She announced that this meeting had.been scheduled for the purpose of conducting a joint meeting with the Planning Commission.. ROLL CALL - COUNCIL Present: Bartlett, Pattinson, Siebert, Wieder Coen - (arrived at 9:1& P.M.) Shenkman - (arrived at 8:25 P.M.) Absent: Gibbs ROLL CALL - PLANNING COMMISSION Present Parkinson, Bazil, Finley, Slates, Shea, Kerins Boyle (arrived at 7:45 P.M.) Absent: Kerins VTN PRESENTATION Mr. James D. Dodge, Senior Associate, VTN Architects Planners, made a presentation to the City Council_ and Planning Commission regarding their proposal for downtown development and referred to drawings depicting their plans. He distributed a document prepared by his firm entitled Huntington Beach Downtown and Pier Development Plan. Following the presentation, Councilman Pattinson, stated that he favored the concept,. with the exception of the subterranean parking, because of costs. Discussion was held between Mr. Dodge and the Planning Commission regarding aspects of the Plan. The Planning Director referred to the Downtown Planning Study and General Plan Amendment to the Downtown Area which he had distributed to the Council and Planning Commission. He stated the need for Council and Planning Commission direction to staff relative to the level of intensity desired. A.letter from the Planning Director dated May 25, 1976, had been distributed.to tbi--:Ccua6il and Planning Commission regarding the Plan.. Councilman Shenkman arrived at 8:25 P.M. Discussion was held regarding the VTN plan: Discussion was held between the Counrail,.Coimiission .and.staff regarding.reaching an agreement as to the level of intensity of the plan, the. possibility of a modification of the General Plan for the area, p4r4ng plans, financial aspects, circulation, and boundaries. Page #2 - Council Minutes - 5/25/76 Councilman Shenkman stressed the need to adopt a plan In concept only, to show the. private sector the city's intent, as he believed the only way downtown redevelopment would occur was through private capital in conjunction with city government. Discussion was held between Mr. Dodge and Council regarding the role of VTN in the downtown redevelopment. The Planning Director was then given general direction by the Council relative to the Council concur fence in concept with the VTN plan. ROLE OF CQUNCIL, COMMISSION, AND PAC IN REDEVELOPMENT Discussion was held between the Council and Planning Commission regarding the role of the Planning Commission, Council, and Project Area Committee in the Redevelopment Agency. Deputy City Attorney O'Connor read from the Government Code pertaining to Redevelopment Agencies for Council clarification and discussion was held. AMENDMENT TO GENERAL, PLAN The Planning Director reported on the proposals for the next amendment. to the General Plan. Among those anticipated being the central industrial corridor area and requests for general plan amendments from land owners, and time permitting, commercial zoning on Beach Boulevard. He recommended that joint meetings between the Council and Planning Commission on the amendment be held. BOLSA CHICA ANNEXATION Discussion was held regarding the action taken at the .Tune 24, 1976 meeting regarding Bolsa Chica annexation and the necessary guidelines and procedures which must be followed. Mayor Wieder stated that it would be helpful to the Council and Commission if the procedure were available in written form. She commented on the need to explore Section 208 relative to regional master planning for water quality. RELATIONSHIP BETWEEN CITY COUNCIL/PLANNING COMMISSION DEVELOPMENT PHILOSIPHIES Discussion was held regarding the relationships between the City Council and Planning Commission regarding development philosophies. Councilman Pattinson stated that he believed industrial and commercial planning was vital to .the city's tax base. Councilman Shenkman stated his contention that boards and commissions were purely advisory. He stated that he did not want "rubber stamp" commissions, but that. adversary situations' could not exist between Council and commissions. Mayor Wieder commented on the ways that she believed the functions of the Planning Commission and City Council differed. Councilman Siebert spoke regarding the reliance of Council, on Planning Commission expertise and the importance of the. Council receiving unbiased, straight -forward reports. Councilman Bartlett spoke regarding the importance of the Planning staff. Councilman Coen arrived at the.Council meeting. Each Council person and Planning Commissioner stated their opinions as to the function each plays in the community. The Council also spoke regarding the vital areas of concern to which the city should address itself. 6 u L1 Page #3 Council Minutes - 5/25/76 PROPOSED CODE AMENDM$NT NO. 73-3.1 —SIGN CODE A transmittal from the Planning Commission of Code Amendment 73-31 - "Rewrite of the Sign Ordinance" generally referred to as "Rewrite of Article 976 " the Sign Ordinance" was presented to the Council for consideration prior to the scheduling for public hearing on the matter. Following discussion -it was determined that Code Amendment 73-31-be referred back to the Planning Commission.toork out various problems. JOINT MEETING RE: COASTAL PLAN - CITY COUNCIL d PLANKING COMMISSION Councilwoman Wieder suggested that the City Council and Planning Commission meet on July 13, 1976 regarding the Coastal Plan. BOARDS b COMMISSf'6NS VACANCIES Mayor Wieder discussed the need to fill vacancies on various boards and commissions and also .to evaluate their composition. r PCTA MEETING The Acting City Administrator reminded Council of the Public Cable Television Authority meeting to be held at the Westminster City Hall on May 26, 1976. ADJOURNMENT On motion by Bartlett, second Coen, the adjourned regular meeting of the City Council of the City of Huntington.Beach adjourned to Friday, June 4,'1976 at 9s00 A.M. in room B-8, Civic Center.
