ROLL CALL Present: Bartlett, Pattinson, Gibbs, Stenkman, Wieder Siebert (arrived 7:40 P.M.) Absent: Coen EXECUTIVE SESSION CALLED Mayor Wieder.called an Executive Session of the Council to discuss personnel matters and pending .litigation. i RECESS COUNCIL The Mayor called a recess of the Council. RECONVENE COUNCIL The Council meeting was reconvened by the Mayor. ATTENDANCE AUTHORIZED - WATER RESOURCES SUB -COMMITTEE MEETING.- SANTA ANA RIVER PROJECT t on motion by Pattinson, second Bartlett, Council authorized ,a City representative to attend. the Water Resources Sub -Committee meeting of the Senate Public Works Committee oft June 29, 1976 in Washington, D.C..,:relative.to the Santa Ana River Project. The motion was passed by the following.vote: AYES: Bartlett, Pattinson, Gibbs, .Shenkman, Wieder NOES: Gibbs ABSENT: Coen, Siebert. zr� PUBLIC HEARING - 1976-77 CITY BUDGET The Mayor -stated that supplemental information lkktiv►,� to the proposed budget had been made available to the audience and press. The Mayor presented her budget message, The City Administratorpresented a..recap of the.meetings and eventswhich had affected the.prep4tration Of the 1:976-77 City Budget.. He -,.then presented a report relative to the City's euxrent finaacial.status.. He reviewed the items which had been restored to the :budget and.-tx..Jse.for reconsideration. Councilman Siebert "arrived at ,the :Council Ming. 293. Page #2 Council Minutes - 6/14/76 The Acting City Administrator presented a viewgraph showing the property tax breakdown for a $60,000 home., Mayor Wieder declared.the hearing open. Mr. Byer, city .resident, addressed Council regarding what he believed to be the need for increased public safety. Mr. George Snyder, President -of the Home Council, addressed Council regarding matters pertaining to Police personnel. Mr. F. R. Gunning, addressed Council and requested that fines be imposed .for failure to remove vehicles when the street sweeper is in the area. He was informed that . Council would be making a policy decision on this matter.in the near future. Mr. Thomas Whaling, addressed Council and inquired whether .personnel negotiations would have an effect. -on the Redevelopment Agency budget and was informed by Council that a separate account would be maintained for the Agency funds. Mr. Lloyd Glick, addressed Council and stated that he believed the City had a fine police department. He requested that funds be made available for the Concert Band. Mr. John Mason, Director of the Community Band, addressed Council regarding the expenditures which have -already been made to form the band. Mr..Harvey Gomberg, Jim Morgan, and Gary O'Donnel, representing the Park Huntington Homeowners Association, addressed Council and presented a proposal for establishing and maintaining a park in the Park Huntington Tract adjacent to Dr. Hawes School. The Mayor stated that the City Council would be meeting with.the Recreation and Parks Commission on Wednesday at -zhich time one of the subjects would be park priority. Mrs. Jean Nestande, representing the Huntington Beach Junior Woman's Club, addressed Council regarding .the Shipley Nature Center and stated that the funds.which they derive from recycling at Edison High School would be given to the Shipley Nature. Center. She spoke regarding their.plans to have a "touch and sight" trail for blind and handicapped persons. Mr. Claude Arne, addressed Council representing the Huntington Beach Aquatics Club and gave reasons why they supported the building of an olympic size pool at Ocean Tiew School and requested that'Council appoint a sub -committee of Council to.work with their group to negotiate with the Huntington Beach Union High School District. Mr. Paul Wood, Mrs. Wallie Riddle, and Mr. Jack Allen, addressed Council and presented reasons why they favored an o.lympic size pool. Mrs. Lynn Bolding, addressed Council and urged that Council keep the Shipley Nature Center open.,. Mr. Wayne Johnson, Coach of the Huntington Beach Aquatic Club, addressed Council and stated that such a pool would be .used for the needs _of th_e_ corrmtunity including the handicapped, water polo, as well as competitive .swimming. Mr. Larry Bunch, addressed Council regarding the needs of the handicapped for a pool stating that it need not., be elegant, but have the essentials such'as a hydraulic. lift, both for the handicapped and the elderly. Mr. George. Snyder, addressed Council and stated that he believed that perhaps if the scope of the pool were reduced it might be.more feasible. Dr. Donald.Shipley, addressed Council regarding the reasons why he believed the Shipley Nature Center should be maintained. He also spoke in support of the.library services. Mr. Gordon Offstein, addressed Council and inquired as to the Huntington Center off ramp and the Director of Public Works reported on the matter. Mr. Dave Barnes addressed Council and stated that he believed a refuse fee of $2.95 and a sewer hookup fee of .75 was inexpensive. He also supported the library programs and Shipley Nature Center. Mr. Lloyd Glick addressed Council and requested that the City place ambulance service with the Fire Department. The Fire Chief gave his reasons why he would recouinend against such action. Mr.. Ross Wilson addressed Council and recommended that a.library card fee be charged. He also recommended that a nominal fee be charged for groups using the park camp grounds, Mr. Vince Moorhou_e addressed Council in favor of paying for twice weekly.trash pickup. 'Mr. Herb Chatterton addressed Council regarding matters pertaining to the methods of collecting uEar fees. Mr. George Snyder addressed Council in favor of increasing.the fees for business licenses. Mrs. Eve Dobkin addressed Council questioning whether an increase in City.employee salaries was necessary. She. also stated that she believed the pipeline franchise should be explored, as well as fees imposed for litter left by dogs. She suggested that the concessionaires contracts include provisions for penalties for late'paym-ents. Mr. Mark Porter addressed Council and stated that he believed the utility tax should be increased to include garbage pickup. He also recommended an increase in the per barrel oil tax with a 2� levy being put into the redevelopment area. There being no one further present to speak on the matter, Mayor Wieder declared the hearing closed.
