Chamber, Civic Center Huntington Beach, California Friday, June 4, 1976 Mayor Wieder called the adjourned regular meeting of the City Council of the City of Huntington Beach to order at 9t00 A.M. ROLL CALL Presentt Bartlett, Pattinson, Gibbs, Siebert, shenkman, Wieder Absent: . Coen BUDGET SESSION A tape recording of this meeting is a matter of public record and on file in the Office of the City Clerk. Mr. Floyd Belsito, Acting City Administrator, presented as brief overview of anticipated revenue and expenditures in the five service areas of the City. He then introduced the staff, and the members of the budget preparation staff. V REVENUE SHARING POLICY STATEMENT A motion was made by Shenkman, seconded by Siebert, setting policy by going on record stating that the anticipated $600,000 Revenue Sharing Funds will only be utilized for capital outlay items and special projects. Motion carried. Discussion was held on possible capital outlay items. Council directed the Acting Administrator to report on his recommendations. LIBRARY PRESENTATION City Librarian Walter Johnson presented a viewgraph Zook at the library, discussing books, security, films and school participation. on motion by Shenkman, second Pattinson, Council agreed, in theory, that it is necessary to cut back the hours of the central library and than the library annexes remain open. Motion carried with Councilwoman Gibbs VotiA4 no.. A motion was made by Gibbs, second Shenkman, to re-evaluate the Charter, increasing the tax -ceiling under the Charter from $.15 to $.21, to be placed on the ballot for a vote of the people. following discussion on the matter, the motion was withdrawn. Page 2 - Council Minutes - 6/4/76 on motion by Wieder, second by Siebert, Council directed that a report be prepared on library user fees for Council next week. Motion carried. Council discussed future development of budgets which would include a year long study with individual departments. A motion was made by Shenkman, second Bartlett,to direct Administration to come up with several alternatives, budgetary wise as to hours and what those hours would cost. Motion carried. On motion by Siebert, second Shenkman, Council directed that the satellite libraries remain open and that Council accept the ;requested budget of $12,492 (Account 483) for building maintenance. Motion carried. A motion was made by Siebert requesting that the pumping of lake water at Central library be shut off as of July 1, 1976. Following discussion with the Director of Public works, the motion was with- drawn. Council directed that Mr. Hartge report on alternative means of reducing pumping of .the water without causing maintenance problems, prior to the end of budget Sessa.ons. The Library portion of the budget session was concluded and Mr. Belsito presented a summary of figures compiled by his budget staff during the session. EXECUTIVE SESSION CALLED The Mayor called an executive session for personnel and litigation matters. RECESS The meeting was recessed at 11:50 A.M. Councilman Shenkman left the meeting at that time. RECONVENED The Council was reconvened at 1:30 P.M. RECREATION AND PARKS BUDGET SESSION Norman L. Worthy presented an overview of the Recreation and Parks, introduced staff and an evaluation of playgrounds was given by Vivian Borns. Mrs. Borns presented an overview of the Human Services Program. Mr. Dave Winkler, Ranger and Naturalist, gave a slide presentation of Central City Park. Following discussion, Fire Chief Picard approached possible solutions to the Recreation and Parks budgetary problems. Councilwoman Gibbs left the meeting at 2:40 P.M. 263 Page 3 - Council Minutes - 6/4/76 Discussion was held concerning policy and the Director of Recreation and Parks was directed by Council to balance fees and use the least dollar amount possible for.printing and like functions. On motion by Siebert, second Bartlett, Council recommended the addition of $70,890 for the summer program -playground budget. Motion carried. A motion -was made by Wieder, second Pattinson, to reduce Administrative costs by 5% in the Recreation and Parks Depart- ment to generate $20,000. The motion and second were withdrawn. Following discussion on the matter, Councilman Siebert stated that he wished to hold action until the end of the budget session. H. E. Hartge presented a report on costs of building maintenance and utilities for the Recreation and Parks Department. Discussion was held on the Concert and Music Man Bands. The mayor announced that an adjourned meeting would be held on Thursday, June 10, 1976 at 6:30 P.M. in Room B-7. HARBORS, BEACHES AND DEVELOPMENT Vincent Moorhouse presented an overview of his department's increases and decreases. Mr. Moorhouse presented possible re- duction areas. Discussion was held concerning restroom maintenance, a pier sinking fund (facility repair) and harbor maintenance. Council stated its intention to request the Board of Supervisors to maintain clean up of Huntington Harbour. Discussion was held concerning a total user fee for the Junior Lifeguard Program. 1 CIVIC PROMOTIONS Erich Matthews presented an overview of the Civic Promotion items in the preliminary budget. A motion was made by Mayor Wieder recommending the addition of $5,000 for the Concert Band, but the motion failed for lack of a second. DUES AND MEMBERSHIP Council directed Administration to make a complete survey of dues and membership of the City, for presentation at a later date. ADJOURNMENT On motion by Wieder, second Siebert, the meopking was adjourned. Motion carried.
