REGULAR AGENDA ITEMS:
TENTATIVE PARCEL MAP NO. 76-21
Applicant: VTN Consolidated, Inc.
To permit the consolidation of a number of existing lots into
two (2) legal parcels of land pursuant to Section 9930.2 of
the Huntington Beach Ordinance Code, located at the southwest
corner of Beach Boulevard and Garfield Avenue in a C2, Community
Business District.
The Chairman informed the Board that this request is covered by
Negative Declaration No. 76-24, granted by the Environmental Review
Board on April 20, 1976 for a shopping center on the site.
John Praisler was present to represent the application.
The Board reviewed the suggested conditions of approval with the
applicant. Bruce Crosby requested that an additional condition
be imposed for the dedication of vehicular access rights, to
which the proponent agreed.
ON MOTION BY CROSBY AND SECOND BY PALIN TENTATIVE PARCEL MAP NO.
76-21 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCELS
FOR ANY PURPOSE:
1. The tentative parcel map received by the Planning Depart-
ment on May 26, 1976, shall be the approved layout.
2. A parcel map shall be filed with, and approved by, the
Department of Public Works, and recorded with the Orange
County Recorder.

3. Garfield Avenue shall be dedicated to City standards at
the time said parcels are developed.
4. Water supply shall be through the City of Huntington
Beach's water system at the time said parcels are developed.

Beach's sewage system at the time said parcels are devel-
oped.
6. All utilities shall be installed underground at the time
said parcels are developed.
7. Compliance with all applicable City ordinances.
8. The property shall participate in the local drainage
assessment district at the time said parcels are developed.

9. A copy of the recorded parcel map shall be filed with the
Planning Department.
10. Access rights on Garfield Avenue and Beach Boulevard shall
be dedicated to the City except at locations to be approved
by the Board of Zoning Adjustments.

of the Huntington Beach Ordinance Code, located on the northeast
corner of Garfield Avenue and Beach Boulevard in a C4, Highway Com-
mercial District.
The Chairman informed the Board that this application is covered by
Negative Declaration No. 76-26, granted by the Environmental Review
Board on April 20, 1976 for Tentative Tract 9327.
John Praisler was present to represent the application.
The Board reviewed the suggested conditions of approval with the
applicant, again adding the requirement for dedication of vehicular
access rights and explaining the timing and procedure for this
dedication to the applicant.

Applicant: Vincent J. Stagliano
To permit a two'(2) lot division of land pursuant to Section 9930.2
of the Huntington Beach Ordinance Code, located on the southeast
corner of Constantine Drive and Beach Boulevard in a C4, Highway
Commercial District.
The Chairman informed the Board that this request is covered by
Negative Declaration No. 76-27, granted by the Environmental
Review Board on April 20, 1976, for Tentative Tract 9328.
No one was present to represent the application.
The Board reviewed the suggested conditions of approval, which had
been forwarded to the proponent. Secretary Palin noted that an
additional condition on vehicular access rights should be imposed
on this approval.

Applicant: Manuel Chavez
To permit a seasonal parking lot with approximately 200 spaces
pursuant to Section 9730.28.1 of the Huntington Beach Ordinance
Code, located at the northwest corner of Beach Boulevard and
Pacific Coast Highway in a C3, General Business District.
The Chairman informed the Board that this request is a Categ-
orical Exemption, Class 4, California Environmental Quality
Act, 1970.
The Board reviewed the applicable provisions of the Ordinance
Code with the applicant, who indicated his intention to comply
with those provisions.
ON MOTION BY PALIN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW
NO. 76-68 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE
FOLLOWING VOTE:

TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The applicant shall comply with all provisions of the Huntington
Beach Ordinance Code which are applicable to this type facility.

OIL WELL ACTIVATION PERMIT NO. 76-3
Applicant: Weir Oil Company, Inc.
To permit the activation of an existing oil` well pursuant to Section
15.40.020 of the Huntington Beach Ordinance Code, located approxi-
mately 55 feet north of Ernest Street and 260 feet east of Golden -
west Street in an RA-0-CD, Residential Agricultural combined with
Oil Production, Civic District.
The Chairman informed the Board that Negative Declaration No. 76-46
was granted for this request by the Environmental Review Board on
June 8, 1976.
Donald Weir was present at the meeting.
The request was reviewed by the Board, as well as a recommendation
from the Oil Superintendent.

To permit the construction of a 48,100 square foot industrial
building on a 3.35+ acre parcel of industrial property pursuant
to provisions of the Huntington Beach Ordinance Code, located
on the northwest corner of Springdale Street and McFadden Avenue
in the M1-A Industrial District.

The Chairman informed the Board that this request is covered
by Environmental Impact Report No. 73--16, adopted by the City
Council on March 18, 1974.
Dave Ariss was present at the meeting.
Secretary Palin said that it should be a condition of approval
that the parking layout should comply with dimensions and
striping requirements in effect at the time of actual striping
of the facility. The parking layout and ratio as shown were considered
in light of their relation to the parking amendments currently
being processed by the City, with Pat Spencer indicating a desire
that the plan comply as submitted rather than having to check it
against code at the time of issuance of building permits.
Bruce Crosby submitted a list of recommendations prepardd for
this project by the Traffic Department. This list was reviewed
as it relates to a previous agreement on the 80-foot width on
McFadden and the effects such recommendations would have on the
submitted plan. After review with the applicant, it was the con-
sensus that implementation of the recommendations as submitted
would create major changes in access, street sections, and layout
on the project, and that additional time should be taken to
consider said recommendations.
Phasing on the project was considered, with the applicant noting
that he does not anticipate pulling permits before August.
ON MOTION BY PALIN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW
NO. 76-70 WAS CONTINUED, WITH THE CONCURRENCE OF THE APPLICANT,

Applicant: Huntington Beach Historical Society
To permit an Antique Swap Meet for Newland House Restoration to be
located on the parking lot of Goldenwest College on Sunday, June 27,
1976, from the hours of 8:30 a.m. to 4:30 p.m.
Secretary Palin informed the Board that a communication has been
received from the Police Department asking that vendor information
sheets be submitted by the applicant for all vendors participating
in the swap meet.

ON MOTION BY PALIN AND SECOND BY CROSBY SPECIAL EVENT NO. 76-16
WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE:
CONDITIONS OF APPROVAL:
1. The plot plan received April 29, 1976, shall be the approved
layout.
2. The applicant shall comply with the request of the Police
Department for vendor information sheets to be filled out by
each vendor, and applicant shall be responsible for submitting
said information sheets to the H.B. Police Department.
3. The applicant shall obtain all necessary electrical permits.
4. An onsite inspection by the Fire Department shall be required
prior to the event.
5. A certificate of insurance form shall be filed in the Finance
Department ten (10) days prior to the event.

To permit a sixteen (16) foot high fence to be constructed along
the rear and side property lines around a proposed tennis court
in lieu of permitted six (6) foot high fence per Section 9204 of
the Huntington Beach Ordinance Code, located on the east side of
Cameron Street approximately 450 feet south of Slater Avenue in
an R3, Medium High Density Residential District.
Secretary Palin informed the Board that a written request has
been received from the application for withdrawal of this application.
