H.B. Planning Commission Tuesday, April 27, 1976 Page 5 be pursuing a 94 foot ultimate right-of-way width but would be pursuing a standard secondary arterial of 80 foot width. The Lusk Company is not desirous of pursuing a landscaped entrance on McFadden Avenue with a sign identifying the park. MISCELLANEOUS PRECISE PLAN OF ALIGNMENT 75-8 Jim Palin stated that the Commission had requested at a November, 1975 meeting that this Precise Plan be reanalyzed and set for - public hearing.
