HomeMy WebLinkAbout1976-05-10MINUTES Council Chamber, Civic Centel' Huntington Beach, California Monday, May 10, 1976 Mayor Wieder called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 7:00 P.M. ROLL CALL Present: Bartlett, Pattinson, Coen, Gibbs, Siebert, Shenkman, Wieder Absent: None Mayor Wieder introduced the students who were serving as council members during the "Student Government Day." SELECTION OF MITCHELL, SILBERBERG & KNUPP AS LABOR RELATIONS COUNSEL .The City Administrator informed Council that they had been provided with copies of his communication relative to the selection of a Labor Relations Counsel. He then informed Council of the recommendation that the firm of Mitchell, Silberberg & Knupp be selected as labor relations counsel for the City. Discussion was held by Council and the City Attorney reported on the matter. A motion was made by Shenkman, second by Bartlett, that the City Council select the firm of Mitchell, Silberberg & Knupp as labor relations counsel for the City; approve their fee proposal, dated April 30, 1976, and direct the Mayor and City Clerk to execute same, subject to the following conditions: 1. That Mr. Nicholas Counter III shall personally do the negotiating for City; 2. That the agreement shall terminate one year after date of approval by City Council or sooner upon thirty days written notice of termination by either party; 3. That the cost shall not exceed $2.5,000, and City to receive monthly reports from the firm of Mitchell, Silberberg and Knupp. The motion was passed by the following vote: AYES: Bartlett, Pattinson, Coen, Gibbs. Siebert, Shenkman, Wieder NOES: None ABSENT: None INTRODUCTION OF MEDICAL ADVISORY TEAM - WORLD LIFE SAVING The Director of Harbors, Beaches and Development introduced-Drs. Neil and Kate Goodwin, representatives of the Medical Advisory Team of World Life Saving, who were visiting the City to observe the beach operation and the paramedic service. The Mayor presented them with keys to the City. The doctors expressed their pleasure at being present and complimented the city operations which they had gbserved during their visit. PUBLIC HEARING - PUBLIC INPUT - 1976-77 MUNTrTPAT, RTIDGET mayor Wieder announced that this was the day and hour set for a public hearing for the purpose of soliciting public input programs, and costs, services to be added, services to be reduced and discussion of cost of government. 1 230 Page 2 - Council Minutes - May 10, 1976 Approximately forty-four persons addressed the City Council, presenting their opinions relative to the proposed City Budget. The main areas of concern expressed were maintaining good library service to the community, including continuance of the branch annexes, and the continuance of the after -school playground programs by the Recreation and Parks Department. Other areas of Concern expressed by the speakers were the Shamel Ash tree problem, adequate police protection,.maintaining the Huntington Beach Concert Band, Senior Citizen and Harbor & Beaches Department Programs, Downtown Re- development, restoration of the Newland House, the need to explore further ways to cut government operating costs, and maintaining adequate water, sewer and safety services. Several speakers indicated no objection to user fees. Material submitted to the Council by speakers included a communication from the American Association of Univeristy Women supporting the Recreation & Parks and the Library Programs, Huntington Beach Community Concert Bands - Fact Sheet, a communication from Melanie Manning, volunteer coordinator of the Main Street Library Annex, an informal petition listing approximately 160 signatures of persons in favor of a supervised recreation program and improved maintenance of park equipment in Springdale Park; an informal petition listing approximately 1000 signatures of persons supporting continued operation of the Huntington Beach Library.annexes. Mayor Wieder declared the hearing closed. She requested that those persons who would like to speak further on issues, contact the Council members at their offices. REAFFIRMATION OF COUNCIL APPOINTMENTS On motion by Pattinson, second Shenkman, Council formally approved the Council appointments to various boards and commissions made by Mayor Wieder at the May 3, 1976 Council meeting, The motion was passed by the following vote: AYES: Bartlett, Pattinson, Coen, Siebert, Shenkman, Wieder NOES: Gibbs ABSENT; None LETTER OF RESIGNATION - CITY ADMINISTRATOR Mayor Wieder announced that the Council had received a letter of resignation from Mr. Rowlands, City Administrator EXECUTIVE SESSION CALLED Mayor Wieder called an Executive Session of the City Council at 9:45 P.M., for the purpose of discussing the status of the City Administrator. RECESS .COUNCIL Mayor Wieder called a Recess of the City Council. Page 3 Council Minutes - May 10, 1976 RECONVENE COUNCIL The Council meeting was reconvened by the Mayor at 10:55 P.M. v FINDINGS AND REPORT OF EXECUTIVE SESSION Mayor Wieder reported the findings of the Executive Session of the City Council as follows: The City Council in Executive Session of May 10, 1976 took the following three actions: 1. Council voted six to one to accept Mr. Rowlands' resignation of May 10, 1976. Said resignation to be effective July 19, 1976 with suspension effective May 14, 1976, and that Mr. Rowlands will con- tinue to receive his regular salary plus all fringe benefits until July 19, 1976, the effective date of resignation. The actual suspension from decision to occur not later than May 14, 1976 to provide for an orderly transition period. It is also understood that Mr. Rowlands will be available to answer special inquiries concerning programs in progress with which he may be particularly familiar. The City Administrator to receive his 5 1/2% step increase from August 15, 1975 to July 19, 1976, which was budgeted. The accrued vacation time of the 135 hours will be paid, unused sick leave which has accumulated amounting to 50% of 425 hours will also be paid. 2. Appoint ttie Deputy City Administrator Floyd G. Belsito to the position of Acting City Administrator at the salary of the present City Administrator range at the A step level effective immediately. 3. That the Personnel Director be instructed to begin an immediate search for a new City Administrator. A motion was made by Councilman Siebert, seconded by Pattinson, to accept the three actions taken in Executive Session. The motion was passed by the follow- ing vote: AYES: Bartlett, Pattinson, Coen, Siebert, Shenkman, Wieder NOES: Gibbs ABSENT: None ADJOURNMENT On motion by Siebert, second Pattinson, the 4djourned regular meeting of the City Council of the City of Huntington Beach adjourned.
