ROLL CALL t Present: Bartlett, Pattinson, Gibbs, Wieder Siebert - (arrived at 7:30 P.M.), Shenkman - (arrived at.7:40 P.M.),, Absent: Coen A TAPE RECORDING OF THIS MEETING IS A MATTER OF PUBLIC RECORD AND ON FILE IN THE OFFICE OF. THE CITY CLERIC. v` RECAP OF JUNE 4th BUDGET RETREAT Acting City Administrator Belsito gave a brief summary of the June 4th all day budget. retreat. He made reference to documents entitled "Exhi.bit'A - Preliminary Budget - FY 76-77", which had been provided, giving revenue detail of FY 74-75, FY 75-76 and FY 76-77 projections. COUNCIL BUDGET - CIVIC PROMOTIONS Discussion was held by Council regarding the dues and membership portion of the Preliminary Budget. On motion by Pattinson, second Gibbs, individual motions were taken on. the following dues and membership fees to delete the following from the Preliminary Budget: a) Orange Coast Association $75 Ayes: Pattinson, Gibbs, Wieder Noes: Bartlett Absent: Coen, Siebert, Shenkman Motion carried b) California Water Resources $200 Ayes: Bartlett, Pattinson, Gibbs, Wieder Noes: None Absent: Coen, Siebert, Shenkman Motion carried. c) Orange County Safety $250 Ayes: Bartlett, Pattinson, Gibbs, Wieder Noes: None Absent: Coen, Siebert, Shenkman Motion carried d) Water Resources Congress $300 Ayes: Bartlett, Pattinson, Gibbs, Wieder Noes: None Absent: Coen, Siebert, Shenkman Motion carried. e) Santa Ana River Greenbelt $1200 Ayes: Bartlett, Pattinson, .Wieder Noes: Gibbs Absent: Coen, Siebert, Shenkman Motion carried Page #2 - Council Minutes - 6/ 10/76 Considerable discussion was held concerning the 4th of July parade budget. A motion was made by Gibbs, second Wieder, to put the Concert Band, in the amount of $5,000, back in the budget. Following discussion, the motion was withdrawn until a full Council could be present. Discussion was held concerning the Free Clinic allocation in the budget. No decision was made . DPW PRESENTATION H. E. Hartge, Director of Public Works, presented an overview of the 36 programs in his department. He presented a viewgraph detailing the six year plan for Gas Tax Projects. Discussion was held on the Public Works programs by Council. Councilman Siebert arrived at this time. Following further discussion it was determined that various items to be considered from Gas Tax Funds would be considered at a later time. Mr. Hartge presented a viewgraph of the organizational chart of his Department. Councilman Shenkman arrived at.the meeting at 7:40 P.M. At this time Council determined that a policy decision would have to be made as to the priority of the Shamel Ash Tree program, and disposition of street sweepers, if service is cut back. Councilman Pattinson moved to give notice to other cities of idle sweepers for sale. It was seconded by Bartlett. Motion carried. Mr. Hartge reported on the requirements that Cal -OSHA plans to impose which will result in an amount of money as yet unknown. Said funds shall be taken from the contingency fund. Mr. Hartge also gave the cost of the entrance sign, requesting $2000 for same.. HARBORS, BEACHES AND DEVELOPMENT PRESENTATION Vincent Moorhouse, Director of Harbors, Beaches and Development, reported on the parkingfacility portion of his budget. He also reported on the beach and pier maintenance budget and stressed the impact he believed the reduction would_ create. Councilman Shenkman stated that he believed the cuts should be restored. CITY ADMINISTRATION PRESENTATION Acting City Administrator, Floyd G. Belsito, reported on his proposed budget and his plans to commence a five --year budget. He reported on his recommendation to Council that Mr. Erich Matthews be assigned Secretary to the Economic Advisory Commission. PUBLIC INFORMATION OFFICE PRESENTATION Mr. Bill Reed, Public Information Officer, reported on the P.I.O. budget and the services provided to the public and departments, such as type setting for other city departments, publication of a public directory, and speakers bureau. Councilman Pattinson stated that he believed the Council should look into combining P.I.O. and the Economic Development Office. Mr. Reed suggested that all departments send photo reproduction color work to the Police Department and black and white.to P.I.O. He further recommended that the graphic artist be commissioned to do the work for all 2S,5--departments. ` Page #3 - Council Minutes - 6/10/76 Councilman Shenkman spoke regarding the need for consideration of possible overlapping duties that he felt are occurring. It was determined that Mr. Reed, Mr. Belsito and Mr. Johnson meet to discuss the matter of the graphic artist and report to. Council. It was determined that the City Administrator, Bill Back and Bill Reed meet to discuss the feasibility of combining their offices and report back to Council. i CITY CLERK'S OFFICE PRESENTATION City Clerk, Alicia Wentworth, reported on her proposed budget and distributed.,copies ..of lists of office operations and duties of her staff. She presented the:.reason for the regt}est for addition of a minute clerk to :her staff.. CITY TREASURER'S PRESENTATION .Warren Hall, City Treasurer, reported on his budget and the functions of his office. He reported on the city banking service, risk management and safety divisions of. his office, PERSONNELDEPARTMENT PRESENTATION The Personnel Director, Edward Thompson, reported on the functions of his office and his.proposed. budget. He requested .that training funds be included. Council requested . a breakdown of budget items for Meetings, Commissions, Dues & Membership and Training.` ✓ NON -DEPARTMENTAL SERVICES Council and staff reviewed the Non -Departmental Services budget. Councilman Patti..nson recommended that the refuse collection amount.of-.$980,000 be deleted fraan the budget. ADJOURNMENT On. motion ,by Bartlett, second Siebert, the adjourned regular meeting.of.the city Council was adjourned to Friday, June 11, 1976, at 9:00 A.M.-fora budget retreat. Motion' carried.
