HomeMy WebLinkAbout1976-06-08MINUTES Room B-8, Civic Center Huntington Beach, California Tuesday, June 8, 1976 Mayor Wieder called the adjourned regular meeting of.the City Council of the City of Huntington Beach to order at 7:30 p.m. ROLL CALL Present: Bartlett, Gibbs, Siebert, Wieder Shenkman - (arrived at 8:05 P.M.) Absent: Pattinson, Coen JOINT MEETING. BETWEEN CITY COUNCIL d LIBRARY BOARD Mayor Wieder announced that at this time Council would conduct a joint meeting with the Library Board.. Library Board members present were Myrtle Stinson, Charlene Bauer, Dave Wickersham and Jackie Smith. Library Director Walter Johnson was also present. Mrs. Smith reviewed the material which had been distributed to Council pertaining to the Huntington '?each Library Standards and pertinent statements from Criteria For Decision: A Policy Plan For Huntington Beach. Councilman Shenkman.arrived at the Council meeting. Discussion was held between the Council and Board members regarding establishing a Five Year Library Budget. The means by which library operating revenue could be derived including a possible amendment to the charter was discussed as well as returning to revenue sharing. Councilman Shenkman spoke regarding the possibility of selling the facility to the County with a lease back arrangement to the City. The Board members stated that adequate staffing and book collection were a main concern. The future of the bookmobile was also discussed. Discussion was held between the Council and Board regarding the operation of the library and fiha role of tie Board. Councilwoman Gibbs excused herself from the remainder of the Council meeting. v JOINT MEETING BETWEEN CITY COUNCIL & ECONOMIC ADVISORY COMMISSION Mayor Wieder announced that the Council would now meet with two members of.,the Huntington Beach Economic Commission, Mr. William Foster and Mr. Phil Oster. Mr. Oster reported on the role played by the commission and its accomplishments. He identified the areas in which he believed .the commission, if it continues, :could best serve, such as budget procedure and follow up, audit process, Page #2 - Council Minutes 6/8/76 continuing overview of the Finance Department, general comments on policies and expenditures, special project assignments such as the Sheraton Lease, Huntington Harbour Yacht Club project, financial implications of downtown redevelopment and review of grants. It was determined that the Acting City Administrator would coordinate staff attendance at each Economic Advisory Commission meeting. On motion by Bartlett, second Siebert, the adjourned regular meeting of the City Council of the City of Huntington Beach adjourned to Thursday, June 10, 1976 at 600 p.m. in room B-7. Motion carried.
